| Gram Panchayats leading grassroots governance in Rajouri | | Rajouri,May 29 (Scoop News)-District Administration Rajouri has adopted a multipronged strategy to ensure its outreach to around 1.20 lakh households in the district living in far flung and rural areas. Gram Panchayats have been roped in by the district administration in playing a proactive role in fighting COVID-19 pandemic in Rajouri.
The Gram panchayats are involved in organizing mass awareness through installation of Advisory Hoardings on COVID-19 at prominent places, institutions and hospitals in the panchayat. They are also spreading the message of hygiene and sanitization through distribution of advisory pamphlets, social mobilization through religious, community and prominent persons through Whatsapp, electronic and print media. A total of 19 Block COVID AMCs and 312 Panchayat COVID AMCs were constituted for the purpose who besides awareness ensured tracking of the persons who have entered in the Gram Panchayats or having symptoms similar to COVID-19. These committees were part of the Health Audit that was conducted in the district and the committee members accompanied the BLO who was entrusted with the task of capturing data of all the inhabitants of the Panchayat on Swasthya Nidhi Mobile app, thereby facilitating the identification of suspects. Through the efforts of these committees and with the active involvement of Panchayat members a total number of 1250 persons across the district were put under administrative or home quarantine as per the advisory issued by the Health authorities from time to time.
Training was imparted to Gram Panchayat members by the Block Medical Officers, Zonal Medical Officers, doctors and paramedical staff, ASHAs & other departmental Officers at various levels so that they, in turn, sensitize the people about Novel Coronavirus (COVID-19). 24X7 Rapid Response Team (RRTs) with active involvement of panchayat members were constituted with proper Personal Protection Equipment (PPE) to deal with any exigency.
For Active surveillance and tracking of the foreign travellers, monitoring of travellers with travel history especially coming from affected countries i.e. Italy, Iran, Saudi Arabia, Kuwait, China, Korea, etc. through Line Listing Reporting Formats,a total number of 19 whatsapp groups were created block-wise and BDC Chairperson of each block was added as a member of the group so that he/she can flash any urgent message to the concerned authorities.
Gram Panchayats were also actively involved in the manufacture and distribution of masks. They also ensured that people understood the importance of mask and started using mask. With the support of Panchayat members, more than 4 lakh masks have been distributed amongst the villagers. Gram Panchayats have been entrusted the responsibility to identify local entrepreneurs for manufacturing masks. Groups were formed in each block comprising of 8 to 10 members who were provided raw material to make masks. District Administration involved the Panchayat members in ensuring that the shops enlisted as Essential Services remain open during the lockdown.
The Gram Panchayats also proactively contribution in distribution of Supplementary Nutrition under ICDS, dry ration under Mid Day Meal Scheme and several other important welfare measures of the government. They are acting as strong pillars of democracy where they are leveraging their reach in the rural areas to ensure grassroot governance.
