LC Proceedings: Various measures underway to promote horticulture in Poonch: Basharat Bukhari
Imported high density apple plants planted in Rajpura Nursery

Jammu, January 17, (Scoop News)- Minister for Horticulture Syed Basharat Ahmed Bukhari today informed Legislative Council that the government has taken path-breaking steps for promotion of Horticulture sector in Poonch including plantation of ultra-high density, normal high-density plants and development of Pecan nut village at Ajote, Degwar, Maldyan, Kheri-Karmara, Mankote, Sagra and Ghani.
Replying to a question of Pradeep Sharma, the Minister informed that 333 imported high-density apple plants have been planted in Rajpura Nursery in Haveli Poonch in 2016-17.
He further said that climatic condition of Poonch is similar to Shopian and Uri of Kashmir division but not for apple production as it is in later areas. However, he said the production of walnut in Poonch is equivalent to Shopian.
Replying to supplementary questions, the Minister said the government has constituted a high-level Committee to prepare Horticulture Policy for the state to ascertain the climatic conditions suitable for growing specific varieties of fruits while taking in account the drastic climatic changes. The move aims at to tap the full horticulture potential in various parts of the state, he added.
Meanwhile, responding to supplementary questions of Sham Lal Bhagat and Naresh Kumar Gupta, the Minister informed that Chenab Valley has been included in the plan to plant high-density apple plants and as the production of fruits increases there, the government will establish fruit Mandis in the area.


252 units functional at Industrial Estate Lassipora: Ganga
Minister for Industries and Commerce, Chander Parkash Ganga, while replying to a question of Surinder Mohan Ambardar, informed that there are 252 units functional at Lassipora Industrial Estate.
The Minister said that the government had earmarked 6,193 Kanal land for the Industrial Estate in 1984, of which 3,675 kanal was handed over to SIDCO for allotment.
Replying to a supplementary question of Showkat Hussain Ganaie, the Minister said that a major portion of the earmarked area for the Estate was encroached and the Divisional Commissioner, Kashmir and concerned Deputy Commissioner have been asked to take action against the encroachers.
Meanwhile, intervening during the reply, LC Chairman, Haji Anayat Ali directed the concerned Minister to furnish the details of encroachers and action taken by the department to the member.
Responding to supplementary of Saif-Ud-Din Bhat regarding the delay in making Ompura Industrial Estate –Budgam functional, the Minister said the allotments at the said Estate were halted after army raised objection over construction in the vicinity of its ammunition depot located in the area. He further informed that the department has now approached Forest Department to provide land in exchange of the land at Ompura for developing the estate.
The Minister also welcomed the offer of the legislator to provide land for the industrial estate at Bandarpura free of cost. He said the department has already decided to develop Industrial estates in rural areas and the land offered by the legislator would be used for the same.


16 WWSs fully functional in Sonawari constituency: Sham Choudhary
Minister for PHE, Irrigation and Flood Control Sham Lal Choudhary informed the House that sixteen water supply schemes are fully functional in Sonawari and catering to the daily water needs of the area.
“Of 125 habitations of Sonawari, sixty are getting normal water supply while 65 others get 10 to 30 litre supply per capita per day” the Minister said.
Replying to a question of Yasir Reshi, the Minister informed that 16 water supply schemes are fully functional in the area while as two are partially functional.
He further informed that supply to the 47 partially covered habitations will be augmented under the ongoing water supply schemes and deficit in 18 habitations would be met under new schemes.
Giving details, the Minister informed that the water supply to village Trigam would be augmented through WSS Malikpora Trigam taken up under National Rural Drinking Water Programme at estimated cost of Rs.2.92 crore, while village Kanyari has been included under the scope of WSS Pethpora Gung Jehangeer to be completed at the cost of Rs 4.92 crore, he added.
He further informed that to augment water supply in Shah Gund and its adjacent areas, a WSS, involving a cost of Rs 7.49 crore, is coming up at Shukardin Shahgund, while the department has formulated a DPR for Rs. 2.17 crore WSS to augment water supply in Mukdamyari-Bakshibal, while
He said that DPR with source as river Jehlum at Shadhipora is being prepared to overcome the shortage of drinking water at Ganasthan.
Replying to a supplementary question, the Minister informed that the government would first complete the work on ongoing water supply schemes and then take up new schemes in Sonawari. A meeting shall also be convened in Sonawari to resolve the grievances of the people in the area, he added.
Mohammad Muzaffar Parray and Ramesh Arora also raised supplementary questions related to the main question.


Govt to open 17 new Degree Colleges: Priya Sethi
IIM Off Campus sanctioned for Kashmir
Minister of State for Higher Education Ms. Priya Sethi, while replying to a question of Aga Syed Mahmood Mosavi, informed the house that the State Government has recently approved the opening of 17 new Degree Colleges in the State.
The Minister informed that the newly sanctioned colleges shall be established in the uncovered areas of the State. She informed that the department has set in the process to identify the places for the opening of new colleges so that academic activities are started as soon as possible.
Ms. Priya Sethi said that the new colleges would be opened in a particular area, subject to the availability of requisite land, preferably state land and feasibility of demand which also includes a sufficient number of feeding Higher Secondary Schools. The priority shall be accorded to uncovered Assembly Segments which are presently deprived of the facility.
Pardeep Sharma and Surinder Kumar Choudhary raised supplementary questions.
Replying to a separate question of Mohammad Muzaffar Parray, the Minister informed that Kashmir University is offering transport facility to its students from Srinagar to Baramulla and vice versa on a nominal fare, adding that a large number of Students of North Campus are availing the facility. She informed that University has created hostel facility at North Campus and same shall be operational from the next academic session.
The Minister informed that the University has made temporary arrangements of accommodation for female students of the campus in the hostel of Government Degree College Boys Baramulla, while as male students of the Campus have been accommodated in a private building hired by the University.
“The Campus is a full-fledged Satellite campus of the University offering several courses for last one decade and does not intend to shift its students to the main campus,” the Minister said and added that University is in a continuous endeavour to upgrade the infrastructure/facilities at all its satellite campuses to make them more student friendly.
Replying to another question by Showkat Hussain Ganai, the Minister informed that establishment of national level institutions like Indian Institute of Technology (IIT), Indian Institute of Management (IIM) and National Institute of Technology (NIT) in different states of the country is the prerogative of the Union Government. She said in J&K the Union Ministry of Human Resources Development (UMHRD), has sanctioned National Institute of Technology (NIT) for Srinagar and Indian Institute of Technology (IIT) and Indian Institute of Management (IIM) for Jammu.
She further informed that off Campus of IIM, Jammu has been sanctioned for Kashmir Division and state has also requested UMHRD to sanction off Campus of Jammu IIT for Kashmir Division.


Rs 211 cr plan for rehabilitation of Bursar project affected families: Asiea Naqash
Minister of State for Power, Health and Medical Education Asiea Naqash, while replying to a question of Firdous Ahmad Tak, informed that a revised plan of Rs 211.41 crore has been framed for Resettlement & Rehabilitation (R&R) of people to be affected due to the construction of Bursar project in Kishtwar district.
The Minister informed the Bursar Project, estimated to cost Rs 2458938 crore, is planned as a storage scheme on River Marusudar- the right bank tributary of Chenab River, having installed Capacity of 800 MW.
The Minister informed that two Power Houses have been proposed for Bursar project- one surface Power House complex of 680MW (4x170 MW) capacity near village Lopara, on the right bank of river Marusudar and another 120MWMW + 12 MW) Dam Toe Power House at Pakal.
The Minister informed that the total number of 1095 structures comprising of residential buildings, cow sheds, shops, mosques and schools are proposed to be displaced/dismantled for which compensation is to be paid. She said that the structures have been divided into three categories and provisions for adequate compensation for residential and other structures have been kept in the DPR of the project.
The villages in the project area have limited accessibility owing to poor road connectivity and poor infrastructural facilities, she said and added that comprehensive Resettlement and Rehabilitation plan has been prepared to address the issues arising out of land acquisition and identification of Project Affected Families (PAFs). She informed that to address the issues projected by the local population Rs 25 lakh has been proposed for revival and conservation of “Kamad” (red rice) produce in Marwah and Dachan areas of the District. She informed that a revised plan of Rs 6.05 crore for Reservoir Rim Treatment has also been formulated which would go a long way in mitigating the geo-environmental hazards in the project area, especially in reservoir area.
