| JKCCC Delegation Meets Financial Commissioner, Addl. Chief Secretary; Key Issues Resolved | | Chairman Jeelani Purza Welcomes Government Support |
Srinagar, April 01 (Scoop News)- A delegation of the Jammu & Kashmir Contractors Coordination Committee (JKCCC), led by its Chairman Ghulam Jeelani Purza, recently held a detailed and cordial meeting with the Financial Commissioner (Additional Chief Secretary), Shailendra Kumar, to discuss a range of pressing issues faced by the contractor fraternity across Jammu & Kashmir.
The meeting, held in a constructive and positive atmosphere, focused on resolving long-pending concerns and ensuring the smooth execution of developmental works across the Jammu & Kashmir.
The JKCCC delegation raised concerns regarding delays in the release of pending payments pending at various levels. Taking immediate cognizance of the matter, the Financial Commissioner Shailendra Kumar issued on-the-spot directions to the concerned departments, instructing them to expedite the acceptance and processing of work-done bills submitted by contractors.
Expressing gratitude, JKCCC Chairman Jeelani Purza said, “We are sincerely thankful to Financial Commissioner (Additional Chief Secretary), Mr. Shailendra Kumar for his prompt and decisive intervention. His on-the-spot directions to clear pending bills have brought much-needed relief to the contractor community.”
The delegation also discussed the recent order issued by the Finance Department mandating the submission of royalty receipts from the Geology & Mining Department prior to the acceptance of work done bills.
The Financial Commissioner clarified that a relaxation has been granted for the current financial year. However, he emphasized that from the upcoming financial year, strict compliance will be mandatory. Contractors will be required to submit all necessary documentation including GST bills and royalty receipts for raw materials at the initial stage before bill submission.
JKCCC Chairman Purza urged all contractors across Jammu & Kashmir to strictly adhere to the updated rules and regulations to avoid future complications. “I appeal to all contractors to ensure that they procure proper GST invoices and royalty receipts for all construction materials, including sand, bajri and other raw materials, from authorized sources. Compliance with the new norms is essential to avoid any hindrance in bill processing going forward.”
The JKCCC also appealed to the Government of Jammu & Kashmir to facilitate the availability of legally sanctioned sources of construction materials across all districts and tehsil levels.
“For the timely and hassle-free execution of development projects, it is imperative that the government identifies and notifies legal sources of raw materials at the district and tehsil levels. This will significantly reduce operational challenges faced by contractors,” Purza added.
The JKCCC Chairman Ghulam Jeelani Purza extended heartfelt gratitude to J&K LG Manoj Sinha, Chief Minister Omar Abdullah, Deputy Chief Minister Surinder Choudhary, Chief Secretary Atul Dullo, Financial Commissioner (Additional Chief Secretary), Shailendra Kumar, Treasury Department and other officers and officials for their proactive role in resolving key issues of the contractor fraternity, particularly the clearance of pending payments and timely policy-level interventions.
He stated that the support and responsiveness of the administration have significantly boosted the confidence of contractors and will contribute positively towards the timely execution of development projects across Jammu & Kashmir.
The meeting concluded on a positive note, with assurances of continued cooperation between the administration and the contractor community to accelerate developmental works in Jammu & Kashmir.
