Panun Kashmir Delegation Submits Memorandum Seeking Recognition of Kashmiri Pandits
as Internally Displaced Genocide Victims and Survivors in Census 2027


Jammu, May 14 (Scoop News)-A delegation of Panun Kashmir today met and submitted a detailed memorandum to The Registrar General & Census Commissioner, Government of India through Sh.Amit Sharma I.A.S Director, Census Operations & Citizen Registration, J&K and Ladakh highlighting the Concerns, Constitutional Issues, and Expectations of the Displaced Kashmiri Pandit

The delegation was led by Dr.Aqnishekhar - Convenor Panun Kashmir and comprised Sanjay Raina – Sr. leader Panun Kashmir, M.K.Dhar -Media Secretary, Bhushan lal Bhat - Coordinator Grivience cell, Bitooji Bhat Coordinator Jagti unit, Bebooji Zutshi - Sr Leader Panun Kashmir and Hari Krishen Kaul .

The memorandum stated that Census 2027 cannot be treated as a routine statistical exercise in relation to the displaced Kashmiri Pandit community and asserted that the manner in which the community is classified and recorded would shape future constitutional recognition, restitution, reparation, rehabilitation and policy response.

Panun Kashmir strongly objected to any attempt to classify the displaced community merely as “migrants,” stating that migration implies voluntary movement, whereas the displacement of Kashmiri Pandits arose from genocide-affected conditions marked by targeted killings, intimidation, collapse of institutional protection, large-scale fear and failure of the State to secure life, liberty, dignity and property.

The memorandum demanded that displaced Kashmiri Pandits be distinctly identified and enumerated as internally displaced genocide victims and survivors and not merged into generic migratory categories.
The memorandum specifically sought:
* Correct and distinct classification of displaced Kashmiri Pandits separate from ordinary migrants.
* Recognition and enumeration of the community as internally displaced genocide victims and survivors.
* Recording of original place of residence within the Kashmir Valley for every displaced family and individual.
* Preservation of territorial and demographic linkage between the displaced community and its homeland within official records.
* Separate and identifiable demographic enumeration of the displaced community.
* Recording of duration, continuity, inter-generational nature and cause of displacement arising from genocide-affected conditions and state failure.
* Census mechanisms sensitive to prolonged displacement, demographic rupture and inter-generational exile.
* Use of Census data for future constitutional, reparative, restitutive, rehabilitative and restorative measures concerning internally displaced genocide victims and survivors.

The delegation also demanded that every displaced Kashmiri Pandit be territorially linked in census records to his or her original place of residence in the Kashmir Valley so that the demographic and civilizational continuity of the community is preserved within official records.
Panun Kashmir further emphasized that more than three decades of exile cannot be treated as routine migration and that official records must reflect the historical and constitutional reality of genocide-affected displacement and state failure.
The memorandum referred to India being a signatory to the United Nations Convention on the Prevention and Punishment of the Crime of Genocide, 1948, ratified by Parliament and pointed out that Article 5 of the Convention obligates State Parties to enact legislative and institutional mechanisms concerning genocide-affected communities and internally displaced genocide victims and survivors.

The delegation also informed the authorities that Panun Kashmir had already proposed the Panun Kashmir Genocide and Atrocities Prevention Bill, 2020 through Hon’ble Members of Parliament and members of the Council of Ministers to establish a legal framework relating to recognition, prevention, accountability, restitution, reparation, rehabilitation and protection of internally displaced genocide victims and survivors.

Addressing the media after the meeting, said that the issue before the community was not one of ordinary migration but one of genocide-affected displacement and prolonged exile.
He stated that official records must truthfully reflect the condition of internally displaced genocide victims and survivors and asserted that any dilution or mischaracterization in Census 2027 would amount to distortion of historical and constitutional reality.

Dr. Agnishekhar further stated that Panun Kashmir expects the Census authorities to approach the matter with constitutional seriousness, historical responsibility and sensitivity toward the continuing condition of internally displaced genocide victims and survivors belonging to the Kashmiri Pandit community.
