"An open letter to Narendra Modi"
''PM-where is the Relief Package for ‘J & K’

Mansoor Parey/Gowher Naz

Floods, mournful in itself woebegone Jammu & Kashmir to worsteds ever in blunt of time. It a tragedy caused utmost loss to human lives across the state. Catastrophe did bountiful harm while flowing ferociously devastating each & everything. Fortunately, respected prime minister while his aerial visit observed in real the cruddy imagery. Besides precious loss of lives it merged tourist wealthy J & K & incidentally changed it into a hobo state. Floods & its aftermath is depressing entirely. Firstly, pity on Jammu and Kashmir it does not have a flood forecasting system, wonder an immature disaster management system. Secondly, there was no pre-planning how to deal with calamities like this one. Undue wastage of approved funds numerically 1100 crore rupees through the State Disaster Relief Fund devalue its adequacy. Additional special project assistance of Rs 1,000 crore made available by the Union Government to the State for flood relief and rehabilitation is in action eased some pain so bonhomie reflection. Respected PM your words," more assistance would be provided, after a proper survey of the situation had been made", unfortunately worthy PM Survey is complete, written & produced before, still no grant of special package assistance in favor of flood victims is unjustifiable. We need aid, shelter is nag, diseases on prowl do something novel, come on if not now then when & how, you claim Kashmir - you acclaim Kashmir.
Aavishkaare Pradhan Mantri isn't it your articulation, "This is a National-level disaster. We stand shoulder to shoulder with the people of J&K in this hour of crisis". Word is a promise so why delay in it. Terming it a national disaster was favorable but on ground level its application is null and void. There is no ease in affliction that occurred. It is unfortunate, doleful & heartsick that why game with Kashmiri’s, and doesn't they deserve sympathy. Floods, a natural calamity certainly a true test of humanity understandably utmost assessment of benignancy & affection.

"bappa bappa,tohe piyada patta"
-We are asking for food and you are still gathering the tax/residue. Enumerating miseries to Kashmiri’s in a subtle bottom line" My story is not indebted to the patience of being heard, my silence is my talk, my speechlessness is my speech". Sharing the pain & anguish of Kashmiri’s isn't all to do, you need to heal our wounds to win our hearts as it is the right time to do so. As much as whole J & K got badly affected of floods from deep severely to compassionately. Every sector of life including Agriculture, Business hub, tourism, administration, education, communication etc got worsely impaired. In this time of destruction if something mattered that was to save lives by own or other ways. Somehow the job of the rescue purpose was done by the National teams to best level if listening to them. As media coverage was difficult to carry on but the little bit made available depicted definite bias by letting common persons in danger & safeguarding only tourists & VVIP'S. But keeping in mind the disagreeable arguments of Kashmiri’s not to leave their respective houses are truth in itself but cut top of the blame. Interim relief couldn't do much, state Govt seemed arrested to do something extraordinary, their role is fully unsatisfactory not iota of the requisite. District administrators of some districts excluding of Srinagar City tried to remain available in connection with people but overall it was a full failure. Rehabilitation though not sure but came at the end of the show. It is still in progress to officials but exactness is not convenient. There is need of a biggie amount which is not in possession of the state Budget. External aid was need of the hour but shockingly worthy PM had other ideas refused to take it, might had been adequate to overcome from such turmoil. To hogwash these offers is questionable. Why and why not PM accepted it? Wasn't it salubrious?. Answer to these bizarre questions is within its texture. Devastation, caused by these uncontrolled floods is above ones logic head. The country humbly paradise" Jammu & Kashmir" lost its face value as floods washed away its Surface lace with a dreadful pace. 'Crown turned brown, once up to down, adjective to noun, a benumbed gown'. Relief from the then till now for on is challenging, efforts from individuals to nationals, NGO'S to abroad, Volunteers to Red Cross are worthwhile. Credit to the central/state government also who lately at least made an announcement of relief to suffice the woes & some dignitary visits made in intervening days to share some pain magnify some bit from them. Coming onto the necessary, rehabilitation process it is going on lazy pace under some hypothetical phenomenon which is not known but depressing. Actually on grounds nothing much is happening and even it does not seem to be on the cards. Though big announcements are made from time to time again & again but something major is still a tale.

Unlike Uttarakhand and Laddakh where people did not have to get on the roads to shout for relief though they too got into a worsen situation as of the calamities & disasters but here in Kashmir people have been left with no other choice but to come out and cry for help, relief & welfare. Not to go too deep in to comparison but to avoid the contrast is hard. In sincere words Kashmiri’s have been literally left with a begging bowl beneath the open sky. And what only these bowls are offered with are the vague promises. The trauma that started on September 3 has yet not been relieved after a month. The way GOI is treating people of Kashmir is unfortunate truely unpalatable, undercooked, taunted & turbulent. Left as a forsaken lot we have been on Allah's mercy. Be it not from the volunteers people would have been left abandoned.

Damaged structures are still a mess and are crying on the roads for being addressed. Residents particularly from Rajbagh, Jawaharnagar, Shivpora, Mehjoor Nagar, Bemina, and Qamarwari and many other areas that are out of reach spent their Eid in the open sky. Dearest PM let Kashmir issue in a bag- do something in particular relief & rehabilitation at earliest. It is the NGOs who have taken place of government but how it is justice to carry only with them to put everything on their shoulders. We really don’t know what juggling is going on with the relief and rehabilitation. But one thing is there that we are starting to lose faith in the government. Faith is fate, so have future in view, and be kind & quick we wish you could.

Pure joke of 75 thousand rupees by terming it as interim relief by the state government and now there is nothing too bleak that seems to come in our way. These are the ways to vex the already agitated people who may take up to the streets as already seen on the Eid day. No practical step has been taken by the government to rehabilitate the people. The big question is, had it been any other state of India would the reaction of central government likewise slow and sluggish. No not to a common Perception. Why have the people of Kashmir been left strangled after the flood? Forget about the rehabilitation the relief that was supposed to be distributed by the government nowhere in real. The government sure can’t reach every house hold itself but the ways of guiding the local administration have also been put to junk. Why are there many flood victims without necessity material? Is the administration waiting for the separatists to reach them out or is it that they think it will pass out. Ridicule to point out On Eid-ul-Azha people were not able to sacrifice as of animals out of stock. Whatever image of rehabilitation is put forward by the government is a hoax. The reality on the grounds is that people have been left to shiver in the coming winter’s cold. The authorities at the state as well as the centre level are not considerate enough towards the sufferers and this unfortunately is the bitter truth.

Anyone can paint a heroic image of the role of government but to draw the real image is the job of a person who feels the pain in reality. And the reality is that the administration at the state as well as at the centre has stupendously failed to deliver the relief as well as the rehabilitation. The disappointment is quite clear among the people who have to suffer homeless at the hands of brutal upcoming winters. Our epic PM "Anyone can live without food for weeks but without shelter no one can", we want your personal interpretation in to announce a satisfying 'Full on Package' for the purpose of relief, rehabilitation & welfare of Jammu & Kashmir. Times come Decades pass, who does best deserves class.
