| NC resents proposed promulgation of Ordinance on New Recruitment Policy | | Jammu, April 24 (Scoop News)- Jammu and Kashmir National Conference on Thursday urged the Governor Mr N N Vohra to prevail upon the PDP-BJP Government for withdrawing the controversial and anti-youth New Recruitment Policy forthwith and instead undertake fast track recruitment under the provisions of J&K Civil Services Decentralization and Recruitment Act 2010.
In a memorandum presented to the Governor, a high level National Conference Delegation of National Conference led by senior leader and former Finance Minister Mr Abdul Rahim Rahter and comprising, among others, Provincial President Mr Devender Singh Rana, former minister Mr Surjeet Singh Slathia Dr Kamal Arora, MLA, Mr Rattan Lal Gupta, Th Kashmira Singh, Kr Rachpal Singh, Sheikh Bashir Ahmed and Mr Jugal Mahajan, the party expressed its strong resentment to proposed promulgation of an Ordinance in this regard.
The memorandum, inter allia, expressed surprise over the brazen attempt of the Coaltion Government to bypass the well established mechanism of recruitment agencies like Jammu and Kashmir Public Service Commission and State Services Selection Board, saying this is a calculated move to undermine the constitutional role of institutions, which is fraught with danger of encouraging corruption, nepotism and exploitation of unemployed educated youth.
The National Conference termed the New Recruitment Policy as a ploy to politicise the process of recruitment in a sensitive state like Jammu and Kashmir, which has passed through a most testing time, especially since the past over two and half decades. It stated that the young and enterprising unemployed educated have all the reason to get disillusioned which has potential of alienating them further from the mainstream.
“The Policy is bound to encourage pick and choose among job seekers, obviously in lieu of consideration and not necessarily as per their merit. In turn this will usurp the legitimate rights of talented ones. This will also impact the governmental performance with lesser qualified people manning various positions, the memorandum said.
The National Conference wondered that the Policy does not spell out the future of those who may not find themselves in good books of their controlling officers and thus doomed to get terminated. In such a scenario, what will be the fate of retrenched appointee, who may by then have become overage for the government employment? The policy is therefore bound to cause frustration to the youth in a period of time, it maintained.
The party observed that the Policy will dampen the morale of recruitment agencies as their role shall substantially get diluted over a period of time. “Instead of strengthening these institutions, the government will be creating parallel bodies which shall be lacking professionalism and wherewithal to carry out selection process”, it felt.
The main Opposition said that the Coalition Government does not seem to have given a serious thought to fast-track recruitment through the already established institutions. “The previous government had evolved a mechanism of recruiting the eligible candidates on permanent basis through credible and time tested institutions though there were checks and balances with regard to pay packages. For initial two years appointees were to get 50 per cent of basic pay and for next three years 70 per cent of basic pay. After five years of service, the appointees were to be placed in accredited pay-scales. The same was, however, withdrawn by the National Conference-Congress Coalition Government in due deference to the wishes of the unemployed youth of the State”, the memorandum added.
Ever since the announcement of New Employment Policy, National Conference said the ministers have been speaking in different voices; some describing it a temporary measure to appoint 15,000 unemployed in ‘remote and far-flung areas’ and some terming it a permanent feature. The clear misunderstanding within the ministers speaks how they are moving forward on such a sensitive issue, which pertains to future of our valued generations, it observed while describing the Policy as exploitive and in violation of the fundamental rights.
National Conference also took strong exception to outsourcing of recruitment in police and said that being a serious issue, having ramifications on the security of the state, the proposed move will create a vicious circle, which will be difficult to contain in times to come.
The delegation also drew the attention of the Governor towards setting up of All India Institute of Medical Sciences in the State. “While we hail sanctioning of AIIMS for Kashmir, National Conference strongly demands similar facility in Jammu also as a special dispensation”, they added.
