Question Hour LA :Proposal for granting technical grades to the Fund employees forwarded to GAD
observations raised being replied :Drabu
Srinagar, June 30 (Scoop News)- Minister for Finance, Dr. Haseeb A Drabu today informed the House that J&K Funds Organization was established in 1986 to maintain the accounts of General Provident Fund (G.P. Fund) and State Life Insurance (S.L.I) of State Government employees. He said prior to that, GP Fund accounts of State Government employees other than Class-IV were maintained by the AG and those of Class IV and SLI Accounts were maintained by the State Finance Department.
Replying to a question read by M. Y. Tarigami on behalf of Hakeem Mohammad Yaseen, the Minister said the gazetted positions in the Funds Organization are manned by officers deputed from Accounts & Treasuries Department. He said the proposal received from Funds Organization relating to creation of gazetted cadre posts is being examined for action as appropriate.
The Minister said as regards granting of technical grade to the Funds employees a proposal based on the recommendation of the committee constituted has already been forwarded to General Administrative Department for necessary concurrence. He said certain observations made by GAD on the proposal are being replied to.
He said DRWs engaged prior to January 1994 are only eligible for regularization in terms of SRO-64 /1994. He said regularization case of no such worker in Funds Organization is pending.
The Minister said that there is no policy for regularization of casual / contingent paid workers as yet. He said whenever a policy is framed, it shall cover the casual workers of the Organization as well.


17 trades to be shifted in ITI Zainakote: Ansari
Minister for Technical Education, Moulvi Imran Raza Ansari today informed the House that ITI Zainakote the extension to ITI Bagh-e-Dilawar Khan, is under construction and 17 out of 25 trades trades would be shifted there.
Replying to a question by Noor Mohammad Sheikh, the Minister said that present status of ITI Zainakote is that the super structures of administrative block, work shop block and hostel block are completed. He said the plaster work is presently going on in all the blocks.
The Minister said the administrative and work shop blocks are being constructed by JK Housing Board at a cost of Rs. 4.84 crore and Rs. 1.40 crore respectively. He said the hostel block is being executed at an estimated cost of Rs. 1.02 crore through engineering work of Directorate of Technical Education.
The Minister said in addition, another complex is being constructed in the premises of the ITI for conducting hospitality and tourism related trades at a cost of Rs. 1 crore. He said the super structure has been completed and finishing work is in progress.


Backward Classes Commission Chairman to be appointed shortly: Sajjad Lone
Minister for Social Welfare, Sajjad Gani Lone today informed the House that government has adopted specific criteria / parameters for declaring any area as backward area through J&K State Commission for backward classes.
Replying to a question by Mohammad Amin Bhat, the Minister said that section-11 (1 ) of the J&K State Commission for Backward Classes Act, 1997 provides that government may at any time, and shall, at the expiry of 10 years from the coming into force of this Act and every succeeding period of 10 years thereafter, undertake revision of the lists with a view to excluding from such lists those classes who have ceased to be backward classes or for including in such lists new backward classes.
The Minister said the said exercise is a continual process and shall be undertaken in consultation with backward classes commission at appropriate time depending upon the improvement of indicators in already notified already areas.
In response to the supplementaries, the Minister said that government would appoint Chairman J&K State Commission for Backward Classes shortly and all the pending issues regarding backward areas would be sought out. He said that genuine demands for declaring backward areas in the state would be looked into on priority.
Mubarak Gul, M. Y. Tarigami, Altaf Ahmed Wani and Mohammad Akbar Lone raised supplementaries to the main question.


Rs. 25.30 cr expended on Distt Hospital Ganderbal: Asiea Naqash
Minister of State for Health and Medication Education, Ms. Asiea Naqash today informed the House that construction work of district hospital complex Ganderbal has been taken up at a cost of Rs. 52.55 crore against which Rs. 25.30 crore have been expended on the project upto end of last financial year, whileas Rs. 3 crore is proposed to be expended on the project during current financial year under NHM.
Replying to a question by Sheikh Ishfaq Jabbar, the Minister said that the finishing work in IPD, OPD and Emergency blocks of the hospital are in progress, while as flooring work in SNCU Unit, DEIC has been completed. She said the project is likely to be completed during current fiscal subject to availability of funds.
The Minister said the construction work of Unanai hospital Ganderbal has been also taken up at an estimated cost of Rs. 32.50 crore and Rs. 18.50 crore was expended on the project upto the end of last fiscal. She said for the completion of the project the balance amount for Rs. 14 crore has been projected under PMs Package for approval and funding.
The Minister said that structure of Unanai College has been completed. She said that project is likely to be completed during current fiscal, subject to availability of funds.
The Minister said to ensure adequate staff in the hospitals of the area a proposal for creation of additional 60 posts of doctors and para medicos was taken up with Finance Department for accord of concurrence. She said however, the Departmental proposal was received back with some observations which are being replied to and the proposal would be re-submitted to Finance Department for approval shortly.
The Minister said that PHCs at Lar, Batwina and sub-centre Kurhama do not qualify for upgradation as the population is 2982, 4340 and 2757 respectively. She said besides, there is no proposal under consideration in the Department for upgradation for sub centre Kurhama.
The Minister further said that a new hospital building for mini Maternity Centre Watlar has been completed and made functional. She said at present 5 doctors and 6 para medics are providing health care facilities there. She said the hospital was equipped with the facilities of X-ray machine, dental chair, Binocular microscope, delivery bed, operation table, BP apparatus, ILR and vaccine carriers.


Govt thinking of revising destitute pension: Sajjad Lone
Minister for Social Welfare, Sajjad Gani Lone today informed the House that 218 pension cases of block Bani, Duggan, Lohai Malhar and Duggain are pending under Integrated Social Security Scheme (ISSS). He said that 419 pension cases of these blocks are also pending under National Social Assistance Programme (NSAP).
Replying to a question by Jewan Lal, the Minister said that under National Family Benefit Scheme, 80 cases of these blocks are also pending for financial assistance.
The Minister said that the matter regarding clearness of pending cases under NSAP and ISSS has been taken up with Union Ministry and State Finance Department respectively.
The Minister said that the proposal to revise pension of widows and physically challenged persons is under active consideration of the government.
Pawan Gupta in his supplementary demanded enhancement in pension of widows and other destitute.


50% funds released for construction of school buildings Banali, Pahlipora, Lagama: Naem Akhter
Minister for Education, Naeam Akhter informed the House that during last three years 3 school buildings were approved for upgradation under RAMSA in Uri constituency.
Replying to a question by Mohammad Shafi, the Minister said that the construction work of these school buildings including middle school Banali, girls middle schools Pahlipora and Lagama would be completed at a cost of Rs. 94.05 lakh each.
The Minister said that these works were approved during 2014-15 by MHRD, under Integrated AWP&B 2014-15 but, no funds were released against these approvals. He said 50% funds have now been released to the executing agencies and expected date of completion of these school buildings is March 2017.
In response to the supplementaries, the Minister said that government would ensure provision of adequate funds under different schemes for completion of all ongoing school buildings in the state.
Mian Altaf, G. M. Saroori, Altaf Ahmed Wani, Raja Manzoor raised supplementaries to the main question.



144 habitations covered fully under tapped water facility in Haveli constituency: Sham Choudhary
Minister for PHE, Irrigation and Flood Control, Sham Choudhary today informed the House that out of 204 habitations in Haveli Constituency 144 habitations are fully covered under tapped water facility and 60 habitations are covered partially, which would be covered fully after completion of ongoing water supply schemes in the area.
Replying to a question by Shah Mohammad Tantray, the Minister said that a list of 106 schools falling in Haveli Constituency was received from the School Education Department during 2013-14 for providing water supply connections. He said all these schools have been covered with drinking water facility.
The Minister said that in addition to these schools, there may be some schools which are newly constructed or shifted in new buildings, the details of which are being ascertained through joint verification of PHE field staff and representatives of Education Department.
In reply to another question by Rajeev Sharma, the Minister said that 110 water supply schemes are in Akhnoor constituency. He said out of these the construction work of these 45 WSS was completed and work on 65 WSS are at different stages.
Rs. 150 cr earmarked for waiver of 50% KCC loans: Drabu
Minister for Finance, Dr. Haseeb A Drabu today informed the House that government has earmarked Rs. 150 crore during current financial year for waiver of 50% of KCC loans for the smallest and most vulnerable farmers who had an outstanding balance of less than Rs. one lakh as on March 31, 2015.
Replying to a question by Choudhary Sukhnandan, the Minister said that the Bank wise and district wise details of such loanees as received are being examined and relief on account of such waiver would be provided to the farmers shortly.



Rs. 1.27 cr deposits with various Banks for ROW permission in Baramulla: Veeri
Minister for R&B, Abdul Rehman Veeri today informed the House that an amount of Rs. 1.27 crore stands deposited with various banks for Right of Way (RoW) permission for the restoration of roads likely to get damaged by laying of Optical Fibre Cable (OFC) in Baramulla constituency.
Replying to a deferred question by Javid Hassan Baig, the Minister said that the road cut charges pertaining to Ushkura Fatehpora road and Delina main road to Kashmir University Campus have neither been deposited by the firm nor any permission has been granted by this office. He said in respect of part of Barmulla Gohan road an amount of Rs. 6.92 lakh has been deposited and permission stands also accorded.
The Minister said the agency deposited the requisite amount of Rs. 14822800 to Chief Engineer directly but the demand draft was returned with direction to process the same through Superintendent Engineer concerned. He said during this process the demand draft lost its validity. He said the demand draft has accordingly been returned to the firm of its validation which shall on its receipt be realized and credited into the official A/C of the Department.




WSS Gujjar Basti to be commissioned shortly: Sham Choudhary
Minister for PHE, Irrigation and Flood Control, Sham Choudhary today informed the House that Arnia town is being provided drinking water through two tube wells located at ward No. 1 and Ward No. 10. He said WSS Gujjar Basti is under execution and would be commissioned shortly.
Replying to a question by Kamal Verma, the Minister said WSS Bishnah is ongoing scheme under LIC Loan Assistance with an estimated cost of Rs. 4.93 crore. He said Rs. 69.80 lakh stands incurred on the scheme upto last financial year.
The Minister said on completion of the scheme, water supply in Bishnah town would be raised to 135 LPCD and newly developed settlement of the town would also be covered under the scheme.
The Minister said that there is no reported case of epidemic spread due to contamination of water in the area. He said the water is being supplied to the consumers after proper chlorination.



CSSs have been reduced from 66 to 30: Zulfkar
Minister for Consumer Affairs & Public Distribution, Chowdhary Zulfkar Ali today informed the House that as per the recommendations of Sub Group constituted for restructuring of CSS, the number of Centrally Sponsored Schemes (CSS) has been reduced from 66 to 30.
Replying to a deferred question by Ajaz Ahmed Khan, the Minister on behalf of Minister for Planning and Development Department said that the schemes have either been merged or discontinued and now there is a basket of only 30 schemes.
The Minister said these schemes have been classified in two broad categories including core schemes which are aligned with the National Development Agenda and optional schemes.
The Minister said that in the restored CSS matrix, the BRGF which used to be operative in 7 districts of the State, has been discontinued. He said however, the Sub-Group has inter-alia, made recommendations to the Central Government that the schemes where works have been completed to the extent of 30 per cent, funding as per the existing sharing pattern could continue till March 2017.
