LA Proceedings:32 SDHs functional across JK: Bali Bhagat

Jammu, January 17, (Scoop News)- Minister for Health & Medical Education, Bali Bhagat today informed the Legislative Assembly that presently there are 32 Sub-District Hospitals functional in different parts of the State including, at Tral which is catering to the healthcare needs of the local public.
While replying to a Question by Mushtaq Ahmad Shah in Legislative Assembly, the Minister informed that four ISM dispensaries are sanctioned for Tral Constituency, of which three are functional and the Dispensary at Maghama would be made functional soon.
The Minister further clarified that as per norms, Dadsara, Charsoo, Aripal, Lalpora, Haari, Saimoh, Buchoo, Bathnoor and Loorgam do not qualify for opening/up-gradation of CHSs and PHCs. He also informed that presently there is no proposal to establish Ayurvedic Hospital in Tral Constituency.
Satpal Sharma raised a supplementary question regarding the up-gradation of health institutions in Jammu west constituency.


188 medical centres providing patient care in Poonch
Replying to another question of MLA Javid Ahmed Rana, the Health Minister informed the House that there are 188 health institutions functioning in district Poonch which include one District Hospital, three Sub District Hospitals/CHC, 17 PHCs, 15 NTPHCs, 149 Sub-Centres, one District TB Centre and two Mobile Medical Aid Centres.
Responding to the supplementary of the Member, he said that presently there was no proposal to establish new health centre in Poonch district.



Rs 9.81 cr Outdoor Stadium coming up in Udhampur: Ansari
Minister for Youth Services and Sports, Mr. Imran Raza Ansari informed the House that Union Ministry of Youth Affairs and Sports has conveyed the approval for construction of Outdoor Stadium at Udhampur involving a cost of Rs.9.81 crore under Special Package for Development of Sports Infrastructure in Jammu and Kashmir on the recommendations of J&K State Sports Council.
Replying to a question by Mr. Pawan Kumar Gupta, the Minister elaborated that work on some components of the project like Walkers path, R/wall and B/walls around the Stadium, fixing of lights, construction of mini Pavilion and Basketball Court has already been initiated. The tendering process for other components has also started, said the Minister.
To promote sports activities in J&K, the Union Government has approved 22 Multi-purpose Indoor Sports Halls for the uncovered areas. This also includes setting up of one Multi-purpose Indoor Stadium at Ramnagar in Udhampur district under PMDP of which the work is in progress, said the Minister.
“The department will also develop two school playfields at Middle School Badali Rakh and GHSS Lander at an estimated cost of Rs.3.50 lakhs in Udhampur district,” the Minister added.



10.90 lakh cusec mtr de-silting done in Jhelum Srinagar, Baramulla: Choudhary Sham Lal
‘Rs 12.23 core DPR formulated for WSS Darina- Rafiabad’
Minister for PHE, Irrigation and Flood Control, Ch. Sham Lal informed the House that as part of flood prevention measure around 10.90 lakh cusec mtr de-silting has been done in Jhelum between Srinagar- Baramulla till Dec 2017.
“To augment the dredging activities after the 2014 floods the department of Irrigation and Flood Control outsourced dredging work in Baramulla and Srinagar to M/s Reach Dredging Ltd, Kolkata, who have dredged out a quantity of 5.06 lakh cusec mtr and 5.084 lakh cusec mtr respectively in these reaches till December 2017. He said that desilting/dredging work in outfall channel in Sopore and Baramulla is continuously going on since 2012 and till date 5.40 lakh cum has been dredged.
Replying to a question by Mr. Mohammad Ashraf Mir, the Minister said that for desilting of water bodies in the Valley, the Irrigation and Flood Control Department in collaboration with Department of Disaster Management, Relief, Rehabilitation and Reconstruction of J&K State has floated the Expression of Interest for consultancy services for conducting surveys, studies, formulation of comprehensive Flood Management Plan (FM Plan) and preparation of DPR for flood management works of river Jhelum and its tributaries funded by World Bank.
Ch. Sham Lal said that under J&K Wildlife (Protection) Act 1978 Forest, Environment and Ecology Department also carries out desilting of various water bodies on regular basis. The Wildlife Protection Department is managing 20 notified wetlands/water bodies. He further informed that Wullar Conservation and Management Authority (WUCMA) has also desilted Wullar Lake to increase its water holding capacity.
“So far 1.5 sq. kms of the Wullar Lake has been dredged of the 27 sq. Kms of the critically silted area. In addition, J&K Lakes and Waterways Development Authority is looking after the conservation/management of Dal Nageen as per the DPR approved by Union Government for an amount of Rs.298.76 crore which also includes dredging and desilting of shore-line of the Dal Nageen Lake,” he mentioned.
Meanwhile replying to a question by Mr. Yawar Ahmad Mir, the Minister informed that PHE Department has formulated a Detailed Project Report (DPR) at an estimated cost of Rs.12.23 for WSS Darina falling in Rafiabad constituency and is under examination for sponsoring under NABARD loan assistance.


Rs 616.59 crore being spent on power augmentation under DDUGJY: Asiea
Minister of State for Power, Asiea Naqash informed the House that the Union Government has launched a mega development programme under DDUGJY for the improvement of power system in the State involving a cost of Rs. 616.59 crore.
Responding to a question by Mr. Abdul Rahim Rather, she said this ambitious programme has been approved for implementation in 21 districts of the State including, 10 in Jammu province, 9 in Kashmir and two districts of Ladakh region.
Ms Asiea Naqash said that the programme is aimed at to augment the power infrastructure and electrification of all un-electrified areas in the rural areas. It also envisages various reforms in the power sector to improve over all power scenario in the State.
Elaborating further, the Minister said that the reason for slow implementation is poor response to tenders and meeting various other technicalities. She said the Government is making constant efforts for speedy implementation of this important programme in all identified areas of the State to ensure that benefits reach to the targeted population.
Meanwhile, replying to a question by MLA Gulzar Ahmad Wani, she said Government is going to develop 1x10 MVA Receiving Station at Kawarigam to ease load and improve power supply scenario in adjoining areas. She said the power supply to Ranipora and Kawarigam is fed from Receiving Station, Gopalpora through 11 KV Dethoo feeder while Harde-toru is fed from Receiving Station, Shangus Nowgam through 11 KV Issus feeder.
“Kawarigam being the load centre, construction of 10 MVA, 33/11 KV receiving Station has been proposed there which will cater to the Hardetoru and Ranipora areas as well” she said.
The Minister said that the DPR for construction of Receiving Station at Kawarigam stands submitted for accord of TEC for an amount of Rs 4.99 crore which will improve the power supply to Ranipora, Hardo-Toru, Kawarigam and other areas of Shangus constituency.
The Minister further informed that the Receiving Station Cherpora 1x10 MVA was commissioned in April 2017 and has relieved some load of Receiving Station Nowgam Shangus. She said that upgrading of Receiving Station Nowgam Shangus from 16.3 to 2x10 MVA has been sanctioned under IPDS at an estimated cost of Rs.62.08 lakh. The tenders for IPDS/PMDP works including augmentation of Receiving Station, Shangus were floated on 18.10.2017.
Ms Asiea Naqash further elaborated that Receiving Station Gopalpora is feeding Shangus constituency and parts of Anantnag town and some areas of Bijbehara also which has already been augmented from 1x6.3 MVA to 2x6.3 MVA and presently there is no proposal for its further augmentation as existing capacity is sufficient to cater to the present demand.
Meanwhile, replying to a question of Aga Syed Ruhullah Mehdi, the Minister said that the 1x10 MVA, 33/11 KV Receiving Station at Waterwani has been approved under PMDP (Rural) at an estimated cost of Rs.1.95 crore. She further informed that the villages of Sholipora, Waterwani/Bodina, Labartal villages of Budgam constituency are presently fed from Receiving Station Budgam which has recently been augmented from 24 MVA to 26.3 MVA.
The Minister also informed that the tenders for construction of Receiving Station at Waterwani along with other system strengthening works under DDUGJY were invited and subsequently cancelled.
“Re-tendering of the said works has not been undertaken till date owing to on-going litigation in High Court, Srinagar” she added.
