| ₹18382 Cr liabilities cleared, CM Omar Abdullah tells Assembly | | assures regular settlement of bills | 
Jammu, March 31 (Scoop News)-Chief Minister Omar Abdullah today informed the House that bills amounting to ₹12,561.31 crore under various heads, including gratuity, commutation, leave salary and contractor payments, have been cleared up to March 27, 2026, while GPF bills worth ₹5,821.43 crore have been settled up to December 31, 2025.
The Chief Minister was replying to a question raised by legislator Sham Lal Sharma during the Question Hour of the ongoing Budget Session of the Jammu and Kashmir Legislative Assembly.
The Chief Minister, who also holds the Finance portfolio, stated that financial liabilities of the Government in the form of bills presented at Treasuries are being cleared on a regular basis. He added that payments relating to contractors and retired employees are also processed at regular intervals.
He further informed that during the financial year (2025–26), the Government has cleared ₹2,864.14 crore in gratuity, ₹1,123.22 crore in commutation, ₹773.47 crore in leave salary and ₹7,800.58 crore in contractor bills up to March 27, 2026, while GPF claims amounting to ₹5,821.43 crore have been settled up to December 31, 2025.
The Chief Minister also clarified that allocations are made on the basis of Heads of Expenditure rather than on a divisional basis, and accordingly, payments in the Treasuries are accounted for head-wise.
Legislator RS Pathania also raised a supplementary to the question.
₹3.80 Cr UT subsidy disbursed to 4288 beneficiaries under PM Surya Ghar Yojana: CM
Chief Minister Omar Abdullah today informed the Legislative Assembly that ₹3.80 crore has been disbursed as UT subsidy in favour of 4,288 consumers of Kashmir and Jammu Power Distribution Companies under the PM Surya Ghar: Muft Bijli Yojana.
The Chief Minister was replying to a question raised by legislator Shakti Raj Parihar regarding the scheme.
The Chief Minister, who also holds the Power portfolio, said that ₹1.80 crore has been disbursed in favour of the first 2,053 consumers of KPDCL, in line with the Central Financial Assistance (CFA). Similarly, ₹2 crore has been disbursed in favour of 2,235 beneficiaries of JPDCL under the scheme.
He informed the House that under the PM Surya Ghar: Muft Bijli Yojana, the subsidy component is primarily borne by the Government of India through the Ministry of New and Renewable Energy, with an additional subsidy component provided by the UT.
The Central Financial Assistance (CFA) is provided to residential consumers installing rooftop solar systems at ₹33,000 per kW for the first 2 kW of installed capacity and ₹19,800 per kW for the next 1 kW, taking the total maximum subsidy to ₹85,800 for systems up to 3 kW.
In addition, the UT provides a subsidy of ₹3,000 per kW—₹6,000 for 2 kW and up to ₹9,000 for 3 kW (capped at 3 kW)—taking the total subsidy up to ₹94,800 for a 3 kW system, he added.
The Chief Minister further stated that delays, wherever applicable, in the release of the UT’s share are primarily due to the verification of beneficiary installations, scrutiny of supporting documents, and integration of subsidy disbursement through the national portal.
He said that the J&K Administration is taking necessary steps to streamline the process and assured that the pending UT subsidy share will be released to eligible beneficiaries upon completion of verification formalities.
Government to prioritise recruitment to fill up vacancies in Govt departments: CM Omar
Chief Minister Omar Abdullah today informed the House that as many as 48,958 non-gazetted and 10,217 gazetted posts—across both direct recruitment and promotion quotas—are lying vacant in 38 government departments.
The Chief Minister was replying to a question raised by MLA Pulwama Waheed ur Rehman Para during the Question Hour of the ongoing Budget Session of the Jammu and Kashmir Legislative Assembly.
He stated that under the direct recruitment quota, 24,507 non-gazetted and 3,808 gazetted posts are vacant, while under the promotion quota, 24,451 non-gazetted and 6,409 gazetted posts remain unfilled across these departments.
The Chief Minister further informed that, at the district level, a total of 16,812 non-gazetted and 2,798 gazetted posts are vacant across all 20 districts of Jammu and Kashmir.
He added that during the previous year (2025), 959 gazetted vacancies were referred to the Jammu and Kashmir Public Service Commission, while 6,340 non-gazetted posts were referred to the Jammu and Kashmir Services Selection Board for recruitment.
