Ganga reviews Industrial scenario in Jammu
Directs early completion of works at TFC Chakkan da Bagh
Jammu, November 26 (Scoop News)-Minister for Industries and Commerce, Chander Parkash reviewed the functioning of the Industries & Commerce Department here today.
Commissioner Secretary Industries & Commerce Shailendra Kumar was present in the meeting.
During the meeting, the Minister emphasized on working with honesty and integrity to ensure accountability and transparency in the system for the development of industries in the State. He said that the industrial unit holders should not face any difficulty in getting allotments, permissions, clearances and incentives and the department should simplify the procedures and eliminate un-necessary formalities which only lead to delays. He insisted on efficiency and expeditious disposal of cases at all levels in the Directorates of I&C and the DICs.
He stressed on the fast process of clearing capital subsidy and other incentives to the industrialists. During the meeting all the General Managers of DIC’s were directed to display the list of all the requisite formalities to be attached with the application at the time of applying for the said purpose in the concerned office.
The Minister said that he is determined to provide conducive environment for the development of industries. “To attract the industrialists in the state and to boost our economy, we have to be friendly with the industrialists and entrepreneurs”, he added.
Ganga hoped that with the simplification of procedures and removal of bottlenecks in the way of setting up and running of industry, more investment will flow into the State. Deliberate discussions were also held on how to scale down the percentage of non functional units so that the allotted land could be utilized for its original purpose by way of re allotting it to some other deserving person.
The officials were also asked to conduct interactions with the industrialists in order to access the issues they are facing and to resolve them in a time bound manner.
The Minister was also apprised about the land acquisition process of various Industrial Growth Centres and the process of identifying the land for the IGC’s.
Director, Industries & Commerce, Jammu Dr. Abdul Rashid, apprised the Minister about the working of the department. The Minister was informed that 20 Industrial estates have been established in Jammu division out of which 12 are being managed by DIC, 5 by SICOP and 3 by SIDCO.
It was also informed to the Minister that out of total 1982 industrial units, 1118 are functional, 343 are non functional and remaining 521 are under implementation.
Status of new Industrial Estates under development was also discussed in the meeting which includes Ghatti (Kathua), Silk Cluster Thanda Pani (Rajouri), Industrial Estate Majalta (Udhampur), IGC Samba Phase – III, Lambheri (Rajouri), Surankote (Poonch), Beoli (Doda), Nimbla (Reasi) Kundhali Mohalla Pochhal (Kishtwar), Dambra (Billawar), Tajoor Majalta (Udhampur) and Hiranagar in Kathua.
The Director, informed the meeting that from April 2004 to March 2015, 12068 units (Small Scale Industries) were registered with the investment of Rs 2114.19 Crores and total of 61145 employments were also generated by the units.
The Director informed the Minister that Rs 188.04 Crore was disbursed to the industrialists under State Package of incentives and Rs 245.13 Crores under Central Package of incentives scheme.
Later, the Minister also discussed the issues pertaining to the Industrial Associations including issuance of No Objection Certificates, change of location of unit, installation of D G sets etc., De-Registration of units, Technocrat subsidy etc.
Cross LoC Trade issues were also discussed in the meeting alongwith the issues pertaining to the development of infrastructure at Chakan-Da-Bagh, Poonch.
As per the instructions of Chief Minister Mufti Mohammad Sayeed, the Minister directed the concerned officials to complete the work at Trade Facilitation Centers on priority and in time bound manner.
Secretary in Industries & Commerce R K Bhagat, MD SIDCO, Amit Sharma, MD SICOP, R.L. Tickoo, Joint Director, Industries Department Dr Mushtaq Ahmed, GM of various DICs and concerned officers of the department were also present in the meeting....
