State receives Rs 5391 cr under SCAP: Sadhotra
Jammu, March 7 (Scoop News) -Minister for Planning, Labour & Employment, Ajay Sadhotra informed the House that against the allocation of Rs 6384 crore under Special Central Assistance Plan (SCAP) the State Government has received Rs 5391 crore up to end of February this year for carrying out developmental infrastructure under various sectors in the state.

Replying to a question by Peerzada Mansoor Hussain, the Minister informed the House that District Development Commissioners and concerned departments were authorized for utilization of Plan resources right from first day of financial year for smooth implementation of developmental schemes adding that developmental activities are carried out throughout the year and it is only the billing of expenditure, which is done towards the 3rd and 4th quarter of the financial year.

Giving details of the Plan, the Minister said that a scheme of financing is approved by the Union Government for implementation of the Annual Plan, which, inter alia, comprises State’s own resources and grants from Centre under different heads. He said there are different procedures and schedules for release of each component of grant. He said the utilization certificates are required to be submitted for the grants received from Centre adding that the process of submission of Utilization Certificates is a continuous one and are submitted only after utilization of funds.

The Minister said that this system of release of funds from the Centre is applicable for the current annual plan also. He said various components for Plan financing like the Revenue Deficit Grant and Normal Central Assistance are received in 12 equated instalments and share in Central taxes is received in 14 instalments. He said that till date the State Government has received these grants as per schedule only.

Responding to the supplementaries raised by Harshdev Singh, M. Y. Tarigami, Krishan Chander Bhagat, Irfan Shah, Abdul Haq Khan, Balwant Singh Mankotia, Yash Paul Kundal, Qamar Ali Akhoon, Rafiq Hussain Khan, Nizam-u-Din Bhat, and Ashok Kumar Sharma, the Minister said that due care is being given to each area while releasing the plan funds for carrying out development infrastructure, adding that concerned authorities have been authorised by the Government for utilization of plan funds from first day of financial year.

The Minister said that under the provision of special funds of Rs 50 crore for the development of bad pocket areas of the state, Rs 20 crore have been already released by the Government while as different developmental works of Rs 30 crore in these areas are apace.
