JKP proscribes use of smartphone by sentries on guard duty, system put in place to ensure compliance
use of mobile phones increased weapon snatching incidents in valley.

Jammu, May 25, (Scoop News)-After being wrested of 10 service rifles by militants in nearly past one month, the Jammu and Kashmir police has blocked use of smartphones by its personnel during duty hours particularly in Kashmir valley.
Ordering prohibition on use of smartphones by police officials during their legitimate duty hours, the police in a circular said, “It has been observed that recent weapon snatching incidents have occurred due to the reason that sentries on duty remain engaged with their smartphones for most of the time thereby compromising their legitimate duty. No sentry shall carry any smartphone during duty hours under any circumstances.”
“All sentries, particularly on guard duty, shall wear bullet proof gear and chain their weapon with their belts properly,” read the circular issued by the Additional Director General of Police (ADGP)-Armed, AK Choudhary.
Police said these thefts took place because the officials on guard duty were reportedly engrossed with their smartphones at the time of snatching of their weapons.
Use of mobile phones has considerably increased weapon snatching and killing of policemen particularly in Kashmir valley, the circular said adding the tendency (using of smartphones) had not only lowered the image of police, but also speaks volumes of supervision and sensitization of lower subordinates to inputs and security situation in and around a particular area. The police have decided to take and hourly situation report from all company commanders on any mobile use.
All duty officers have been asked to take hourly situation report from all Company Commanders. “All sentries shall ensure compliance of the standing drill in letter and spirit. They shall have to liaise with nearest district police installation / security force’s picket, it read.
“All the Commanders of Jammu and Kashmir Armed Police and Indian Reserve Police battalions and supervisory officers concerned are enjoined upon to ensure implementation of the direction in letter and spirit. They shall ensure that all the officers / officials of their respective units are briefed adequately in this regard for better results on the ground,” the circular said.
“In case of any delinquency, the concerned Commanders and other supervisory officer shall also be held responsible,” it added.
The fresh measure comes as 10 automatic service rifles- five from Badgam district, four from Srinagar district and one from Sopore (Baramulla)- were stolen by militants in the past nearly one month.
At least eight policemen have been suspended for failing to stop militants from snatching weapons.
