China’s JeM veto will help terrorists

China’s decision to block India’s determined effort to ban global terrorist group, Jaish-e-Mohammad (JeM), at the United Nation is uncalled for and will help terrorist groups and their patrons. This action is bound to boomerang on China.
China, a responsible country, should know that no one gains from helping a terrorist group. China may love Pakistan but it need not love its terrorist tools like JeM. China is not unware of the damage terrorism could do to its people and economic well being. China is also equally aware of the fact that more than terrorist groups, its their patrons who are even more dangerous for the world as a whole.
Pakistan is a terrorist sponsoring country. There cannot be any doubt about it. China itself on many occasions have been miffed by its ally’s tepid response to rein in terrorists harming Chinese interests in Xinjiang province and other areas. The terrorist groups which have been targeting China for the last several years have been operating out of Pakistan, often with the complicity of groups which are patronised by Pakistan Army and the state of Pakistan as a whole. This is well known to China.
China also knows that when it comes to terrorist groups, it is near impossible to draw a line of distinction between them; all of them may have different names and ideologies but are strongly bonded by the act of violence and religious extremism. You help one terrorist group, you help all others, directly or indirectly. China should be aware that the false distinction of good and bad terrorists created by complicit countries have boomeranged. Pakistan is the best example of this duplicity.
Pakistan has been sponsoring terrorist groups of all types for several decades. But when it decided to rein in one such group, the blowback was immediate and lethal. Suddenly, the same ``good`` friendly neighbourhood terrorists became Enemy Number One. Ironically, a few years ago so much terror these groups unleashed in the patron country that the Generals went to the extent of delegating India as the Enemy Number One. Former chief AshfaqKayani and the present chief, Raheel Sharif, have time and again stressed that their main priority was to root out terrorism from Pakistan. It is another matter that rhetoric, howsoever strongly delivered, can hardly counter the vicious spike in terrorism, especially when you make the distinction of some groups being friendly and others being anti-national. Terrorists have no religion, or country or creed; their sole aim is to create terror and destroy all forms of political process and civilised existence. Their world view is violent and regressive and their instruments brutal and hard. Take for instance, the case of ISIS which has been abducting women and turning them into sex slaves; children into child soldiers and beheading all those who are declared enemy. They have no religion.
Terrorist groups in Pakistan are no different. Besides carrying out the asymmetric warfare agenda of Pakistan Army, these groups have their own agenda of establishing caliphate and creating a violent world where other communities and liberal thought and speech have no place. They all clamour for a monolithic Muslim universe. China, with its state keeping itself distant from religion, is a perfect Kafir or infidel country which these groups would target in the near future. JeM’s principle agenda, besides forcibly taking away Kashmir from India, is to establish a caliphate in Asia first and then the world. JeM has time and again warned that all those countries where Muslims were being harassed and prevented from carrying out their religious duties would be punished with acts of terrorism. JeM was a close ally of al Qaeda and the Taliban in its hey days. What China should keep in mind is that when Chinese employees were abducted and held hostage in a mosque in Islamabad in 1997, it was JeM which came to the support of the pro-Taliban cleric brothers who ran the Red Mosque or Lal Masjid.
Many more instances could be cited, drawn from public domain, that JeM is not a stand alone group but part of the conglomeration of terrorist groups, which have been operating out of Pakistan, often with the active support of Pakistan State. These groups have cleverly survived the 15-year old War on Terror, primarily because of Pakistan Army’s patronage. China might rejoice at this failure of the US-led military campaign but it would be foolish to do so. Terrorism knows no history or geography. It is a virulent virus which feeds on depravity of countries like Pakistan. This fact must not be lost on China.
By protecting JeM from international sanctions, China has not only helped the cause of terrorism but also its principle sponsors, one of whom is Pakistan. It need not take much head scratching to know that it will be counter-productive. China may have won a facetious brownie point by vetoing India’s determination to sanction JeM but it has certainly brought its own people into serious harm by supporting a terrorist group. Isnt it apparent that China cannot afford to make the same mistake as Pakistan has—by making a distinction between a ``good`` and ``bad`` terrorist groups. Such distinctions are facile and dangerous, as has been proved on countless occasions. While China is said to be fighting a counter-terrorist campaign against what it calls Uighur terrorism, it is more than happy to prevent another terrorist group to escape sanction. The irony surely is not lost on the Chinese leadership. China must realise that it is too perilous a game to play.
China must make up its mind about terrorism. It must accept and acknowledge that all terrorists are terrorists irrespective of their nationalities and ideologies and all of them, without exception, must be dealt with equally strong will and determination. The present action could make China an accomplice of a terrorist sponsoring country.
