| PDP’s aim not only to attain power but to make system accountable: Mufti | |  Srinagar, September 12 (Scoop News)-Stating that Peoples Democratic Party (PDP) started a new chapter of peace and development in Jammu and Kashmir besides reviving people’s faith in the democratic institutions, Mufti Mohammad Sayeed the PDP patron today said his party’s politics was not only to attain power but to restore lasting peace in this region and to establish a system of equal justice and opportunities for development and economic growth.
Addressing a public meeting at Kangan today, Mufti sought people’s cooperation in completely changing the system of governance in the State. Saying that PDP in a short span of time earned faith and credibility of the people, Mufti said that three year tenure of the PDP led government was historic period in the political history of the State because his party led government had succeeded in involving people in the governance. Senior Vice President Molvi Iftikhar Hussain Ansari, Senior Leader and Former Finance Minister Tariq Hameed Karra, District president Qazi Mohammed Afzal, Bashir Ah Mir, Zone President Mushtaq Ah Shah, Youth Secretary Syed Irfan and others were also present and spoke on this occasion.
The former chief minister said PDP envisages a system of fair governance and transparency where people would really feel empowered through their votes. “It hardly matters whether we from the government or any other political party but we are committed to the cause of establishing a system that can withstood all pressures and manipulations of political elites,” he said adding that his party will continue to work for making political class accountable to the people.
Taking a strong exception to the disempowerment of anti corruption, transparency and human rights institutions in the state, Mufti said the government’s latest move to replace RTI rules was part of an organised attempt to demolish all instruments and institutions of fairness and probity in public life. He said weakening of the State Information Commission (SIC) has completed National Conference government’s agenda of systematic demolition of institutions in the State. Similarly, he said State Vigilance Commission (SVC) never saw the light of day inspite of the law being passed many years ago. State Human Rights Commission (SHRC), Mufti said has already met the same fate at the hands of the present government by open defying to its orders.
While asking the government to reverse the order by virtue of which the new RTI rules were approved, Mufti said strengthening of institutions of accountability, transparency and human rights is on top of his party agenda and the party was committed to the policies that include strong measures for establishing of foolproof institutional accountability in the State. Referring to the credibility of State Accountability Commission (SAC), Mufti said it has been disempowered by challenging its powers in the High Court. “This important institution which acts as a watch dog of governance in the state should have its independent investigating agency which will not act partisan and will not come under the influence of political elites,” he added.
Taking a dig at National Conference led coalition government for its failure to empower Panchayati institutions in the state Mufti said that mere propaganda about successful elections will not serve any purpose unless these institutions are empowered. “It is the result of present dispensation’s disempowerment of Panchayati institutions that Panchs and Sarpanchs from Baramulla villages have tendered their resignations. Actually, these Panchs and Sarpanchs have been made vulnerable by not empowering them as per law,” the PDP patron opined.
The former chief minister rued maladministration and rampant corruption in the state saying that that the National Conference-led coalition government has landed the state in its worst crisis on political and economic fronts. “There is no development strategy and corruption is rampant as was pointed out even by the reports of CAG. The malpractices in schemes like NAREGA, SSA, RAMSA and JNURM have reached to the lowest ebb of irregularities and mismanagement in the state. Same is true with the service sector as backdoor entries in government jobs and extension to retired civil servants have become a norm,” he said, adding that Kashmiri youth are harassed by their own State and outside J&K and doors for them are closed in the Government. Around 1 lakh jobs are awaiting recruitment but the Government is not moving to fill them up. The reason could be to fill them up against money and political considerations around the time of elections,” the PDP patron observed.
Speaking on the occasion, Molvi Iftikhar Hussain Ansari, PDP senior vice president expressed concern over governance deficit in Jammu and Kashmir. Ansari said the present dispensation has failed to address even problems of basic amenities on ground. He further observed that the only agreed programme in present dispensation is to fill up their coffers. Ansari said the corrupt practices at the top have resulted in the collapse of administration on the ground and the people have been left to bear miseries for want of their rights.
Tariq Hameed Karra who also addressed the gathering said the history is witness to the fact that National Conference has always played political gimmicks and has never been serious in addressing the problems faced by the hapless Kashmiris. He said without full and meaningful empowerment the Panchayats have been reduced to a propaganda tool by the present government with the result these institutions have made political activists more vulnerable to forces inimical to peace.
On this occasion Former Minister and Distric President Qazi Mohammed Afzal blamed the present dispensation for complete neglect of development projects in Ganderbal. he also said that the present govt had completely failed to address the basic problems faced by the people.
