Centre envisages plugging social networking sites in roiled JK
key departments deliberate threadbare in recent meeting, provisions of IT Act to be invoked

Jammu, June 12, (Scoop News)-The Central Government is seriously mulling over the possibility of blocking social networking sites WhatsApp in roiled areas such as Jammu and Kashmir as it has come to light that militants are using it to remain in round the clock contact with their mentors operating from across the border, well informed sources said.
An official statement issued in the Union Capital on Monday said, a meeting convened in this regard discussed the effective measures needed to be taken by the law enforcing agencies to clobber the security challenges being advanced by the terrorists, militants and individuals propagating child pornography using the networking sites.
The issue was highlighted during a meeting held under the chair of Union Home Secretary Rajiv Gauha where the details about the recent arrests in connection with the attack at Nagrota Army camp in 2016 were discussed in which seven army men had lost their lives in the attack.
The arrested militants had told their interrogators in Kashmir Police that they were taking directions from across the border through WhatsApp call, the sources said adding that they (arrested militants0 had been recently handed over to National Investigation Agency (NIA) for further interrogation. They were allegedly involved in transporting and escorting them (terrorists) from border with Pakistan to the Army camp
Top officials from the Ministry of Electronics and Information Technology (MoEIT), the department of Telecommunication (DoT) and those from the security agencies besides Jammu and Kashmir Police deliberated over the removal of malicious content from the various social networking sites posted by ‘keypad jihadis’.
These keypad jihadists belch out acrimonious material on the internet to trigger law and order situation by spreading canards or arousing communal passions at an event.
The security agencies were faced with increased problems by the internet users. They have been unable to decode encryption due to end to end offered by the service provider, the sources said.
During the meeting the participants referred to some countries which included those from the Gulf where neither whatsApp voice nor video calling was allowed, sources added.
The meeting also decided that the law administering agencies to coordinate with the IT department to ensure that action to block the content on networking sites is taken in a timely manner.
They also discussed steps to boost synchronization among the MoEIT, DoT and security agencies to check and delete ‘malicious content’ under Section 69 (Power to issue direction for interruption or monitoring or decryption of any information through any computer resource) Section 79 (limited access to a communication system over which information made available by third parties is transmitted or temporarily stored or hosted) in accordance with the provisions of the IT Act. ...
