‘World Disability Day’ observed at Leh



Leh,December 03, (Scoop News)-International Day of Persons with Disability was celebrated in Leh today organized by Department of Education, LAHDC, Leh. Executive Councilor Agriculture Tsering Wangdus was the chief guest and Mohd Iqbal, President PAGIR was the guest of honour on the occasion.
Addressing the gathering EC Wangdus said that we need to have an encouraging and appreciating attitude towards specially abled people to generate sense of equality and competence among them. He stressed that parents need to play a key role by taking their child with special need for medical treatment well on time rather than keeping it a secret by confining them to four walls. He assured to convey the message for ensuring equal right, education and job opportunities and accessibility to CEC and council members and committed to stand by their expectations by guarantying those desirable rights and needs.
“If being disabled we can contribute to save environment through our recycle works which is a serious concern these days than why can’t we be equally taken as a part of the society?” expressed President PAGIR, Mod Iqbal who is 90% disabled. He stressed on the need to make people aware of the rights of persons with disability and its implementation in spirit rather than limiting its importance to one day of celebration. He urged Hill Council to keep a separate budget for specially abled to ensure improved social welfare, health care and education facilities for them.
Dr. Yangchan Dolma, CMO Leh emphasized on the need for stakeholders and policy makers to come together with a clear intention to ensure accessibility to persons with disability in every aspect. She said that the objective of celebrating this day is to discourage comparison between able and disabled and added that civil society and policy makers have a major role to play in achieving this objective. She also highlighted the efforts made by health department towards this cause.
“Physical impairment can still be treated with medical advancement but our endeavour should focus on removing social disability among us, so called able people whose discriminatory attitude has been a reason to use the word disable,” said Rigzin Spalgon, District Social Welfare Officer. He stressed on the need to first understand social exclusion while speaking on the topic ‘Inclusion and Accessibility of Disable Person’. He emphasized to get organized and make a strong civil society to raise voice on important issues like this and felt the need to broaden our vision and change our attitude to ensure equal right and opportunity to improve their talent and built self confidence. He also spoke about the facilities provided by Social Welfare Office Leh under various schemes.
Among other speakers Dr. Anwar Hussain, Orthopedic Surgeon spoke on early diagnosis and management of disability, Surender Kumar- CEO Leh, Head Quarter Assistant Sonam Dorjey, Special teacher for differently abled students and some of the person with disability also expressed their life experiences and achievements.
Colourful cultural programmes of song and dance were also performed by students of Govt. high School Chuchot Yokma, PAGIR and REWA institutes. Prizes to position holders in art & craft, sond and dance competitions were also presented to specially able students children. Gift was also presented by 16th Gadwal Riffle Team to students of Govt. High School Chuchot Yokma on the occasion.
