Question Hour in LC: Rs 186.98 cr released by Centre as basic grant for rural local areas: Govt
Srinagar, October 6,(Scoop News)-Minister for Law, Justice and Parliamentary Affairs, Syed Basharat Bukhari said informed the House that the Government of India has approved release of 1st installment of funds to the tune of Rs 186.98 crore as basic grants for rural local areas of Jammu and Kashmir during 2015-16 and the Finance Department has already been approached for release of the same. He further said the Director Rural Development Kashmir/Jammu have also been instructed accordingly since the amount has to be credited in the bank accounts of the Gram Panchayats.
The Minister stated this while replying to a question by Mohammad Kursheed Alam on behalf of Minister for Rural Development in the Legislative Council today. The Minister informed the House that in respect of Urban Local bodies, thrust areas have already been identified against which the Finance Commission has approved an amount of Rs 1305.64 crore which shall be released in five years from financial year 2015-16 to 2019-20.
The Minister said proposed amount of Rs 125.30 crore for current financial year is yet to be released by Government of India. However, as and when funds are received the same shall be expended as per action plan formulated with respect to needs/requirements of the Urban Local Bodies under thrust areas projected to 14th FC.


Rs 370.60 lakh DPR prepared for Suma-Gahi link road: Sunil Sharma
Minister of State for Public Works and Revenue, Sunil Kumar Sharma informed the House that Detailed Project Report (DPR) for Suma-Gahi link road has been prepared at a cost of Rs 370.60 lakh under NABARD loan assistance. He further added that the said link road has a total length of 4.5 kms of which 3 km are of fair-weather status, while as remaining road stretch of 1.5 km is yet to be constructed.
The Minister said this while replying to a question by Ramesh Arora in the legislative Council today. The Minister said that at present there is no proposal under consideration of the Government for construction of Parmandal-Daar link road.
The Minister further informed the House that Deva Mai to Nomain and Nomain to Katra stretches of Mathwar-Katra link road have been black topped.

Rs 530 cr approved under DDUGJY for 21 districts of JK: Dy CM
Deputy Chief Minister, Dr. Nirmal Singh while replying to a question by Sofi Yousuf in the Legislative Council said that Deendayal Upadhaya Gram Jyoti Yojana (DDUGJY) for 21 districts of J&K State has been approved by the Monitoring Committee of Union Ministry of Power on 06 August, 2015 for an amount of Rs 530.08 crore for feeder separation, metering, system strengthening and providing electrification access to rural households and the scheme is to be implemented as per guidelines of DDUGJY within the stipulated time frame.




Tosamaidan to be brought on tourist map: Hanjura

Minister for Agriculture, Ghulam Nabi Lone Hanjura said that holistic development of Tosamaidan area will be taken up to make it a tourism hub. He further said Tosamaidan will be developed as a Golf/Skiing destination and a detailed DPR will be prepared in this regard.
The Minister stated this while replying to a question by Saif-ud-Din Bhat on behalf of the Chief Minister in the Legislative Council today. The Minister said government intends to bring Tosamaidan on the tourist map.






Shifting of employees in Forest Deptt guided by Transfer Policy: Bali Bhagat


Minister for Forests, Environment, Ecology and Social Welfare, Bali Bhagat said the Government formed a transfer policy in the year 2010 and the officers are being transferred strictly as per standing transfer policy adopted by the Government.
The Minister said this while replying to a question by Surinder Kumar Choudhary in the Legislative Council today. The Minister informed the House that 2507 officers/officials at various levels of different wings of forest department have been transferred since 1st January 2015 to date.
The Minister said that in the interest of administration, the transfer orders have been issued in consonance with the transfer policy for smooth functioning of the forest department.






New scheme for augmentation of water supply in Rajouri town projected for LIC funding: Padder
Minister of State for PHE, Irrigation and Flood Control, Abdul Majid Padder said to overcome shortage of water supply in partially covered villages 198 Water Supply Schemes (WSS) are ongoing in Rajouri district for improvement and augmentation of water supply.
The Minister said this while replying to a question by Vibodh Gupta in the Legislative Council today. The Minister said that a new scheme for improvement and augmentation of Rajouri town has been prepared and proposed for funding under LIC loan assistance during the current financial. He added that as soon as funds are received old and worn out pipes shall be replaced with improve diameters.
The Minister informed the House that there are around 198 village wise ongoing schemes of PHE under State and central funding for Rajouri district. He further informed that the existing staff position of PHE in Rajouri district include 30 gazetted, 35 non-gazetted and 1149 ministerial/field staff, while as vacancies in the PHE department in Rajouri district include 5 gazetted, 10 non-gazetted and 36 ministerial/field staff.

Development of Maharaja Hari Singh Park approved by JDA: Dy CM


Deputy Chief Minister, Dr. Nirmal Singh said that JDA Board of Directors has approved the project for development of Maharaja Hari Singh Park.
The Deputy Chief Minister said this while replying to a question by Vikramaditya Singh in the Legislative Council today. He informed the House that the conceptual design of the park including amphi-theatre, fountains, jogger tracks, lawns has been completed and preparation of DPR is under consideration.
Dr. Singh said that minor works including road side boundary of parks secured by way of PCC poles and barbed wire has already been started. He added that the work of restoration of damaged grills, boundary walls towards road side has been allotted and work started at the site and work of execution of project for development of park shall be started soon.
Ajatshatru Singh raised a supplementary to the main question.






New Industrial Estates being setup in JK: Chander Parkash
Minister for Industries and Commerce, Chander Parkash Ganga said that to promote local industry in the State, Industries and Commerce department has established a number of Industrial Estates in the State for setting up of industrial units by intended local entrepreneurs by providing land on lease basis. He further said that a number of areas are also being developed for setting up of Industrial Estates within the State.
The Minister said this while replying to a question by Yasir Reshi in the Legislative Council today. The Minister said that for establishing and promoting local industries in the State various incentives are being given to entrepreneurs including 100% subsidy on purchase of new DG sets, laboratory equipment and reimbursement on preparation of feasibility report besides tax incentives, central package including subsidy on capital investment in plant and machinery to micro, small, medium and large scale units.
The Minister said that under PMEGP unemployed youth are helped for setting up their own ventures. He said the government is working on multi pronged strategy for promotion and uplifting of handicrafts and silk industry in the State with initiatives including Artesian, Credit card Scheme, Development of other Crafts in J&K, Modern carpet looms, enhancement of stipend rate, setting up of IICT/CDI, establishment of International Trade Centre at Pampore, upgrading and setting up of new showrooms outside the State, integrated skill development scheme, marketing support and setting up of four Carpet Production Centers.
The Minister said for promoting sericulture and silk industry in the State, necessary technical and financial support is given to the Kiramkash community of the State for enhancing cocoon production and arranging all facilities to make this occupation profitable for this community.

Rs 7.34 cr released to Poonch campus of JU: Akhtar


Minister for Education, Naeem Akhtar said that Rs. 7.34 crore have been released to Poonch campus and Rs. 4.30 crore has been spent on infrastructure creation.
The Minister said this while replying to a question by Yashpal Sharma in the legislative Council. The Minister said that land measuring 61 kanals and 07 marlas is in possession of Jammu University for establishment of Poonch campus. He said the construction activities were hampered by September-2014 floods and land dispute. The Minister said the construction activities have also been affected because UGC has not extended life of PMRP project beyond 31st March 2015, adding that issue has taken up with UGC for extension of project.




Rs 7.96 cr Phase II Zawoora-Manaloo canal approved under AIBP: Padder
Minister of State for PHE, Irrigation and Flood Control, Abdul Majid Padder said that to cover remaining area, phase II of Zawoora Manaloo canal scheme has been approved under AIBP at an estimated cost of Rs. 7.96 crore against which Rs. 10.30 lakh have been incurred ending March 2015, adding that on completion of the scheme, Karewa areas will be fully covered.
The Minister stated this while replying to question by Zafar Iqbal Manhas in the Legislative Council today. The Minister said the scheme was initially taken up 35 years back as earthen channel with some cement concrete at places under district sector. The Minister informed that it was approved under AIBP at an estimated cost of Rs. 175.79 lakh which stands incurred in full.
