Govt promoting dairying under CSS: Kohli

Srinagar, May 27 (Scoop News)-To promote and popularize dairy farming and animal husbandry in the state, the department of Animal Husbandry is facilitating establishment of dairy units under various bankable Centrally Sponsored Schemes (CSS) where 25% to 33% back ended subsidy is available. Likewise sheep and goat units are established under various State/CSS bankable schemes, where 25% to 33% back ended subsidy is also available.
This information was given by Minister for Animal and Sheep Husbandry, Abdul Gani Kohli while replying to a question raised by Ajatshatru in the Legislative Council.
The Minister said from 2007 to 2015, 45.37 lakh MTs of milk have been produced. Similarly, 594 lakh Kgs of mutton and 1072 lakh Kgs of poultry meat were produced during this period.
Kohli further said the department is regularly conducting training/ awareness camps across the state, wherein farmers and especially un-employed youth are being trained and made aware of prospects of dairy farming. The huge gap of local production and demand of major livestock products is presently being met through imports. The department is in the process of framing long term strategy so as to attract capital investment in livestock sector and fodder development, he added.
The Minister further said that Under Dairy Entrepreneurship Development Scheme (DEDS), 25% subsidy is being provided to general category and 33% subsidy in case of SC/ST to the dairy entrepreneurs for establishment of 2 to 10 cow dairy unit. He said similarly, under Rashtriya Krishi Vikas Yojana (RKVY), 25% subsidy is provided to the dairy entrepreneurs for establishment of dairy units of 5, 10, 15 and 20 animals.
Also, under Sheep/Goat sector a state sector, subsidy oriented scheme called “Mini Sheep Farm scheme is in vogue in the state wherein Rs 0.60 lakh is provided subsidy for establishment of 50 EWEs unit, the minister said. Likewise under RKVY Sheep/Goat units are established in a retrieval mode, wherein 10/25 Ewes are issued to a beneficiary free of cost and 2 Ewes/5 Ewes are retrieved from the beneficiary after three years.



Batamaloo Bus Stand to be shifted to Parimpora for decongesting core area: Asiea Naqash
The Minister of State for Housing& Urban development, Ms Asiea Naqash today said the General Bus Stand Batamaloo will be shifted to Parimpora to minimize traffic congestion in the city.
Ms Asiea Naqash was replying to a question in the Legislative Council raised by Mohammad Khursheed Alam.
She said the decision was taken in a meeting by the Divisional Commissioner Kashmir on June 30, 2015.
The Minister further said that North bound traffic will be shifted from the General Bus Stand Batamaloo to Truck Terminal Parimpora in order to decongest the area from mass traffic congestion.
She said the interconnectivity transportation of the city will remain functional from the said Bus Stand therefore by shifting of North Bound Traffic to Parimpora will not affect the economic/commercial activities of the area. Since the central traffic will operate from the bus stand the economic interests of the shopkeepers and vendors will not get affected, she added.




Emission level of vehicles, industrial units being monitored constantly: Lal Singh
The Minister for Forests & Ecology Lal Singh today said the emission level of vehicles and the Industrial Units is constantly monitored by the Pollution Control Board (PCB) and necessary action under rules is taken against the vehicle owners and Industrial Unit Holders, if anyone violates the rules.
The Minister was replying to a question raised by Surinder Ambardar, in the Legislative Council. He said being the nodal agency the PCB monitors air pollution and the government is taking steps to curb the air pollution.
He said pollution control devices are installed in the Industrial Units which reduce pollution. He further added that functioning and efficiency of these devices is being monitored by the board and necessary action under rules is taken against the owners which violate the pollution control norms.
Lal Singh said that in addition to above Motor Vehicles Department takes action under Motor Vehicles Act against the vehicle owners who violate the pollution control norms.
He said that the Board conducts awareness programmes about the hazards of pollution and its control as a part of its routine activities.


Govt provides assistance to needy patients under various welfare schemes: Bali Bhagat
The Minister For Health & Medical education Bali Bhagat today informed the House that there are various schemes under which poor patients are provided the financial assistance by the government.
The Minister, while replying to a question raised by Yasir Reshi in the Legislative Council, said that poor patients can avail financial assistance under various schemes like Rashtriya Arogya Nidhi (RAN), Medical Aid Trust(MAT), Rashtriya Bal Swasthya Karyakaram(RBSK), Cancer treatment management fund for poor (CTMFFP) for treatment of cancer, Heart diseases etc…
He said that Union Ministry of Family Welfare provides financial assistance to the BPL patients suffering from life threatening diseases under Rashtriya Arogya Nidhi Scheme. The financial assistance is admissible for treatment of the BPL patients in government hospitals only.
He further said that that the Union Ministry also provides financial assistance under Union Health Ministers Discretionary Grant to the poor/indigent patients whose annual family income is up to Rs 75000/- and the cost of treatment is Rs 1 lakh. He said patients are eligible for the grant for treatment in Government hospitals only on production of application form duly filled by the applicant, the medical certificate and income certificate
The Minister said under Jammu and Kashmir Medical Aid Trust scheme the cases for Financial, Medical assistance in favour of patients are recommended by the concerned Deputy Commissioners after verifying the financial status of the patients through the concerned Tehsildars.
Medical certificates issued by the Institutions/ Hospitals within and outside the state where patients are registered for treatment/surgery indicating the cost and course of treatment are also enclosed by the concerned Deputy Commissioners while recommending such cases.
He said these cases are then placed before the Medical Aid Committee and the Committee after examining the cases as well as financial status of the patients recommends suitable financial assistance on merits of each case depending upon the nature of the disease, cost of treatment, financial status of the patient and also availability of the funds under the said scheme.
The Minister said that National Health Mission a scheme called Rashtriya Bal Swasthya Karyakram (RBSK) has been launched by Ministry of Health & Family Welfare from the year 2013-14 which aims at screening children from 0 to 18 years of age for Defect at birth, Diseases, Deficiencies and Development delays including disabilities.
He said that since being implemented in the state in 2013-14 in the state ,so far, 308 children who were suffering from congenital heart diseases have been provided financial assistance for their treatment, surgical intervention at District Hospitals, Government Medical Colleges of the State, SKIMS Soura, AIIMS New Delhi and PGI Chandigarh.
Under Cancer Treatment and Management Fund for Poor (CTMFFP) the Minister informed the house that only permanent residents of the J&K State whose family income does not exceed Rs 20,000/- per month shall be eligible to receive the financial assistance under the fund.
He further said that Dialysis facility at Sub-district level hospitals is not feasible, however, national dialysis programme has been recently announced by MOH & FW, GOI under National Health Mission for providing free dialysis to poor patients at District hospitals in a PPP mode. The proposal in this regard shall be submitted to the Union in Program-implementation-Plans (PIP) of 2016-17.


Upgradation of sports infrastructure in Kishtwar under examination: Imran Ansari
SRINAGAR, MAY 27: The Minister for Technical Education & Youth Service and Sports, Moulvi Imran Raza Ansari, today informed the house that under the centrally sponsored scheme ‘Rajiv Gandhi Khel Abhiyan’ construction of indoor and outdoor sports complex’s where envisaged in each block of all the rural districts of the State including the blocks of District Kishtawar.
However, he said the scheme was later revamped as ‘Khelo India’ by Government of India, as such the construction of sports infrastructure at Kishtawar district shall be examined in the new scheme once the operational guidelines of the scheme are issued by GOI.
The Minister was replying to a question raised by Firdous Ahmad Tak in the upper house of the legislature today. The Minister further informed the House that in 2009 the Deputy Commissioner Kishtawar had identified 75 kanals and 1 Marla of land at village Lanyal in Kishtawar for the construction of Sports stadium there.
He said though the notification has been issued, Rs 12 crore is required as land compensation for the same.
Ansari said that as per the standing policy, stadia are developed where ever free of cost land is available as the land compensation is not covered in the scheme.



Inclusion of Lassipora village in backward list under examination: Sajad Lone
SRINAGAR, MAY 27: The Minister for Social Welfare Sajad Gani Lone today said the state commission for backward classes has examined the socio-economic backwardness of the villages of Khansahib constituency, which include Dreygam, Kremshore, Shamsabad, Parnew, Falchill Dachan, Kandoora Parthan. He said it was found that the villages were not found to meet the laid down parameters for inclusion/ declaration in the list of background categories.
The Minister was responding to a question raised by Saif-ud-din Bhat in the upper house of the Legislature today. The Minister further said the case for inclusion of village Lasipora (Khansahib constituency) in the list of backward area is under examination.

Room rent for Anganwadi centers enhanced: Sajad Lone
The Minister for Social Welfare Sajad Gani Lone today said the Anganwadi workers and Helpers are getting a monthly honorarium of Rs 3600 and Rs 1840 per month respectively.
Responding to a question raised by Ramesh Arora, the Minister further stated in the Legislative Council that the share of state government in the honorarium is Rs 900 per month while central government contributes Rs 2700 per month.
He informed the house that the room rent of Anganwadi centers has already been enhanced by the Union Ministry of Women and Child Development from Rs 750 to Rs 3000 in cities and Rs 200 to Rs 750 in villages subject to the conditions that the house owner provides 600 sqft area for the centre.
Ramesh Arora, Sofi Yousuf, Firdous Tak, Saif-ud-din Bhat and Surinder Kumar Choudhary raised supplimentaries.




Rs 30.65 cr spent under irrigation sector in Nowshera division during last 5 yrs: Sham Lal Choudhary
The Minister for Irrigation and Flood Control (I&FC) Sham Lal Choudhary today informed the house that the funds of Rs 36.72 crore were allocated to the irrigation sector of I&FC division Nowshera in the last five years.
Responding to a question raised by Surinder Kumar Choudhary, the Minister said the department has spent Rs 30.65 crore out of the allocated budget in these five years (2011-2016).
The Minister informed the house that Rs 94.75 lakh were spent out of allocated 95 lakh under FPW Flood Sector in the division, while Rs 29 lakh were spend under OPW Flood Sector and Rs 34.81 lakh were spent under BADP.
The Minister further informed the house that 1340 crates were purchased during the past three years from the authorized government departments and tenders were floated by the department who are authorized to issue the crates. He said that 52870 bags of cement were purchased by I&FC division in the last three years.
