Question Hour in LA -Rs 619.67 cr earmarked for strengthening power infrastructure under DDUGJY: Dy CM
Jammu, January 17, (Scoop News)-Deputy Chief Minister Dr Nirmal Singh today said that Jammu and Kashmir has received Rs 619.67 Crore under Deen Dayal Upadhaya Gramin Joyti Yojana (DDUGJY) for strengthening of infrastructure in power sector and electrification of un-electrified households in rural areas.
Replying to a question by MLA Rajeev Sharma, Dr Singh said the execution of works under the scheme would be taken up after completion of tendering process, which has already been started.
"The works shall be taken up for execution after completion of bidding process and awarding of contracts," Dy CM told the house. He also furnished the details of funds sanctioned for 21 districts of the state under DDUGJY.
The Dy CM said DPR amounting to Rs 330.45 lakhs for setting up a new transformer repair workshop at Akhnoor has been framed and submitted for obtaining Techno Economic Clearance (TEC).
“The land for the workshop has been identified in Receiving Station Tanda. The work is not sanctioned under any programme/scheme at present. However issue has been taken up with the Planning, Development & Monitoring Department for providing requisite funds as additionality during the current financial year," he said.
Regarding the completion of receiving station Sungal-Sumah, the Deputy CM said the project has been sanctioned at a cost of Rs 207.13 lakh under REC loan.
He said against the release of Rs 41.73 lakh for the project, during 2015-16, an amount of Rs 12.15 lakh was incurred on the procurement of material for the said Receiving Station adding the balance amount of Rs 29.58 lakh could not be utilized and has been revalidated in December 2016 for its utilization during current financial year. He said the tenders for the civil works have been invited and the work shall start after the bidding process is completed.
Meanwhile, the Deputy Chief Minister informed the house that the land for the receiving station at Sunail has been identified and the case of acquisition of land is under process with SDM-Akhnoor.
MLA Yawar Dillawar Mir and MLA Chowdhary Mohammad Akram raised supplementary questions.
Funds under NRDWP enhanced by GoI: Sham Choudhary
Minister for PHE, Irrigation & Flood Control, Sham Lal Choudhary today informed the House that the Centre has enhanced the fund allocation for J&K for the current year as against the previous year under National Rural Drinking Water Programme (NRDWP). He, said there has been however a drastic cut in fund allocation under NRDWP over the years.
“During the year 2015-16, the State Government was allocated Rs 199.40 crore as against preceding year's allocation of Rs 474 crore by the Central Government under NRDWP. The allocation for the current financial year has been enhanced to Rs 227.50 crore along with State share to the tune of Rs 54.25 crore against Rs. 6.50 during 2015-16,” the Minister informed the house.
The Minister was responding to a Question by Vikar Rasool Wani, seeking details of steps taken by the government to ensure timely completion of Water Supply scheme following 70 percent cut in funds by the central government.
Meanwhile, the Minister said that some traditional water resources have been affected due to construction of Railways and four lane tunnels in district Reasi and Ramban. As compensation, Rs 2.93 crore have been received from the Railways authorities for district Reasi. For district Ramban, a DPR amounting to Rs. 4.56 crore has been submitted to the concerned construction companies through District Development Commissioner, Ramban for tapping alternate source of water supply schemes affected by the construction activities. The funds are awaited in this behalf, said the Minister.
Giving area-wise details of damages caused to the water supply schemes and steps taken to ensure adequate water supply to the affected areas, the Minister said that Bankoot, Nowgam, Thether, Chapnari/Amkoot Thachi, Khari, Sumber and Manjoose areas have been affected due to the railway construction activities. He said the government has submitted the DPR to the concerned agencies for providing funds and these would be utilized for tapping alternate/additional water sources.
Responding to the query about the damage caused to various Nullahs in Banihal Constituency due to flash floods and steps for their restoration, the Minister said that heavy devastation was caused in some Nullahs including Bislasi, Bankote, Gund, Duligam due to floods in 2014 and temporary restoration works were undertaken on the same. However, flood protection works of various Nullahs have been incorporated in 2 projects involving an estimated cost of Rs.21.66 lakh, which have been submitted to the Central Water Commission for approval under FMP, the Minister added.
Regarding the construction of Filtration Plant in Banihal Constituency, the Minister said that under LIC Loan Assistance, two Slow Sand Filtration Plants of 5000 GPH capacity have been tendered and allotted to the contractors. The work on these projects shall start soon, said the Minister.
Mr Shah Mohammad Tantray, Sheikh Ishfaq Jabbar, Mian Altaf Ahmed and Er Sheikh Abdul Rashid raised the supplementary questions and drew the attention of the Minister towards the issues related to the PHE, Irrigation and Flood Control sectors in their respective areas. They sought adequate funding to upgrade the existing infrastructure and for speedy completion of on-going schemes.
Will explore possibility of prioritizing power sector under 14th FC: Dr Drabu
Minister of Finance, Culture, Labour and Employment, Dr Haseeb Drabu today said the Government will explore possibilities to give priority to the power sector under the 14th Finance Commission award.
The Minister was responding to the supplementaries raised by legislators Ravindar Raina and M Y Tarigami , who sought special focus on power sector under 14th FC. The main question was raised by MLA Mohammad Abbas Wani seeking details of guidelines for the utilization of funds under 14th Finance Commission.
Mr Drabu said that under 14th Finance Commission funds have been provided under different heads -Post Devolution Revenue Deficit, Disaster Management, Local Body grants and share in central taxes.
The members also demanded for taking up the works under 14th FC after due consultation with the concerned MLAs.
No proposal to construct stadium in Mendhar: Sunil Sharma
Minister of State for Youth Services & Sports, Sunil Kumar Sharma today informed the House that presently there was no proposal to construct an Indoor/Outdoor Stadium in Mendhar Constituency under Khelo India.
The Minister was replying to a Question by Javaid Ahmed Rana.
Mr. Sat Pal Sharma and G.M. Saroori asked the supplementary questions and urged for strengthening the sports infrastructure in the existing stadiums and considering possibilities for developing such facilities in the uncovered areas to give fillip to the sports activities in the State....
