Spalbar attend a manual (guidebook) launching ceremony at IHC

Leh,May 21 (Scoop News) –The CEC, Rigzin Spalbar today attended a manual (guidebook) launching ceremony at India Habitat Center(IHC), New Delhi, where the Vice Chairman of National Disaster Management Authority (NDMA), Govt. of India, Shashidhar Reddy has released a “Facilitator Manual” focusing the welfare and security of women and children during natural disaster.
This facilitator manual recognizing the gravity of long term health impact and risk, especially in the domain of reproductive health posed by disaster and vulnerability quotient with respect to women, adolescent and children which represents 75% population of India, the NDMA has launched efforts to prioritize capacity building of relevant stakeholders to effectively prevent and respond to reproductive health and gender related issues in crisis situation or emergencies in India.
As a part of the above initiatives, NDMA with support of United Nation Population Fund, India, has prepared a training manual on minimum initial service package to address reproductive health and gender issues in disaster. This manual is the India adapted version of the global Minimum Initial Service facilitator manual.
Spalbar on this occasion termed the manual as highly useful for whole of the nation especially in Ladakh’s context carrying every safety measures in the event of natural disaster as Ladakhis have seen such catastrophe in 2010 losing hundreds of human lives.
It is to mention that NDMA was an important collaborator with LAHDC Leh in rescue and relief operations aftermath of cloud burst and flash flood in 2010 and LAHDC aims to strengthen the bonds with NDMA for further collaborative efforts in the areas of guiding and training to the people of Ladakh in disaster management.
The ceremony was also attended by Miss Fredica Major, Representative of United Nation Population Fund, India, Dr. Muzafar Ahmad of NDMA and all India level representatives of NDMA.
