QH in assembly-New Transfer Policy in Education Deptt under formulation: Naeem
TDA for Gurez under examination: Veeri
Jammu, March 31 (Scoop News)- Minister for Education, Naeem Akhtar informed the House that a new transfer policy in Education Department is under formulation and rationalization of teaching staff has been started adding that focussed attention will also be given to the development of human resource in the State.
Replying to supplementaries, the Minister said steps would be initiated to make government educational institutions more vibrant so that people prefer to admit their wards in these institutions instead of private ones.
The Minister said engagement of contractual lecturers for current academic session has not been stopped, adding that the process of engagement of contractual lecturers would be initiated before the start of next academic session. He said focussed attention will also be given to fill up the vacant posts of teachers in the schools adding that recruitment process of teaching staff through SSRB would also be expedited.
Replying to the main question by Shakti Raj Parihar, the Minister said that 18 Masters, 149 Teachers and 398 ReTs (Regular) have been transferred in Doda district during the 2014-15. He said as compared to 1967 regular ReTs in the entire district, the number of transferees is large and has led to depletion of staff in rural areas.
The Minister said that out of 440 vacancies of teachers in district Doda, 408 have been referred to SSRB and the interviews for these posts have been already conducted.
Replying to another question by Neelam Langeh, the Minister said that expansion of education is top priority of the Government adding that focussed attention would be given to upgrade educational infrastructure in remote and hilly areas. He said optimal teacher-student ratio would be maintained in schools.
The Minister said that land for construction of K.V. School in Ramban has been identified. He said shortage of teaching staff in the schools of the district would be also addressed in due course of time.
Replying to another question by Raja Manzoor, the Minister informed that in Karnah constituency, against 256 sanctioned posts in primary schools, 231 teaching staff are in position, against 533 sanctioned posts in middle schools, 465 teaching staff are in position, in high schools against 147 sanctioned posts, 121 teaching staff are in position and against 48 sanctioned posts in higher secondary schools, 44 are in position.
Legislators, Gagan Bhagat, Mohammad Yousuf Bhat, Vikar Rasool, Nazir Ahmed Gurezi, Mubarak Gul and Nawang Rigzin Jora raised supplementaries to the main question and highlighted their demands for upgradation of educational facilities in their constituencies.

Govt upgrading tourist infra, promoting Lolab-Bungus valley
Minister for Horticulture, Haj and Auquaf, Abdul Rehman Veeri informed the House that the proposal for creation of Tourism Development Authority for Gurez was processed and subsequently taken up with the Planning and Development Department.
Replying to a question by Nazir Ahmed Gurezi in LA, the Minister said that the Planning and Development Department has sought certain information in this regard, which is being collected from the concerned quarters. He said appropriate action in the matter will follow after examination of the reports.
The Minister said there are numerous places in Kashmir division including Gurez valley have potential to be developed as tourist destinations. He said Gurez valley has been identified as tourist destination and the department has created substantial tourist related infrastructure there.
In reply to another question by Er. Abdul Rashid, the Minister said that Government would fully explore possibilities to promote the tourism potential of Bungus valley adding that focussed attention would be given to upgrade tourist related infrastructure in the area.
The Minister said that Government has already set up Lolab-Bungus-Drangyari Tourism Development Authority (LBDDA) with the aim to promote the tourism potential besides upgrading the infrastructure at potential spots. He said Rs. 2.61 crore have been released to LBDDA for development of infrastructure during last three years. He said Centre has also sanctioned Rs. 4.56 crore for construction of budgeted accommodation and allied facilities at Lolab adding that Rs. 91.21 lakh have been released by the Centre and construction work on the project is in progress.



1197 Health Sub-Centers upgraded to PHCs: Lal Singh
4 Sub-Centers upgraded in Wachhi constituency
Minister for Health and Medical Education, Ch. Lal Singh informed the House that 826 new Sub-Centers under NRHM and 371 existing sub Sub-Centers have been upgraded to the level of NTPHC in the State during the current year. He said no such proposal for creation of new health institutions during the next fiscal is under consideration with the department.
Replying to a question by Ajaz Ahmed Khan in LA, the Minister said that 4 Sub-Centers including Losedanow have been upgraded in Wachhi constituency during current year. He said, however, Sub-Center Nagbal will be considered for upgradation subject to availability of resources and feasibility.
