| Omar Abdullah is pleading for Pakistani militants’ | | cause not for Surrender & Rehabilitation Policy |

Delhi Police has, consciously or unconsciously, exposed a deep conspiracy of ISI to destabilize India via Jammu and Kashmir by arresting a Pak-national, Liaqat Ali Shah, who had crossed over to Pakistan 23 years back and voluntarily adopted Pakistani nationality two decades back. He was definitely on the ‘pick-up’ list of the militants who have crossed over to Pakistan for military training to fight India. It is pertinent to notice that Liaqat Ali Shah arrested by Delhi Police was holding Pakistani passport along with his five colleagues who landed at Kathmandu Airport last week. Liaqat Ali and his colleagues were provided I-cards by an official of the Govt. of J&K after they entered Nepal. It was Liaqat Ali who refused to accept I-card where he was stated to be an Indian citizen residing in J&K. Under the protocol signed between India and Nepal an Indian citizen can travel to Nepal and return when he establishes his Indian nationality. The same case applies to a Nepali citizen to visit India. More than 250 Pakistani nationals holding Pakistani passports, this year (2013), succeeded to sneak into the Indian Territory from Nepal. They were comfortably facilitated by the Govt. of J&K to enter J&K under the guise of the so-called Surrender & Rehabilitation Policy of the Govt. of J&K. Importantly this so-called policy was adopted in January, 2004 (Cabinet Decision No. 32/3 dated 31.01.2004).
This policy the government was applicable in respect of the terrorists from amongst resident of J&K who surrendered after 31st January, 2004 issue of this order would be rehabilitated under this scheme. The Cabinet Order had made it specifically clear that this policy shall be applicable in respect of a). Known militants who surrender with weapons and b). Hardcore militants even without weapons. This was made clear without an iota of doubt that this policy shall operate in respect of the terrorists having Indian nationality and residents of J&K. This policy was not, anyway, applicable to the foreigners, naturally so, because foreigners could not have surrendered in J&K as the place of surrender was made categorically clear in clause-iii of the policy memoranda.
This is pertinent to mention that Omar Abdullah government in 2010 made a drastic change in the policy by giving an open call to the terrorists residing in Pakistan to return to J&K by offering them a big incentive like payment of Rs.1.50 lacs to each surrendered militant in the shape of an FDR, besides Rs.2000/- as monthly stipend. It was also announced by the government that Rs.3 lacs will be deposited in the name of the surrendered militant with assurances to provide him social security and rehabilitation.
It is on record that nearly 4000 militants have surrendered according to the Surrender & Rehabilitation Policy. 2881 surrendered militants have been rehabilitated by providing them work, jobs etc. besides a fixed deposit of Rs.3 lacs and monthly relief of Rs.3000/- per militant. The Intelligence reports available with the Ministry of Home suggest that most of the surrendered militants who have received incentives and fixed deposits have disappeared. Five CRPF jawans killed in Bemina (Srinagar) were the victims of a group of surrendered militants enjoying full protection and patronage of the Govt. of J&K. It is a matter of record that more than 250 Pakistani nationals were invited by the Omar Abdullah’s government to J&K. Their return from Pakistan to Nepal and then movement from Nepal to J&K was facilitated by the Govt. of J&K.
The State Home Minister of J&K had admitted on the floor of the House last week that 243 militants had returned from Pakistan via Nepal.
This is a sensitive issue that the militants involved in heinous crimes had violated the National & International Laws managing to escape to Pakistan with the help of Pakistan Army and the ISI from time to time. They were given arms training, trained to sabotage and create terror. During the past five years the Indian Army with all its commitments and courage did not let these militants enter J&K. Omar Abdullah’s government has been agitating against the Army, mainly, for the reason that Army became an obstacle for the movement of the militants in J&K. Omar Abdullah tried to keep up the morale of the militants and the terrorists by abusing Indian Army and even by challenging the Accession with the Union of India on the floor of the Assembly. He was advised that no cognizance can be taken on the words spoken on the floor of the Legislative Assembly. This proved correct as the leadership in the North and the South Blocks failed in totality to understand the real agenda of the Sheikh Parivar which Omar Abdullah is determined to accomplish. This agenda was exactly the same which Sheikh Mohd. Abdullah, grandfather of Omar Abdullah, had announced in R.S. Pura (Jammu Pradesh) in August, 1953 three days before the dismissal and arrest of the then Prime Minister of J&K, Sheikh Mohd. Abdullah. Sheikh Mohd. Abdullah had fallen a trap in the hands of CIA for the implementation of Dixon Plan which suggested in 1951 by the UN Observer to J&K to dissect the Muslim majority areas of Jammu Pradesh to carve out a Greater Islamic Republic of Kashmir. Nehru a great friend and supporter of Sheikh Abdullah had to swallow a bitter pill by putting his friend into jail to save J&K from death and destruction. Whatever may be the views of the Indian politicians about Nehru’s approach towards the situation of J&K, it has to be admitted that Nehru’s decision to reject Dixon Plan was a highly visionary decision in 1951.
Omar Abdullah, the media and the vested interests have twisted the entire episode connected with the arrest of Liaqat Ali Shah as if he were coming a hero from Pakistan to surrender. The truth is different and otherwise which deserves to be understood by all those who stand for the integration of J&K with the rest of the country. And that has to be understood in the light of the following questions which I raised during my meeting this morning with Shri Sushil Kumar Shinde, the Union Home Minister and these questions I am raising for everybody in this country who stands for unity and integrity of this great nation.
1. How a Pakistani national, holding Pakistani passport could enter Nepal?
2. How the same persons could get entry across the borders to enter India?
3. Does this Rehabilitation Policy over rides the international agreements with Pakistan or Nepal for the movement of their respective citizens into the Indian Territory?
4. Does Nepal border agreement apply to foreigners entering into the Indian Territory from Nepal without any I-card issue either by the Govt. of Nepal or by the Govt. of India?
5. Does this policy directly interfere with the Constitution of India vis-a-vis Citizenship Act?
6. How a Foreigner (holding Pak-nationality) is allowed to enter India and then facilitated to enter J&K by the Govt. of J&K with the tacit support of Govt. of India?
7. Has this act of Govt. of J&K threatened the security of the state, endangering peace and sovereignty of India?
