| Reorganization of J&K & not separate Jammu is manifesto of JKNPP | | Jammu, October 23 (Scoop News)- “J&K National Panthers Party in its three day national convention held in 2008 at Mavlankar Hall, Rafi Marg, New Delhi resolved to mobilize the public opinion in Jammu and Kashmir and persuade the Parliament that J&K should be reorganized with two provincial governments and assemblies so that each province shall have its permanent Secretariat for the whole year in Srinagar and Jammu. At present Secretariat in summer functions at Srinagar and moves to Jammu in winter for six months. The two movements of the Secretariat with entire paraphernalia cost more than Rs.10 crores in a year. The functionaries/employees from Kashmir have to search for their houses/stay in Jammu city and vice versa causing tremendous hardships to their families including the young children who get confused with the disturbances in their education system. After the reorganization this movement of shifting and re-shifting the Secretariat will come to an end and the residents of both provinces shall also find it easy to visit the Secretariat whether in Jammu or Kashmir province.” This statement is made by Prof.Bhim Singh, the Founder of J&K National Panthers Party which was created in 1982 with a mission to strengthen emotional integration of J&K so that residents of J&K shall have an easy access to the Secretariat and the local government including the businesses in both provinces and each other.
Prof.Bhim Singh said that the three day convention held in New Delhi in 2008 was also addressed by several national leaders from secular parties including Dr. Karan Singh, Late Mr. Ram Jethmalani and others. The resolution made it clear that there shall be separation between Jammu and Kashmir. It was also resolved unanimously that there shall be separation of Kashmir from Jammu. It was declared that J&K shall be organized with separate provincial governments for Kashmir province and Jammu province. It was made very clear that the Assembly of J&K shall go for delimitation so that the J&K Assembly should have 50 MLAs from Kashmir Valley and the same (50) for Jammu province.
Prof.Bhim Singh declared that this resolution also included that Class-III & Class-IV services in each province should be available to the residents of each province only. He said that the declaration was also unanimously approved at the J&K convention held in Jammu in 2011. This was also made very clear that provincial assemblies shall be set up both in Kashmir Valley as well as Jammu province and each province shall have its own provincial government so that there shall be no leadership crisis. It was also decided that two provincial assemblies shall have a joint session both at Jammu and Srinagar every year so that the mutual/inter provincial problems/issues could be resolved if any.
It was also resolved that the leadership of Jammu province and Kashmir province shall have a coordination committee which will work under the guidance of the common Governor for the state. This was made clear that there shall be one High Court with its separate benches both at Srinagar and Jammu as it is today. There shall be one Governor who shall move between Kashmir and Jammu according to his choice so that he could spend half of his time in Srinagar as well as in Jammu.
NPP Supremo answered pressmen in a question that some RSS, Shiv Sena and some other individuals held a meeting under the chairmanship of JKNPP Chairman, Shri Harsh Dev Singh had announced 'Jammu Declaration' which has nothing to do with JKNPP's policies as several district presidents rightly have conveyed their strong disagreement with anything like 'Jammu Declaration' being formed on the crutches of Shiv Sena, RSS activists and some other individuals. He said Panthers Party has nothing to do either with 'Jammu Declaration' or 'Kashmir Declaration' which was announced by frustrated ex-ruling parties of the state.
Prof.Bhim Singh has called the President-JKNPP to convene a working committee meeting with all the 22 district presidents of Jammu, Kashmir and Ladakh which are constituents of JKNPP. It is the working committee with district presidents alone which can decide if the Panthers Party leadership should join hands and work with Shiv Sena or any other communal groups. At present the National Panthers Party has nothing to do with the so-called 'Jammu Declaration'. JKNPP is a secular-democratic movement and cannot go in hand and hand with communal and sectarian political activists.
