Scrap surrender, rehabilitation policy for terrorists: Ravinder Raina
'Senior police official must be made accountable for unlawful act of juniors'
Jammu, March 30 (Scoop News)- Member of Legislative Assembly (MLA) Ravinder Raina on Monday asked the State Government to immediately scrap the surrender and rehabilitation policy for the terrorists who are posing a grave threat to the national security.
While taking part in the discussion over the Grants of Home Department in Legislative Assembly (LA), BJP MLA from Nowshera demanded immediate scrapping of surrender and rehabilitation policy for terrorists in J&K. Raina highlighted the issue in the House and raised the question mark for the State Government by saying that who will be held responsible for any eventuality and who will take the guarantee for the act of these terrorists in the future.
Raina also countered the verbal attack of the MLA Langare Er. Rashid during the discussions and also asked him whether he would take guarantee if any tragedy would happen due to misconduct of these surrendered militants.
He also raised the issue of ever rising corruption in the Jammu and Kashmir Police (JKP) department and asked the Home Department of the State Government to make public, the records of moveable and immovable property of police officials.
He also asked the department to upload all the records of officers on its website to bring transparency in the working of the department.
He asserted that a police officer on higher rank must be made responsible and should be book under law for the unlawful act of its juniors and subordinates. “If an SHO do a crime, punishment must be given to DySP and if a DySP do a crime, action must be taken against the SSP. Seniors officials must be made accountable for the wrong doings of his/her juniors”, he added.
Raina also demanded regularisation of SPOs and release of proper honorarium to the VDC members as they are playing very significant role in elminating the crime and terrorism from the State.
He stressed that mordensiation of JKP should be the priority of the new govt as we are still working with the British rules of 1861.
JKP needs new laws, procedures & Infrastructure to meet out the present challenges, he concluded.
