| Historic Teacher Transfer policy implemented in District Kargil | | Kargil, March 26 (Scoop News)-The Education Department, Kargil, under the guidance of Ladakh Autonomous Hill Development Council (LAHDC) and the District Administration Kargil, has issued transfer orders for teachers in a major reshuffle within the department. On the occasion, the LAHDC Kargil officially finalized and published the historic Teacher Transfer policy in, awaited since years for teachers, masters, and lecturers, following an extensive and thorough exercise.
The transfers include more than 2,260 teaching staff, comprising lecturers, masters, and Grade I, II, and III teachers. However, exemptions and leniency have been granted to specially abled teachers and senior teachers with less than six months of service remaining.
Speaking on the occasion, Hon’ble Chairman and Chief Executive Councillor, LAHDC Kargil, Dr. Mohd Jaffer Akhoon, appreciated the Deputy Commissioner and his entire team for their dedicated efforts, with special recognition to District Informatics Officer, Iftikhar Hussain. He termed the initiative as a “historic step” and assured that all possible support would be extended for its successful implementation.
The CEC further lauded the councillors for their unanimous decision, emphasizing that the policy is the result of a long and rigorous exercise involving in-depth deliberations. He highlighted the importance of ensuring quality education and establishing a transparent system that benefits both teachers and students.
During the session, District Informatics Officer, Iftikhar Hussain, gave a practical demonstration of the online portal developed for implementing the transfer policy, showcasing its user-friendly and transparent features.
Deputy Commissioner Kargil, in his address, expressed gratitude to the Hill Council and all councillors for rising above political considerations and working collectively under the leadership of the CEC. He highlighted the various challenges faced during the development of the portal and appreciated the consistent efforts of the team, particularly DIO Iftikhar Hussain, CCF Iftikhar Hussain, Chief Education Officer, and SDM Drass, Vishal Atri, for their contributions to the policy formulation.
The Deputy Commissioner further emphasized that the portal ensures a transparent and efficient system. He assured that feedback and grievances raised by teachers would be duly considered and incorporated. He added that the system has been designed to minimize the chances of discrepancies or injustice, making it a unique and accessible platform for smooth functioning of transfer processes.
The meeting was attended by Deputy Commissioner Kargil, Executive Councillors Kacho Mohammad Feroz, Zakir Hussain, Agha Syed Mujtaba Musavi, and Er. Punchok Tashi, Chief Controller of Finance Iftikhar Hussain, Sub-Divisional Magistrate Drass Vishal Atri, District Informatics Officer Iftikhar Hussain, and other concerned officials.
The transfers have been carried out purely on a merit-based system, considering allotted points to ensure transparency and fairness in the process.
Points were awarded based on the ‘Padhega Kargil, Badhega Kargil’ assessment, board results of the past two years, school enrollment over the last two years, and student feedback.
An online grievance redressal mechanism has been established, enabling aggrieved Officers to submit representations on email id – [email protected] within fifteen (15) days from the date of issuance of orders (after joining at the new place of posting). Such representations shall be examined as per policy and will be disposed off within fifteen (15) days.
All transferred officers/officials are deemed to have been relieved from their present place of posting with immediate effect and shall report to their new place of posting within two (02) days from the date of issuance of this order.
