70th Republic Day celebrated at Leh with great fervor

Leh,January 26 (Scoop News)-The Chairman/ Chief Executive Councillor, LAHDC, Leh Jamyang Tsering Namgyal unfurled the national tri colour at historic Leh pologround celebrating the 70th Republic Day with gaiety and patriotic fervor. JTN was the chief guest on the occasion and took salute of the Republic Day parade amidst the gathering of thousands of audiences.

Present on the Republic Day function were former State Minister Venerable Tokdan Rimpoche, Dy. Chairman LAHDC, Leh Gyal P Wangyal, EC Minority Mumtaz Hussain, Executive Councilor Agriculture Phuntsog Stanzin, Councillors of LAHDC, Leh, Deputy Commissioner/ Chief Executive Officer LAHDC Leh Avny Lavasa , SSP Leh Sargun Shukla, Additional District Development Commissioner, Leh Moses Kunzang, heads of different religious, political and social organizations, high ranking army, Airforce and paramilitary officers and district officers.

Addressing the gathering at polo ground, CEC JTN on behalf of people greeted and congratulated Army, paramilitary and students on the occasion of 70th Republic Day of India. He said that Republic day is a moment to remember the freedom fighters like Mahatama Ghandi and Bhagat Singh who sacrificed their lives to free India from British. He also remembered the first President of India Dr. Rajendra Prasad who lead the free India and architect of India Constitution Dr. Bhim Rao Ambedkar who gave precious gift of Indian Constitution on 26th January, 1950.

CEC highly spoke of the contribution made by Ladakhis specially people living on the borders in safeguarding the nation since time immemorial. He said that Indian Government does take cognizance of it and valued Ladakhis as true patriots.

On the occasion, CEC highlighted the developmental and financial achievements of LAHDC, Leh resulted in the last five years under the leadership of PM Narendra Modi. He mentioned that under Prime Ministers’ Development Programme, Rs.80,000 Crores was released to the State and out of which about Rs. 25,000 Crore was allotted for development of the twin districts of Ladakh which includes Rs. 9,000 Crores for Zojila Tunnel, Rs.5,000 Crore for Lachulung-La and Taglang La Tunnel, Rs.1,700 Crores for Nimoo-Padum-Darcha Road.

Talking about sanctioning Rs.480 Crores for construction of airport terminal and bay extension, Rs. 323 Crores contract has already been awarded, JTN said that this prestigious project will be completed by Sept. 2021 with five bays which will prove boon for Ladakh’s tourism industry with a extended facility for operating 30 to 35 flights par day from Leh Airport when completed. Protecting the interest of local passengers, the LAHDC for the first time introduced subsidized air tickets at Rs.5000 from Leh to Delhi which has tremendously helped in restricting the airfare below 5,000/- by private travel agents, he quipped.

Jamyang also informed about Rs. 2,300 Crores Leh-Srinagar 200 KV Transmission Line that was successfully tested on 9th January, will be inaugurated by PM Narendra Modi on his upcoming visit to Leh. He said that commissioning of this project will ensure uninterrupted power supply to Ladakh. Referring to the Languishing programme of Rs: 374 crore that has achieved with the efforts of present LAHDC, JTN said that all important pending projects of Leh district will be completed by utilizing this fund ensuring equal distribution of funds.

CEC said that Rs.272.00 Crores cost 19 MW Hydro Project of Durbuk-Shayok is presently on active progress and under Swatch Bharat Mission, Project Tsangda (Waste Management and Segregation projects) are being successfully implemented by Rural Dev. Dept. at Solar Colony Choglamsar, Nubra Diskit, Khalti and Nimmo under the supervision of the Council.

Likewise under PMGSY (Phase X) 2017-18 and (Phase XII) 2018-19 a total of major seven (7) roads were sanctioned amounting to about Rs. 148 crore during the present Hill Council which include Rs.03.57 Crore Chulungkha Road, Rs.08.69 Crore Nyurla Timisgam Ang road, Rs.08.07 Crore Timisgam Tia road, Rs.12.99 Crore Stok Circular road, Rs.36.42 Crore Spangmik-Khakted road,Rs.26.61 Crore Mahey-Korzok road, Rs.03.61 Crore Sharnos to Shara road, Rs.27.69 Crore Likir-Hemis road, Rs.15.30 Crore Dhomkhar Dho to Dhomkhar Gogma road and Rs.05.40 Crore Kyungyam road, CEC JTN added.

CEC JTN also highlighted major road and bridge projects sanctioned under Central Road Funds (CRF) achieved for the first time in Leh including major ten (10) roads amounting to about Rs. 111 Crore sanctioned in last two years and credited MP Ladakh Thupstan Chhewing in sanctioning this projects for Leh which including Rs.19.77 Crore road from Chogalmsar to Spituk, Agling to Skalzangling, Rs.09.50 Crore Khakted to Chushul Road, Rs.08.39 Crore Link Road to Achina Lungba, Rs.12.94 Crore Link Road to Urbis, Rs.19.89 Crore Choglamsar Bridge and 9KM Road towards Chushot, Rs.06.80 Crore Upgradation of Road and Bridge at Martselang, Rs.18 Crore Mahey-Korzok Road, Rs. 07 Crore Sumda Road in Sku-Markha and Rs. 8.86 Crore Fastan Road.

Talking about Rs.42.05 Crores AMRUT project for development of Leh City, CEC JTN said that Diskit-Tsal (Housing Colony ) Park was completed under same project which will be dedicated to Late CEC Dr. Sonam Dawa Lonpo.

JTN further mentioned about Rs. 25.00 Crores Rurban Mission for Spituk-Choglamsar Cluster which is presently in active progress and most of the works are at the completion stage.

In Agriculture sector, Council is doing its best to complete the Cold Storage and Milk Pasteurizations Plants at Leh at the beginning of next season keeping in mind the importance of this dual projects for the welfare of the farmers. Reviving of traditional agriculture is yet another priority of present Council and to ensure reasonable price to the local vegetables and products, Council will not allow import of vegetables from outside when the variety of local vegetables are available in the market. He also talked about the improvement of agriculture by introducing soil health card and so far 5,493 cards have already been distributed among the farmers. To encourage youths towards agriculture sector, 11170 Kisan Credit Cards with huge subsidy issued among the youths of the district, JTN added.

Mentioning of procuring 9,000 ST Poles under SAUBHAGYA that has enabled power connection for about 2000 un-electrified households of Leh district, CEC said that by the end of 2019 not a single household will be left un-electrified. Under health sector, CEC JTN talked about the upgradation of 150 bedded SNM Hospital to 300 beds by the Governor of J&K State and creation of 99 posts including doctors and paramedical staff are under process. He also talked about the recently established Dialysis Unit in SNM Hospital Leh under Pradhan Mantri National Dialysis Program which is currently functioning benefitting a number of kidney patients.



Regarding preservation and promotion of Cultural heritage, JTN reiterated that Council is fully committed to give special focus on promotion of “ Rignaas Chu” (Ten Great Knowledge) which will greatly help for overall development of Ladakhi culture, he further added.



He also talked about recognition of Sowa-Rigpa medial system under Ayush during the tenure of present Govt. which will help to promote traditional medicine system in the entire Himalyan region. He also talked about granting deemed university status to CIBS, Leh under the leadership of PM Modi. Sanctioning of Cluster University with headquarter at Leh and creation of Degree College at Khaltsi is yet another milestone for the students of Ladakh, Jamyang said and added that the long pending demand for delinking EJM College Leh with Kashmir University was also resolved and now the students can complete their degree within the time frame with all exam related facilities at Leh itself.



The present Council giving top priority to the education, succeeded in streamlining education sector by reopening many Govt schools which were shutdown for years and committed to bring all the sick schools on the right track very soon. He also mentioned about present Council’s interference in maintaining a strict regulation on fee control, bus services and other facilities in private schools and cautioned that Council would not tolerate any violation on its directions.

To resolve the transfer problem of local police personal, JT Namgyal said that the State Govt. has sanctioned a new Police battalion in Leh and hoped that with the efforts of present Hill Council more battalions are likely to sanction for Leh shortly.

CEC JTN also mentioned about the appointment of a Ladakhi Member in the Jammu & Kashmir Public Service Commission for the first time and establishment of PSC level examination center in Leh has addressed multiple problems of the local candidates appearing at PSC level exams.

Jamyang Tsering Namgyal made a special mention about the dedication and work hard of the District Officers and officials in Leh in different fields and assured that present Council would leave no stone unturned to follow the case of granting 10 % SDA in their favour. At the same time JTN urged the departments to give preference for fulfilling the aspirations of the drown trodden section of the society.

On this occasion, citation awards were presented to individuals, Govt agencies and organizations for their remarkable contributions in various fields. To mark the occasion a colouful cultural programme was presented by the school children and artists of Information and Cultural Academy Leh.

Earlier in the morning, CEC also hoisted the national flag at Council Secretariat. Dy. Chairman, LAHDC, Leh, Executive Councilors, Councilors, Additional District Development Commissioner, Leh and Council office staff were also present on the occasion.

In the morning, the Deputy Commissioner/ Chief Executive Officer LAHDC Leh Avny Lavasa hoisted the national flag at DC Office Leh in presence of all the head of the departments.

The Republic day functions also celebrated at all the sub divisional, block and Naibat headquarters of Leh district. At Kharu SDM Gh. Mohd, at Diskit SDM Sonam Norboo, at Khaltsi SDM Sachin Kumar, at Nyoma Tehsilder Vilayat Ali, at Tehsil Sumoor Tehsilder Sonam Chosdon, at Panamik BDO Attaullah, at Nibat Khaltser Niab Tehsilder Sonam Punchok, at Naibat Turtuk Niab Tehsilder Abdul Rehman, at Naibat Chushot Niab Tehsildar Mohd Afzal Khan, at Naibat Basgo Niab Tehsildar Mohd Rohullah hoisted the national flag and took salute at parade.
