Kashmir police needs more empowerment

Though all sections of security forces whether it is Army, BSF or CRPF have sacrificed a lot while combating with insurgency in the state of Jammu and Kashmir in the past 25 years, but the role and contribution of Jammu and Kashmir police (JKP) has always been at top. I have a reason to grade them at number 1, because in comparison to their fellow organizations like Army, BSF or CRPF, the entire Jammu and Kashmir police had their everything at stake and risk because of being natives of the state they were fighting in. Despite all risks and threats to their families and relatives by the militants and their sympathizers, the men in Khaki from JKP always fought from the front in each operation against militants whether it was a joint operation or exclusively conducted by special operation group of Jammu and Kashmir police.


Security analysts keeping eye on Kashmir situation since the eruption of insurgency say that it was very much difficult for the central security forces to fight against militancy in the state of Jammu and Kashmir until Jammu and Kashmir Police was not involved in the operations. The biggest problem for the central security forces was the flow of information which they were not in position to gather. And it became free flow only after JKP was fully involved in the process. Here, Jammu and Kashmir police had many fronts to confront with along with the risks. On one hand, it was not only their personal life which was at risk even their families and relatives were also at threat from the militants against whom they were fighting. While the central security forces were at least free of this risk because of being non locals. On other hand, JKP being a local force and coming under the control of local state government had to face lot of pressures from the local politicians whenever they would pick up any person for questioning. Despite all these pulls and pressures from all sides and least incentives, Jammu and Kashmir police did a commendable job while dealing with the insurgency.


However, once again, the militants have made their presence felt in Kashmir valley which is evident from the various deadly attacks carried by them on security forces. The security analysts is of the opinion that the reason behind the reestablishment of militants and their sympathizers (OGWs) is the curtailment of role of Jammu and Kashmir police. As Jammu and Kashmir police works directly under Jammu and Kashmir government and when there is a political government in place the role and red line for this force is always drawn by the local politicians. And the politicians do this as per their political compulsions and requirements . The ruling politicians do not only create hurdles in the way of police when they start any anti militancy operation in any of the area, the politicians also use this force against their political opponents in a particular area which proves fatal for the overall situation of the state.



There is an other reason for the militancy taking over the lost ground again. For the past one year or more, the important instruments of this organization like S M Sahai, present intelligence chief of the state and his team colleagues like Afad-Ul-Mujtaba have been sidelined by the government in place. The same mistake was done in 2009 by the Omar Abdullah government when on behest of his some political advisors he had sidelined Mr S M Sahi and sent him on central deputation. But in 2010, when the state had gone almost out of control, Mr Omar had no option but to call back Mr Sahi and appoint him as Kashmir police chief . It was only after his appointment, the Kashmir schools were re-opened after a gap of about three months. In fact, these are some of the persons who have given their entire service in the Kashmir conflict and they know this insurgency from it inception to this time . And they have all experience that how to deal. My point is only that both the governments of Jammu and Kashmir and central government should formulate a new strategy and should give Jammu and Kashmir more autonomous role to play against the terror activities. And there is no chance for the central forces to succeed on this front until and unless Jammu and Kashmir police plays a frontal role . And it is also important for the government to put the right people at the right place keeping aside personal liking and disliking in the best interest of the state . Beside fighting militants, it is also important to bridge the gap between security forces and common people which has been widening with each passing day for the past one year .
