LC Proceedings:Question Hour Sanction under consideration for 40000 new pension cases: Sajad Lone

Jammu, January 15, (Scoop News)- Minister for Social Welfare, ARI & Trainings and Science & Technology Sajad Gani Lone today informed legislative Council that the proposal to sanction 40,000 new old age and other pension cases is under the consideration of Finance Department.
Replying to a question of Yasir Reshi, , the Minister informed that the proposal sent by social welfare department is under the consideration of the finance department.
Legislator Yasir Rishi had sought information about pending old age, widow and handicapped pension cases in the state.
About rising pendency, the Minister said that the state receives a fixed amount from Centre as the scheme is not demand driven and new cases are included only after vacancy arises in the existing numbers.
He said the huge financial implication following the enhancement in monthly pension from Rs 200 Rs1000 was the main reason for increasing pendency.
The Minister informed that there are more than two lakh old age, handicap and widow pension cases pending in the state including 1,53,699 under Integrated Social Security Scheme and 1,13,991 under National Social Assistance Programme.
Replying to a supplementary question of Saif-Ud-Din Bhat related to Marriage Assistance Cases, the Minister informed that a survey has been conducted by the department to ascertain the number of females eligible under the scheme. The beneficiaries would be given the benefit under the scheme as per the survey, he added.
He further informed that the District Social Welfare Officers have been directed to conduct a fresh survey to include left out deserving girls in the scheme.
MLC Vikram Randhawa also raised a supplementary related to the main question.
Meanwhile, the Minister informed that the State Advisory Board for Development of Pahari Speaking people has received Rs. 1.31 crore for management of Boys/Girls Hostel, Rs 10.00 crore for grant of scholarships to students from Class I to XII and Rs 2.56 crore for post- matric scholarship till ending November 2017.
Replying to a question of Vibod Gupta, the Minister informed that the government is preparing a package to provide benefit to the poorest of the poor living in different parts of the state.
The Minister also informed the House about the report of the Expert Committee on Socio-economic status for conferring ST status to Pahari Speaking Population. He said that after seeking approval of the State Cabinet, the proposal for grant of ST status to Pahari Speaking People has been referred to Union Ministry of Tribal Affairs for consideration. The matter has also been taken up with the Ministry of Home Affairs for its intervention, he added.
Legislators Zaffar Iqbal Manhas and Ghulam Nabi Monga also raised supplementary questions related to the main question.



2 courses being taught in Polytechnic College Shopian: Imran Raza Ansari
Minister for Technical Education, Youth Services and Sports Moulvi Imran Raza Ansari, while replying to a question of Showkat Hussain Ganai, informed the House that Government Polytechnic College, Shopian presently teaches Electronic & Communication engineering and instrumentation & control engineering courses.



4 power projects operational on river Chenab, 7 in pipeline: Asiea Naqash
Minister of State for Power Asiea Naqash, replying to a question of Sajjad Ahmad Kichloo, informed that there are 4 power projects with 1680 MW cumulative capacity operational on river Chenab, while as 7 more projects of 5388 MW have been proposed to be constructed on the river.
Ms. Asiea Naqash further informed that J&K State Power Development Corporation is executing 48 MW Hydro Power Project at Lower Kalnai in Kishtwar district, adding that so far an amount of Rs 108.10 crore stands expended against total cost of Rs 576.87 crore. She further informed that 800 MW capacity HEP has been proposed over river Marusudar near Pakal village of Kishtwar district.


NFSA list being revised on regular intervals: Zulfkar
Minister for Food, Civil Supplies and Consumers Affairs Choudhary Zulfkar Ali, informed the House that the list of NFSA beneficiaries is revised on regular intervals.
While replying to a question of Surinder Mohan Ambardar, informed that the government constituted Committees at District and Tehsil levels headed by concerned District Development Commissioner and Tehsildar for identification of priority and non-priority households under NFSA. He informed that after implementation of NFSA, rationees have been divided in three categories namely AAY, PHH and NPHH.
The Minister informed that inclusion and exclusion of beneficiaries in NFSA categories is a continuous process.
“The beneficiaries are included and excluded after surveys conducted by respective DDC and Tehsildar on regular intervals” he added.
Responding to supplementary questions of Girdhari Lal Raina and Yasir Reshi, the Minister informed that 5 new fair price shops have been opened in Jagti town for the convenience of Migrants.




91000 solar home lighting devices provided to un-electrified villages: Sajad Lone
JAKEDA to install 54 MW Solar Rooftop Power Plants
Minister for Social Welfare, ARI & Trainings and Science & Technology Sajad Gani Lone today informed that the government has distributed 91,000 solar home lighting devices to the households of un-electrified villages and hamlets of the state under Remote Village Electrification Programme of MNRE, Govt of India.
Replying to a question of Ajatshatru Singh, the Minister informed that the Jammu & Kashmir Energy Development Agency (JAKEDA) would also install 54 MW Solar Rooftop Power Plants in 2018-19. Under Prime Minister’s Development Package, the government installed 3,000 solar street lighting systems while as more 17,013 would be installed after the finalisation identification of the areas, he added.
The Minister informed that there is a 70 per cent subsidy for domestic consumers and 60 per cent to government departments for solar rooftop PV systems under MNRE, GoI.
Sajad Lone informed that the MNRE, Govt of India has approved 100 MW Solar Energy Park for the state and the department is also initiating tariff based bidding for development of mega solar projects in the state at feasible locations.
Replying to a supplementary question of Naresh Kumar Gupta, the Minister said the government has set in the process for distributing solar home lighting devices which would be followed by installation of solar rooftop power plants in all the district hospitals across the state.
Replying to a supplementary question of Girdhari Lal Raina, the Minister said the government would provide solar home lighting devices to all the genuine beneficiaries including those living in Jagti Migrant Township.



Various flood protection projects submitted to CWC for Poonch: Mir
Minister for Disaster Management, Relief, rehabilitation and Reconstruction Javaid Mustafa Mir informed that government has submitted two major flood protection projects worth Rs 115 Cr to Central Water Commission (CWC) for Poonch District.
“State has sought funds for flood protection projects from Shahi Khul to Kalai bridge and from Kalai bridge to S. K bridge estimated to cost Rs 51 crore and 64.22 crore respectively” he said and added Central Water Commission, New Delhi and Central Water & Power Research Station, Pune has been approached for mathematical model study and approval.
Javaid Mir further informed that DPRs amounting to Rs 23 crore for execution of flood protection works at Betar Nallah has been submitted to CWC Jammu for appraisal. He informed that the critical spots of mandi nallah at Sathra, Kulani, Chaktroo, Creek of magnar nallah, Chak Dara and Jhullas have been identified for which an amount of Rs 3.64 crore is required, saying that protection work on these spots would be started as soon as the funds are released.
Javed Ahmad Mirchail, Ramesh Arora and Ramesh Mohan Ambardar raised supplementary questions.
