Leh, August 19, (Scoop News)- The minister for Urban Dev. & Local Bodies Rigzin Jora today inaugurated the community hall of Diskit Tsal, the largest community so far in the district. CEC, LAHDC, Rigzin Spalbar, ECs, MLC Norboo Gyaltsan, President INC, Leh, Tsering Samphel and concerned district officers were also present on the occasion. The Rural Dev. Deptt was the executing agency and the community hall has been completed at an estimated cost of Rs. 65.30 lac from 2011-12 to 2013-14 under various schemes.

“We are politicians not by chance, but by choice. We have joined politics with a clear intention to serve the people of Ladakh to the best of our ability and capacity and today with our support and assistance if you have owned this community hall we are not to be credited for it because it is our duty and responsibility to do so,” said Jora, the chief guest on the occasion. He credited the then Gobas and people for their visionary thoughts, hard work, good intention and courage to initiate with this work and congratulated the inhabitants of Diskit Tsal for owning this community hall, the fruit of their strong will and hard work.

In terms of development Jora said that Leh district stands equally with Jammu and Kashmir in terms of road connectivity, district hospital, Mini Secretariat, etc. The people of Ladakh live a hard life combating all the challenges of harsh weather and other geographical constraints; still we have been exemplary in preserving our unique identity, civilization and rich cultural heritage, asserted Jora appealing the public to retain this courage, trust and brotherhood in future and make Ladakh a model district in the world. He said the political leaders are their elected representatives and they have every right to question them and clear their doubts without creating any air of misunderstanding and conspiracy.

Jora also appreciated the district officers for their sincerity and dedication in implementing the construction work of the community hall and other projects and schemes in general.


CEC, Spalbar congratulated the people of Diskit Tsal on the occasion and expressed deep gratitude to Jora for his monetary assistance in completing this largest community hall in the district and highly praised him for his works and contribution in taking Ladakh on the part of development. Giving a detail of the funding from 2011-12 to 2013-14 for this community hall, Spalbar said that a total of Rs. 6 lac has been given under his Constituency Development Fund, Rs. 1lac under MLC fund, Rs. 1lac under CD Normal and the major funding came from Jora under Integrated Dev. for Major Towns (IDMT) Rs. 57.30lac.

In his speech he also made a mention of the suspended community park work near bombguard and said that he has taken up the matter with Jora who has agreed for a visit of the site in next few days and take necessary steps as soon as possible. He also raised the issue of peoples’ grievances of Diskit Tsal on road condition in the area and clearing the air of doubt he informed that the roads are intentionally not touched to avoid double expenses because soon digging of these roads will start to fix the water, sewer and drainage pipes. He assured the inhabitants of the area that ones the lining of pipes are done the roads will be constructed new with footpaths and strongly appealed them to cooperate and coordinate with the executing agencies in completing the work on time and to make this project successful for which Rs. 217 crore has been sanctioned and work has already started from early Spring this year.

EC, Agriculture, Sonam Dorjey, EC, CA&PD, Shafi Lasu and MLC Norboo Gyaltsan while speaking on the occasion also congratulated the people of Diskit Tsal in owning their community hall and expressed gratitude to Jora for his support in all respect.

Shafi Lasu highlighting the problems faced by people in acquiring ration cards and ration said that the matter is already taken up at State and Centre level and expressed great hope that within next 3-4 months around 2500 families will be issued new ration cards and till then a provision of temporary ration card is made to avail the people with required rations. He also said that there is no dearth of ration in the district with 2 to 3 FCI stores here and gave full assurance of full ration in stores and in case of any problem he can be directly approached.

A scintillating cultural programme by the artists of CATS group was also presented on the occasion. Present on the occasion were Gobas from different adjoining villages, representatives of Ama Tsogspa and natives of the area in good number.
