CEC convenes meeting with Commissioner Secretary Public Works (R&B)

Leh, August 19 (Scoop News)-CEC, LAHDC Dorjey Mutup convened a significant meeting with Commissioner Secretary Public Works (R&B) Department Khurshid Ahmad Shah to discuss about issues and various schemes of PWD, R&B and other Divisions at Council Secretariat, Leh today.

Executive Councilor Tourism, Tsering Sandup, Executive Councilor Animal & Sheep Husbandry Mumtaz Hussain, Councilor Tegar Rigzin Lundup, SE PWD Leh S K Pandita, SE PWD Kargil Sarwar Singh, SE PMGSY Kargil & Leh Nisar Kacho and concern Executive Engineers of Leh district attended the meeting.

In the meeting, CEC apprised the Commissioner Secretary of the issues concerning PWD divisions in the district. He demanded for posting of technical staff and accounts officials to the extent of sanctioned strength of PWD circle Leh and its Divisions. He stressed on filling up of vacant posts of AEEs, JEEs and full-fledged Head Draftsman to ensure systematic and effective work routine of PWD circle and its divisions. He strongly raised the demand for upgradation of special sub divisions of Nubra, Nyoma and Khaltsi to full Divisions for smooth execution and timely completion of works.

CEC put forth the need to provide adequate funds under major schemes like PMGSY, NABARD, CRF for the district and to release funds (unspent) in respect of 13th Finance Commission. He highlighted the immediate need of funds to clear the liabilities on account of last year’s execution of works. He also raised the need to increase the allocation then previous year to cover the entire district spread over a large area. He said that at present no funds under Transport and Communication from state sector to Leh district. He added that LAHDC will soon submit the revision case of maintenance grant under non plan and trusted for a positive consideration from the Commissioner Secretary’s office.

Councilor Tegar demanded for a hydrolic Division on lines of Zansker, training of Siachan River and to complete the half left projects under BADP in Nubra Valley. He strongly raised the issue of not having a single project under CRF in Nubra and stressed on the need to sanction CRF projects in Nubra. His demand was supported by EC Tsering Sandup and urged to seriously look into PWD related issues pertaining to Nubra. He also demanded for two JCB machines specifically for Nubra sub-division. Considering their demands, CEC directed SE to ensure fare share and to take up projects in consultation with the councillors.

The Commissioner Secretary gave a patient listening to all the demands and problems put forth in the meeting. He asked Council to submit proposal for all their requirements to his office. He gave assurance to look for possible solutions and early redressal of their problems. He said that he had a field visit of ongoing projects like Open Stadium, Indoor Stadium, Ice Hockey Rink and other places. He said that these are important projects and assured to take up the case with Chief Secretary to ensure completion of these projects at the earliest possible.

He spoke about the importance of utility certificate (UC) and bills to be produced and submit on time to ensure smooth sanction of funds and timely completion of works. He assured that if UCs and Bills are submitted on time there will be no issues with funds allocation. He said that in Nubra two projects in Rakuru and Fhatan has been proceed under CRF and Murgi and Kheemi Nallah are other two projects in line under CRF. He also assured to consider for a JCB to be stationed in Nubraat the disposal of Mechanical Division. He appreciated the parks developed in Leh by PWD and stressed on its maintenance to ensure its beauty and cleanliness.
