Members raise issues concerning Revenue, Parliamentary Affairs, Hajj & Auqaf Deptts
Jammu, January 17, (Scoop News)-Several members took part in the discussion on Demand of Grants for Revenue, Parliamentary Affairs, Hajj and Auqaf departments in Legislative Assembly today.
Initiating the discussion, MLA Khanyar Ali Mohammad Sagar said that J&K legislature is most powerful in the country and the Legislative Assembly should prove it by using its powers for the welfare of the people. He called for upholding the dignity and decorum of the prestigious institution and suggested for giving adequate time to the members to raise public interest issues through debates, Cut Motions, Resolutions etc in the House.
He said that there is lack of facilities in the health, power and education sectors in the state which need to be addressed by paying special focus on these key sectors.
MLA Pulwama Mohammad Khalil Band, while taking part in the discussion, said that Parliamentary Affairs is important part of the state machinery which needs to be strengthened.
Describing the House of public Representatives as a highly prestigious institution, he said that the legislators are elected by the people and it is the responsibility of the members to strengthen and uphold its dignity.
Mohammad Khalil Band suggested for providing residential accommodation and office to legislators in their respective constituencies. He also demanded good condition vehicles for MLA so that they can tour their constituencies without any difficulty.
While referring to bestowing of ownership of Kahcharai land to farmers, the MLA said that in the policy has not been properly implemented in Pulwama Constituency and urged the government to revisit in the process to do justice with the genuine farmers.
Choudhary Sukhnandan Kumar called for restarting the process of compensation to the owners whose land has been acquired for Jammu Ring road project.
Aijaz Ahmad Khan called for further streamlining the working of Revenue Department while describing it as the key tool for ensuring proper implementation of vital schemes and programmes.
Speaking on Parliamentary Affairs, he called for further empowerment of the legislators.
He also highlighted the issue of Ex-legislators and sought early redress of their genuine demands.
He also called for strengthening the newly formed administrative units in the State and filling up of key vacancies in revenue department including Tehsildars.
He asked the government to take steps for rehabilitation of the people living on bunds, Khads and suggested for bringing amendment in Laws, Acts and other Rules in Revenue Department.
Hakeem Mohammad Yasin, while taking part in discussion, urged the government to follow the protocol of the legislators during the tour of Ministers in their constituencies.
He said revenue department is the backbone of the government and demanded for early sanctioning of pending compensation to owners whose land has been acquired for construction of schools, hospitals, roads and other developmental projects. He also called for adopting comprehensive mechanism for providing land compensation to the land donors well in time.
M Y Tarigami underscored the need for transparency in Patwar Khanas. He called for speeding up digitalization of revenue records which he said will help to bring in transparency in the system.
Tarigami demanded for setting up Parliamentary Affairs Department with adequate staff.
He said the recommendations and other quarries sent by Chairpersons of Financial and other House Committees to the concerned Departments were not replied properly and well in time, which needs to be redressed.
Main Altaf Ahmad called upon Revenue Minister to hold at least two meetings at District Headquarter to review the disposal of the compensation cases and streamlining the system. He also asked the government to provide compensation to fire victims within a week’s time so that they could not face more hardships.
He suggested that the district plan proposals should be discussed with the concerned legislators before the District Development Board meetings are convened. He also pleaded for conducting two assembly sessions in a financial year. He also called for adopting transparent procedure for issuing RBA certificates.
Bashir Ahmad Dar, while taking part in the discussion, called for strengthening the institution of MLA and urged that their status should not be undermined. He suggested for conducting Assembly Business for ten days in every month.
He also asked the government to ensure regular monitoring of Patwar Khanas and protection of Waqaf property of the State.
Javid Hassan Beigh stressed on maintaining the status of MLA adding that they are representatives of the people and represent the state in the House. According to him the credibility of the institution is declining day by day which needs to be addressed.
He asked the government to protect and define the role and powers of MLA. He also suggested for constitution of House Committee in this regard.
Pawan Kumar Gupta said that the privilege and protocol of MLA is being compromised when it comes to plan formulation. He also complained that most of the departments do not invite the concerned MLA during the visit of Ministers to his Constituency. “This is a serious issue and the government should take appropriate view in this regard” he demanded.
Rajesh Gupta raised the issue of people living in EP property. According to him, they are living in these properties for last 70 years and deserve to be given Ownership rights. He suggested for constituting a Committee to look into the demand. He said the pending rent charged from the families living in EP houses should be recovered in instalments.
Deldan Namgyal while taking part in the discussion demanded speedy disposal of applications seeking PRCs. He said that the people of his constituency, where the population widely is scattered, face great hardships in getting Permanent Resident Certificate (PRC) as every time they have to walk several miles to know about the status of their applications. He urged the government to adopt easy and proper mechanism for issuance of PRC. He asked the government for shifting of ammunition depot near the villages to avoid any untoward incident.
Mohammad Akbar Lone, while taking part in the discussion, urged the government to implement the instructions of the Chief Minister issued during Public outreach programs in letter and spirit. He sought directions to the District Development Commissioners in this regard adding that they are the custodians of their respective districts.
He demanded speedy disbursement of sanctioned relief to 2014 flood victims adding that in his Constituency affected people have received only first instalment of the compensation. He also asked the government to ensure the accountability of the revenue staff including Patwari, Naib, Naib Tehsildar and Tehsildars.
Lone also urged for disposal of ownership cases under Roshni Act in Chenni Rama area of Jammu and said that funds are available with the government for Land Acquisition but there are many cases still pending. He pleaded for immediate settlement of all pending land compensation cases. He also demanded for enhancing of wages for Chowkidars.
MLA Hiranagar Kuldeep Raj urged the government for early release of compensation in favour of the people living in border areas of his Constituency whose property was damaged due to cross border shelling. He also pleaded for redressal of their issues.
MLA Abdul Rahim Rather said that the Committee on Ethics of Jammu and Kashmir Legislative Assembly recently toured to Karnataka State on study tour and were surprised to see that each Committee have separate room there. He urged government to have a similar infrastructure in J&K state.
He urged the government to fill all the vacant posts to ensure effective functioning of the revenue department.
R S Pathania sought separate offices for each legislator and government residential accommodation at their respective constituencies.
Mohammad Amin Bhat also supported the demand for provision of government office and residential accommodation for the legislators. He demanded for convening of Departmental Promotion Committee meetings in revenue department. He also urged the government to sanction risk allowance and other dues to the State Assembly Secretariat employees on the pattern of Parliament employees. He asked the government to ensure protocol of the legislators.
G M Saroori, while taking part in the discussion, sought written response from the government on the points raised by the legislators during Zero Hour in the Assembly.
He also demanded immediate eviction of encroachment on Auqaf land and action against the grabbers. He also demanded fulfilling of vacant posts in the revenue department.
Choudhary Qamar Hussain sought ownership rights for the people living in the state since 1947.
He demanded for increasing Haj Quota for Jammu and Kashmir State and giving tehsil status to Dumi village of his Constituency.
Shamim Firdous demanded settlement of the pending compensation cases in her constituency. He also pleaded for strengthening of Assembly Institution.
Javid Ahmad Rana called for strengthening democratic system in the State, which he said was must for development of State. He also pleaded for strengthening of Patwar Khanas.
Vikar Rasool Wani congratulated the Minister for Revenue Abdul Rehman Veeri for his work. He demanded for paying around 50 per cent of the salary of MLA as pension to ex-legislators.
He also demanded posting of Computer Operators with the legislators, residential accommodation for sitting MLAs both at Sriangar and Jammu and suggested to provide accommodation to former legislators at old MLA Hostels.
Vikar urged for expediting release of land compensation in favour of the owners whose land was acquired by the government in his Constituency.
Asgar Ali Karbalie highlighted various issues of his Constituency and asked the government for endowing Sub Division (SDM) status to it as promised by the former Chief Minister Mufti Mohammad Sayeed.
Usman Majid called for transparent transfers in revenue department and demanded immediate settlement of pending compensation cases.
Sheikh Ishfaq Jabbar urged the government to furnish appropriate reply to the Questions raised in the House. He also asked the government to define the role of Vice Chairmen of different Corporations. He also urged the government to increase staff strength in Auqaf Committees. Ishfaq also pleaded for removal of wrong entries in the revenue records.
Shah Mohammad Tantray raised various issue of public importance concerning his Constituency. He demanded for immediate retrieval of 20,000 kanal land which according to him has been encroached by the land grabbers in his Constituency. He also demanded for providing office accommodation to legislators at Assembly Secretariat.
Raja Manzoor Ahmad suggested for extending the time for Question Hour and appropriate reply to the Questions raised by the legislators.
Mubarak Gul, while highlighted the issues of his Constituency and demanded removal of encroachment on 65 kanal lands identified for construction of Degree Collage.
Abdul Majid Larmi urged the government to ensure maintenance of protocol of the legislators. He asked the government to release compensation to the owners whose land has been acquired by the government from time to time.
Yawar Ahmad Mir demanded for office accommodation for legislators inside the Assembly Secretariat.
