Distribution of ration cards to be completed soon: Zulfkar Ali
Jammu, January 17, (Scoop News)- Minister for Food, Civil Supplies and Consumer Affairs Choudhary, Zulfkar Ali today said the process of distribution of ration cards among the remaining consumers would be completed by the end of this month.
Replying to a question by Sajjad Ahmad Kichloo, the Minister said the process of the issuance of ration cards is on and the consumers who have not received the ration cards till date can also download temporary ration tickets from the departmental website.
Choudhary Zulfkar Ali said the shortage of wheat in some areas of Jammu will be overcome by the end of March. He said the department has divided the areas according to the consumption of rice and wheat and the ration will be distributed according to the preferences of these areas.
The Minister said that after implementation for National Food Security Act (NFSA) in the state, the scale of ration was reduced but to supplement that the government introduced Mufti Mohammad Sayeed Food Entitlement Scheme (MMSFES) under which 5 Kilogram additional ration is provided to the consumers.
The Minister said that there is no shortage of food grains in any area. He said the department is keeping available three months advance ration in food godowns. He, however, said that additional ration quota in sale outlets would be also kept available on market rates.
Giving further details about the distribution of ration, Choudhary Zulfkar Ali said that food grains are being distributed to 119 lakh souls of the state comprising 28 lakh families. He said under AAY ration is being provided at the rate of 35 Kg per family per month and under PHH/NPHH, 5 kgs per soul per month. He said besides under MMSFES 5 kg rice per soul is being given subject to the maximum 35 kg per month. He said food grains are being procured from Food Corporation of India (FCI).
The Minister further informed that existing capacity of godown in Kishtwar area is 38000 quintals. He said the proposal for construction of new food godown in Kishtwar, like in other areas of the state, is under consideration of the government.
The Minister further informed that there was no proposal for regularization of night chowkidars in the department.
Legislators Ramesh Arora, Kaiser Jamsheed Lone and Dr Bashir Ahmad Veeri raised supplementary questions.
JK has sought inclusion of all cities, towns under PMAY: Dy CM
Deputy Chief Minister Dr Nirmal Singh today informed the house that government has approached the Centre to seek inclusion of all cities and towns of Jammu and Kashmir under Pradhan Mantri Awas Yojna (PMAY).
"State Government has requested centre to consider approval for conducting the demand survey of all the remaining 55 cities/towns instead of 35 cities/towns of the state for inclusion under Pradhan Mantri Awas Yojna (PMAY) to address the housing demand in all urban areas" Dy CM told the Upper House .
Replying to a question by Ali Mohammad Dar, the Deputy Chief Minister informed that initially 25 cities/towns were selected for PMAY in phase-Ist 2015-17. He said Housing demand survey was conducted according to the guidelines and formats prescribed by union Ministry of Housing and Poverty Alleviation in these selected cities/towns through Comtech Institute of Technology . He also said that the central government was approached for granting approval to take up housing demand survey of 35 towns in Phase -IInd-2017-19 so that the housing demand is addressed in all the urban area of the state before the Mission period of 2022.
Dr Nirmal Singh informed that funds to the tune of Rs 1.34 crore for creation of capital assets under PMAY Housing for All (Urban) mission has been released as Grant-in-aid as first installment of central assistance for two projects viz Baramulla and Udhampur covering 224 EWS units for its utilization during current financial year. He said the DPR in case of selected towns in Phase-Ist for 37 new projects with 4915 EWS beneficiaries of 24 towns (Except Jammu city) have been prepared and are under appraisal.
The Deputy Chief Minister said that J&K Housing Board is designated as nodal agency for implementation of the PMAY Housing for All Mission in the state. He said no need is felt for constituting a separate Mission Directorate for implementation of PMAY.
3 inter-state road projects submitted to GoI for sanction: Veeri
Minister for R&B and Parliamentary Affairs Mr Abdul Rehman Veeri today informed the house that the government has recommended three inter-state road connectivity projects to the Centre for sanction.
Replying to a question by Naresh Kumar Gupta in the upper house, the Minister said that improvement/upgradation of Bhaderwah-Chamba road has been taken up for execution at a cost of Rs 73.33 crore under Inter-State Connectivity project. He said Rs 70.32 crore has been expended on this road till date and added that the road stands completed upto black top specification.
The Minister informed that Union Ministry of Road Transport and Highways has approved in principal declaration of Lakhanpur-Mahanpur-Basholi-Dunear as new National Highway in the state.
The Minister further informed that DPR for upgrading, construction of road from KM-82 of Basholi-Bani-Bhaderwah to Bajootra in Himachal Pradesh via Fatehpur Bhander, to double lane specification at an estimated cost of Rs 197.59 crore has been recommended to the Union Ministry of Road Transport and Highways for approval of funds under Inter-State Connectivity.
The Minister also informed that the pre-feasibility report for construction of tunnel at Chattergala on Bhaderwah- Bani-Basholi road has been submitted by BRO to its higher authorities.
Rs 34 cr project submitted for restoration of wetlands: Lal Singh
Massive conservation of Wullar Lake to be taken up shortly
Minister for Forest, Ecology and Environment Chaudhary Lal Singh informed the house that the state government has submitted a project report of Rs 34.04 crore to the Centre for eco-restoration of wetlands in the state.
Replying to a question by Mohammad Muzaffar Parray in the upper house, the Minister said the proposal has been submitted under National Plan for Conservation of Aquatic Eco-Systems (NPCA). He said under the project the eco-restoration measures of Hokersar, Haigam and allied wetlands would be taken up after approval of funds from the Centre. He said the project report among other things contemplates to dredge out slit from out fall channels of Haigam, Mirgund and Chatlum wetlands for which Rs 5.62 crore has been envisaged. He said besides, one Water Master Classic IV has also been proposed for dredging of all critically silted areas in wetlands.
The Forest Minister informed that currently Wild Protection Department is managing 15 notified wetlands out of which 8 wetlands namely Haigam, Mirgund, Shallabugh, Freshkori, Manibugh, Chatlum, Kranchoo and Hokersar are in Kashmir region and three wetlands Surinsar-Mansar, Gharana and Ranjit Sagar are in Jammu region. He said four wetlands Pingong lake, Tsomoriri, Tsokar Tso and Tsigul Tso are in Ladakh region.
The Minister said Wullar lake is managed by Wullar Conservation and Management Authority (WUCMA). He said that massive conservation process will start very soon on Wullar lake by way of dredging and axing of remaining willow trees to bring the lake in its original shape. He said government would also take all necessary steps for eviction of encroached land of Wullar Lake and other wetlands in the state.
Chaudhary Lal Singh said that under the lake conservation project, Rs 60 lakh has been released by the Centre of which Rs 27 crore were utilized so far on its conservation.
Central Anand Marriage Act not applicable to JK: Chaudhary Zulfkar
Minister for Food, Civil Supplies and Consumer Affairs Choudhary Zulfkar Ali on behalf of Minister for Law and Justice informed the house that Central Anand Marriage Act, 1909 does not extend to the State of Jammu and Kashmir.
Replying to a question by Charanjeet Singh in the upper house today, the Minister said that State has its own legislation by the name and style of Jammu and Kashmir Anand Marriage Act, Samvat, 2011.
The Minister said the Central Legislation cannot be made applicable in the state as it has its own legislation on the subject.
DPR being formulated for Nallah Hardiyan Bridge: Veeri
Minister for R&B and Parliamentary Affairs Abdul Rehman Veeri informed the house that DPR of Rs 2.35 crore is under formulation for construction of a bridge over Nallah Hardiyan on Gabra Tadd road in Karnah.
Replying to a question by Javaid Ahmad Mirchal in the upper house today, the Minister said that as soon as the DPR is received, the department will explore the possibility of posing it under any appropriate program/scheme for assured funding.
The Minister said that actual nomenclature of the road is Dett Bridge to Mundiyan road. He said the up-gradation of the said road was taken up during last fiscal and Rs 24.19 Lakh has been released/utilized on it. He said the road has been upgraded by way of River Bed Material.

Governor chairs Special Meeting of SMVDU Executive Council: Perspective Plan and 2017 Admissions/ Scholarships discussed
NEW DELHI, JANUARY 17: Governor N.N. Vohra, Chancellor of Shri Mata Vaishno Devi University (SMVDU), chaired a Special Meeting of the Executive Council of the University held here.
The Chancellor stressed the need for devising programmes and courses which offer quality education and unique value to students of the University; and directed that the proposals for starting new departments should be considered after the Academic Audit Committee has furnished its recommendations. The University must create a special niche in academics and research and, as a first step, work towards securing admissions of higher merit students with diverse backgrounds. The Council also approved ‘in principle’ a Scholarship Scheme to attract students with higher merit at the entry level for B.Tech, B. Arch and MBA Programmes and incentivize consistent performance by students.
The Executive Council discussed in detail the ‘Perspective Plan’ of the University, for the period 2017-2022, which aims at making it a technical Institution of national importance by enhancing the academic rigour, improving on standards of education and research, providing technical education in diverse fields, building visibility all over India and promoting productive collaborations with International institutions and Universities. The measures proposed to achieve these objectives would include conduct of Academic audit which is already underway, enhanced utilization of ICT including use of Moodle or similar Learning Management Systems; critical review of Question Papers by experts; up-gradation of curriculum based on feedback from all stakeholders; internship for students and faculty in good industries; establishment of Quality Circles for improving the academic processes; greater emphasis on industry interaction to make the academic processes more relevant.
