Kashmir imbroglio can't be solved militarily:Dulat, Analysts differ



Chandigarh, December 10, (Scoop News)-Former Indian spymaster, AS Dulat, Sunday claimed that Pakistan’s role in Jammu and Kashmir is ’blown out of proportion‘ and the issue can be resolved by engaging people of the state and talking to them.

“Pakistan has given up on Kashmir and the voices emanating from the valley indicate that people want peace and a dialogue with New Delhi,” he asserted and said “we have overplayed the role of Pakistan.”

Dulat said till mid 90’s of the previous century Pakistan was deeply involved and was virtually behind everything that happened there then but we still continue to amplify the role of Pakistan in the Kashmir problem even as Kashmiris have themselves distanced from Pakistan.

Participating in a group discussion on ‘Kashmir Quandary, Diagnosis and Remedy’, at the Military Literature Festival, he recapitulated that the problem cannot be solved by force or militarily. “It is not a military problem,” former spymaster insisted.

However, Kashmir based analysts observed that Kashmir is born out of military conflict when tribal invaders supported by Pakistan regulars attacked Kashmir in October 1947 and was responded by Indian troops after Maharaja Hari Singh signed Instrument of Accession (IoA).

They said Indian troops were stopped due to inexplicable reasons from moving beyond a particular point. Had they not been ordered to halt they could have got back the entire area of the state captured by the enemy troops.

“No resistance was offered to the advancing Indian troops and they could have easily retrieved the captured area of the state,” they said that “it was a problem born out of military conflict and could therefore be resolved militarily only. There is nothing political about Kashmiri issue. It was laced with political colour over a period of time.”

The others who took part in the conversation included former army generals, journalists and others.

‘The Kashmir imbroglio cannot be resolved militarily or by force but by involving political stakeholders and initiate a political process there,” he reiterated.

When Norwegian Prime Minister can visit Kashmir and hold talks with separatist Hurriyat leaders who are not permitted to meet the High Commissioner of Pakistan in New Delhi or they (separatist) expressing their reluctance to hold parleys with the Centre’s interlocutor, Dineshwar Sharma there. The only way forward is to engage and talk to all concerned parties, Dulat pointed out.

“One thing is clear that they (separatists) want peace and they want to engage in a comprehensive and a fruitful dialogue with all stakeholders,” he contended.

Former spymaster said the only one person who understood Kashmir issue was former Prime Minister, Atal Behari Vajpyee, and his was the only way forward.

Dulat said had there been a settlement worked out with the former President of Pakistan, Parvez Musharraf, under four point formulae there would have been peace for around 15 years in Jammu and Kashmir.

General Gautam Banerjee said the situation in Kashmir is ripe for holding a dialogue there as the situation has been brought under control. However, questions are being asked in several quarters how to kick start the political process in the absence of political workers at the grassroots level.

Before 1989 the situation in Kashmir was peaceful and the militancy thereafter worsened the situation many fold where the political or ideological process could have been launched but the accomplishments were forsaken for the armed forces to deal with, he said adding that Kashmiris knew that they can never secede from India and they took to arms because the same has become the mores due to the societal breakdown.

Expressing dismay over the increasing local content over foreign content in the ongoing militancy in the state, former army commander of Srinagar based Chinar Corps, General Satish Dua, said by pulling out troops from the south Kashmir, “we ceded the space to the terrorists to flourish and spread and that space has to be retrieved and restored.”

He said that Kashmiris are yearning for young leadership but there is a dearth of young leaders at present who can establish connect with the younger generation.
