| Several members took part in General Discussion on Budget 2018-2019 | | Jammu, January 16, (Scoop News)-Several members today took part in General Discussion on Budget 2018-19 in Legislative Assembly and expressed their opinions, suggestions and concerns on the Budget proposals.
While continuing the discussion on Budget, MLA Pahalgam Altaf Ahmad Wani urged for improved efforts for strengthening the power infra in the state, and asked for ensuring proper utilization of funds released under power sector. He also demanded for increase in the wages of SPOs.
Javid Ahmad Rana while taking part in the discussion called for political and diplomatic resolution for restoring long term peace and normalcy in the state. Terming peace paramount for economic development, he urged the government to take steps to create a feasible atmosphere for dialogue in the valley.
He also urged the state government to create a comprehensive plan for uplift of Tribal communities, besides a plan for permanent settlement of nomadic population living in the state.
Choudhary Sukhnandan Kumar termed the budget, people friendly and said that the Budget successfully delivers on major demands including measures for boosting tourism sector, provisions to provide employment opportunities to unemployed youth by focusing industrial sector, among others. He pleaded for regularization of Anganwari Workers and Anganwari Helpers.
The legislator urged the government to create a comprehensive plan for uplift of agriculture sector on the pattern of horticulture sector as a majority population in the state are directly or indirectly dependent on the agriculture sector.
He said that the measures taken for improvement in horticulture sector are healthy but there is a dire need to take up similar hands-on approach for agriculture sector by way of reforms to strengthen state economy.
Sukhnandan Kumar also called for expediting the pace of work on de-silting operations on irrigation khuls and for liberal funding under PHE and power sectors. He called for reforms in Cooperative Societies and strengthening the Cooperative movement in the State.
Noor Mohammad Sheikh while taking part in the discussion said that budget caters to needs of poor and marginalized sections of the society. He appreciated the Finance Minister for implementing the recommendations of 7th Pay Commission for the state employees besides easing the process for withdrawal of GP fund by the employees. He also appreciated the government for keeping budget provisions for construction of additional accommodation for move employees.
He said that almost all key sectors have been catered to in the budget proposals. He, however, demanded for liberal funding under Agriculture sectors and also asked for further strengthening the Agri and Horticulture reforms sectors.
Usman Majeed urged the government to take measures to uplift the power infrastructure in the state and to take appropriate steps for the return of Power projects to the state.
He requested the government to ensure transparency in the functioning of the government, semi-government institutions and private sector institutions so that the general public is benefitted at large. He said that the government should ensure that the welfare schemes and decision taken by the state government including waiving off of toll taxes and other subsidies benefit society at large. He urged government to devise more comprehensive mechanism to eradicate the menace of corruption from the state.
Neelam Kumar Langeh termed the budget people-friendly which is aimed at uplifting every section of society. He congratulated the Finance Minister for presenting a successful Budget that delivers on major demands including measures for upliftment of labour class, provisions to provide employment opportunities to unemployed youth.
He congratulated the Chief Minister for conducting extensive outreach programmes at every district headquarters and addressing the public interest issues.
He appreciated the government for enhancing wages of skilled and un-skilled daily rated workers, besides fulfilling various demands of Government employees. He congratulated the Finance Minister for reduction in toll tax for various commodities like vegetables, medicines etc.
He pleaded for establishment of Anaar Dana Village at Ramban, on the patterns of Mango Village at Akhnoor. He also urged for fulfilling CM’s commitment of setting up of Sabzi Mandi at Assar at the earliest. Besides, he demanded for filling up of vacant posts in educational institutions in his Constituency. He also urged the government for revocation of SRO 202.
Pawan Gupta while taking part in the discussion on the budget highlighted certain issues that that need further attention and action on the part of the government. He urged the government for taking measures for development and promotion of tourism in Jammu region besides upgrading tourism infra at various tourist spots in the region.
He requested the government to lay special focus on development of silk industry in Jammu, as Jammu division especially Udhampur district is the highest producer of Cocoon and has healthy potential for successful operations in the sector. He also appealed for steps to upgrade the saffron and gypsum industry in Jammu division.
Besides, he stressed on urgent attention of the government towards upgrading power infrastructure in the state besides electrifying the un-electrified far off hamlets of the state.
Syed Mohammad Baqir Rizvi pleaded for equitable distribution of funds especially for rural areas and asked the government to expedite the construction work on Kargil-Zanskar road.
He thanked the Chief Minister for conducting public outreach programme at Sankoo. He also appreciated the efforts of the government to augment the health care infrastructure in his constituency but demanded for posting adequate medical staff to all existing healthcare institutions especially in Zanskar area.
Further, he asked the government for establishment of Sankoo Development Authority and Medical College besides Nursing College in his Constituency. He also asked the government for improved marketing efforts for the state agriculture, horticulture produce.
He also congratulated the Prime Minister for announcement for construction of Zojila tunnel.
Mohamamd Khalil Bandh while taking part in the discussion hailed the budget proposals presented by the Finance Minister and said the budget gives due consideration to issues of every section of society.
He also welcomed the employee friendly initiatives announced in the Budget. He also appreciated the provisions kept for development of horticulture sector in the State.
The legislator said that the budget proposal presented by the Finance Minister showcases government’s commitment to overall development of the state in all three regions besides a commitment to fulfil the demands of general public, government employees, industrialists, artisans and other sections of society.
Mian Altaf while taking part in the discussion urged the government to create additional employment avenues for the youth in the state. He also requested for referring all vacant posts to the concerned recruiting agencies and take up filling of these posts at the earliest.
The legislator appealed the government to ensure sufficient funding for various PHE schemes so as to revive the defunct schemes. He also urged Social Welfare department to clear pending pension cases and to take urgent steps to put an end to power crisis in the state.
Shamim Firdous asked for government intervention to smoothen the process for implementation of GST in the state.
She praised government’s decision for making unmarried daughters eligible for the pension.
She asked the government to take steps for eradicating the menace of drug addiction, other anti-social activities and safeguard the youth of the state that are falling prey to this wide spread menace. Stating that unemployment is one of the main causes for youth’s involvement in drugs, anti-social activities, she asked for creating more job avenues to provide youth with means to make their lives constructive.
Daleep Singh Parihar while taking part in discussion on General Budget congratulated the Finance Minister for presenting a people friendly budget with many noteworthy proposals including implementation of 7th Pay Commission in the state.
He appreciated the government for regularization of casual labour and other workers, however, he demanded for inclusion of home guards and SPOs under the ambit of the policy. He appreciated the government for further enhancing of wages for skill and un-skilled labours and asked the Finance Minister to increase the honorarium of Anganwari workers.
Chowdhary Qamar Hussain appreciated government’s decision to regularize daily rated workers, decision to implement recommendations of 7th Pay Commission besides supporting the proposals for various public welfare schemes announced in the Budget by the Finance Minister.
He urged the government to focus on issues of weaker sections of society especially Schedule Castes and other under privileged classes. He asked for providing adequate funds to ensure expeditious work on Mughal road project, besides for construction of tunnel on Mughal road.
Deldan Namgyal identified some areas that need further consideration in the budget proposal. He urged the government to work for development of far flung areas of the state including Kargil district. He called for liberal funding under CRF and NABARD in Nubra valley besides appealed for establishment of a medical college in Ladakh region.
The legislator also pleaded for improvement of power infrastructure in the region, and for improving tourism infrastructure in the Ladakh region. He said that there is a huge potential of tourism in the area and asked for measures to develop and promote the region as a prime destination. He requested for opening up the Siachen base camp for domestic tourism.
He also called for opening of Turtuk and Khutba road on humanitarian grounds.
Shakti Raj Parihar also took part in the discussion and praised the government for historic decision of extending medi-claim policy to the non-gazetted employees, besides for implementation of 7th pay commission, waiving off of toll taxes and other initiatives.
He further appealed for liberal funding under key sectors for the development of his constituency. He congratulated the government for initiating work on construction of medical college in Doda and urged for launching PG courses in Doda Campus of Jammu University. He appealed government to expedite work on existing projects so that they can be completed well in time.
Abdul Majeed Larmi while taking part in the discussion urged the government to provide relief to the flood affected people as per the promises made to them, at the earliest.
He also appealed government to release pending salaries to various employees.
Abdul Rahim Rather also took part in discussion on General Budget and appreciated the government for presenting successful budget for the year 2018-2019. He congratulated the government for various successful budget proposals including regularization of casual labours, fulfilling the demands of the employees including implementation of 7th Pay Commission, easy mechanism for withdrawing of G P Fund for employees, inclusion of unmarried daughters under pension benefits, besides other people friendly decisions.
He congratulated the government for keeping budget provisions for fish culture development and demanded for establishment of Industrial Unit in his constituency. He also thanked the government for revival of cooperative movement in the State.
He said Urdu language is our official language and urged the government for its promotion.
Rather further called for measures to strengthening the disaster management system, as many areas of Jammu and Kashmir are in a Seismic Zone V.
Dinanath Bhagat also took part in the discussion and appreciated various government initiatives including regularization of casual labours, implementation of 7th pay commission recommendations and incentivizing the rural postings. He urged the government to utilize the funding under various central sponsored schemes including CRF and PMGSY so that the projects are executed at earliest.
