Jora advocates a complete ‘Administrative Division’ for Ladakh with separate directorates created in all departments




Sidhra / Leh(Ladakh), December 14, (Scoop News)-Commanding enormous support of the people in his constituency and known for his fiery speeches both inside the state legislative assembly and in public rallies, senior Congress leader, Nawang Rigzin Jora, has observed that granting of ‘divisional’ status to Ladakh is meaningless unless separate directorates are created in all the departments.

“The divisional status should be in real terms and not a desultory one,” he said adding “and to give a practical shape to it, separate posts of about 40 departments need to be created in the region.”

Having distinction of being elected thrice from Leh assembly constituency, Jora, as a cabinet minister, held the portfolios of Labour Department, Tourism, Power Development Department and Urban Development Department under three different chief ministers, Mufti Mohammed Sayeed, Ghulam Nabi Azad and Omar Abdullah. He was also the Congress Legislature Party (CLP) leader in the recently dissolved legislative assembly.

Speaking to media, he said that by merely appointing a Divisional Commissioner and an Inspector General of Police (IGP) won’t serve the purpose instead an attempt has to be made to end discrimination and total disregard the local population has been subjected to since past over several decades.

,”People will continue to suffer, if one does not keep long distances besides the vastness and primitiveness of the region in mind,” he said.

Jora said there should be complete decentralization of power in a real sense and to impart justice to the people separate directorates of all the departments which are functioning in Jammu and Kashmir divisions need to be established here on the ground.

Incidentally, both the general houses of the Ladakh Autonomous Hill Development Council (LAHDC) in Leh and Kargil had earlier adopted unanimous resolutions for the divisional status to Ladakh. The demand was also unequivocally supported by several former lawmakers of the region.

The Chief Executive Councillor (CEC) of LAHDC-Leh, has written a letter to the Prime Minister, Narendra Modi, demanding a separate Administrative Division for Ladakh. He had also submitted a memorandum to the Governor, Satya Pal Malik, on December 3 this year

While supporting the demand for divisional status to the region, Congress party chief, GA Mir, has, however, pushed for taking the decision by the new constituted assembly after the elections instead of the Governor’s administration.

Ladakh constitutes nearly 70 percent geographical area of whole of the state and the region remains cut off from rest of India for over six months during winter. The region is culturally, linguistically and historically different from Kashmir and Jammu divisions....
