Chief Secretary chairs UT-Level Steering Committee meeting on M-CADWM Scheme


Leh, March 24 (Scoop News)-Chief Secretary, UT Ladakh, Shri Ashish Kundra, today chaired a meeting of the UT-Level Steering Committee to review the implementation of the Modernization of Command Area Development and Water Management (M-CADWM) scheme in the Union Territory. The scheme is being executed under the Jal Shakti Ministry as part of the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY).

During the meeting, the Public Health Engineering (PHE) Department gave a detailed presentation covering various aspects of the scheme, including identification of command areas, joint inspection mechanisms, and the overall implementation plan. Specific focus was laid on land identification for command areas at Stakna in Leh and Kaksar in Kargil.

The presentation also highlighted site plans, proposed structural and non-structural components under the M-CADWM scheme, and the estimated costs for both districts. Issues related to land ownership, as well as additional costs to be borne by the UT administration, were also discussed.

The proposal emphasized the promotion of micro-irrigation systems to support plantation of fruit crops, with the broader objective of enhancing greenery and boosting horticulture development in Ladakh.

The Chief Secretary deliberated in detail on the presentation and reviewed each component of the project. He sought clarity on land utilization, farmers’ participation, and the modalities for adopting efficient water management systems. He also stressed the importance of clearly defining the purpose of funds, operation and maintenance (O&M) mechanisms, and the role of the Horticulture Department in ensuring successful implementation of the scheme.

The meeting was attended by the Additional Deputy Commissioner Leh, Chief Planning Officer (CPO), Joint Director Agriculture, and representatives from the PHE and Horticulture Departments, along with other concerned officials.
