Budget Session -2016: Question Hour-2.35 lakh high density fruit plants distributed among growers: Veeri
Srinagar, May 27 (Scoop News)-Minister for Parliamentary Affairs and Public Works, A. R. Veeri, today informed the House that 2.35 lakh high density fruit plants have been grown in Horticulture Development farm at Zainapora and distributed among the farmers during the last two years. He added that 1.62 lakh imported root stocks have been planted and kept under quarantine conditions at the farm for propagation and multiplication.
Replying to a question by Aijaz Ahmad Mir in Legislative Assembly, the Minister said that Zainapora Advanced Centre for Horticulture Development will be the major centre for propagation and distribution of high density planting and root stock material and will also cater to quarantine requirements of future imported root stocks and plants besides part of it would be used for demonstration of high density plantation.
The Minister said that precious and valuable plant material and root stocks of various kinds and varieties imported from Bulgaria, USA, Armenia and CITH have been planted in Zainapora horticulture farm. He said the plant material and clonal root stock are being propagated and multiplied on scientific lines at this farm and distributed among the farming community of the State to increase productivity for realizing better returns.


Construction of Gai Dessa-Fuji Gali, Gai Dessa- Bhatta, Bimna-Malan roads to be taken up under PMGSY: Veeri
The Minister for Parliamentary Affairs and Public Works, A. R. Veeri, informed the House that a proposal for construction of Gai Dessa-Panjan via Fuji Gali, Gai Dessa to Bhatta and Bimna to Malan roads has been incorporated in the revised core network of PMGSY for unconnected and left out habitations for which proposal stands already submitted to National Rural Development Agency for approval.
Replying to a question by Neelam Kumar Langeh in Legislative Assembly today, the Minister said that in this regard the DPRs worth Rs. 72.91 crore have been prepared by R&B Department Jammu adding that the said road projects are not approved yet in any scheme and once the approval is received from National Rural Development Agency the works would be taken up.



Upgradation of Chowkibal-Tangdhar under progress: Veeri
The Minister for Parliamentary Affairs and Public Works, A. R. Veeri, today said that development of road from Chowkibal to Tangdhar to National Highway Double Lane (NHDL) specification is in progress.
Replying to a question by Bashir Ahmed Dar the Minister informed the House that Baramulla-Kupwara-Tangdhar roads has been declared as National Highway (New NH-701). He said the road from Baramulla-Kupwara upto Chowkibal has already been developed as per NHDL specification during 2011.



Rs. 25.72 cr Hangul conservation project submitted to Centre: Lal Singh
Minister for Forests, Ch. Lal Singh today informed the House that for preservation and safety of Hangul, the Government has submitted a project report of Rs. 25.72 crore to the Union Ministry of Environment and Forests for approval.
The Minister was replying to a question by Mushtaq Ahmad Shah. He said the plan provides conservation, completion of construction and maintenance of conservation Breeding Centre as well as other provisions like veterinarian, research fellows, plan, training and Red Deer breeding expertise consultancy etc.
The Minister informed that as per records Shikargah is part of Tral-Cum-Khiram Rakh under the J&K Preservation Act-1942. He said these are deemed to be conservation reserves under J&K Wild Life Protection Act-1978.
He said for conservation of Hangul, construction of an off-display Hangul Conservation Breeding Centre was taken up in 2008-09, which continued upto 2011-12 with the assistance of Central Zoo Authority of India.



Rs 63 cr to be utilized on tourism infrastructure this fiscal: Naeem Akhter
Govt proposes to develop Surinsar-Mansar-Uttarbehni tourism circuit
Establishment of TDA at Basohli under consideration
Minister for Education, Naeem Akhter today informed the House that Rs 63 crore are to be utilized for development of various tourist related infrastructure in 20 Tourism Development Authorities across the State during current fiscal.
Replying to a question by Ranbir Singh Pathania, the Minister said that the focus of the CAPEX Budget would remain on completion/augmentation of ongoing approved works and strengthening of existing infrastructure at all tourist destinations of the State.
The Minister said that since the creation of Surinsar-Mansar Development Authority Rs 20.24 crore out of total allocation of Rs 23.20 cr have been incurred on the creation of different tourist related infrastructure in the jurisdiction of the Authority.
The Minister informed that Union Ministry of Tourism has also sanctioned two projects of Rs 9.37 crore for development of tourist infrastructure at Surinsar and Mansar tourism spots against which Rs 2.24 crore has been utilized.
To make Surinsar-Mansar a prime tourist destination under Prime Minister’s Special Package, the Minister said that the government has a proposal to develop Surinsar-Mansar-Uttarbehni circuit at a cost of Rs 74.05 crore for the creation of different facilities for pilgrimage tourism.
The Minister said there is no proposal for the establishment of Tourism Development Authority for Ramnagar. He however said that tourist infrastructure worth Rs 94 lakhs has been developed at potential spots in Ramnagar area by the Tourism Department from time to time.
The Minister said that almost all Tourism Development Authorities have adopted e-tendering, adding that there is no violation of financial code and no loss has been caused to the State exchequer.
In reply to another question by Jewan Lal, the Minister said that the proposal for the creation of Tourism Development Authority at Basohli is under consideration of the government. He said that in this regard, deliberations with various stakeholders are being held and the modalities of creation are being worked out.
The Minister said that there is no proposal for the creation of Development Authorities at Bani and Billawar areas. He said the tourism potential of these areas are being tapped though Lakhanpor-Sarthal Tourism Development Authority and by the Department of Tourism.
Pawan Gupta and Ravinder Raina and Abdul Rahim Rather, raised supplementaries to the main questions and pleaded for development of leisure and pilgrimage tourism in their areas.



Deadline for clearing SRO-43 cases: Veeri
DCs directed to circulate checklist
Minister for Parliamentary Affairs and Public Works Department, Mr Abdul Rehman Veeri today informed the House that the General Administration Department (GAD) and Deputy Commissioners have been advised to expedite SRO-43 cases with a periodic review.
Replying to a question by Mohammad Abbas Wani, the Minister said that in order to expedite the pending SRO-43 cases, the government has directed the GAD and the Deputy Commissioners to periodically review the cases pending in their departments.
The Minister said to ensure that all issues/procedural formalities and identification of vacancies etc are settled in a time- bound manner, direction has been given that every case should be finalized within 120 days.
The Minister informed that the Departments and DCs have been advised to circulate the checklist to ensure that all requisite documents are submitted with the proposal for compassionate appointments.
Mr Veeri said all the officials and officers dealing with the compassionate appointment cases in various Departments would be made aware about the checklist and prescribed documents to ensure that the families of the deceased are timely intimated about the requirements of the requisite documents.
The Minister further informed the House that in all 2407 such cases are pending, out of which 602 cases are pending for disposal with various Deputy Commissioners and 1805 with other departments. He said that the cases are pending for disposal due to incompletion of various formalities.
He said that pending cases also include the cases where NOKs of the deceased Government employees have not acquired the requisite eligibly for the appointment within the stipulated period of five years from the date of death of the deceased and do not fall within the ambit of SRO-43/Relaxation Policy adopted by the Government since 2004 and 2007.
Mr Yawar Dilawar Mir in his supplementary question urged time-bound settlement of SRO cases.
