Jammu, October 18 (Scoop News)-JKPCC Working President calls for dignified treatment of JKAS officers by IAS counterparts; stresses courteous conduct by bureaucracy towards colleagues and the public.
Jammu: Jammu and Kashmir Pradesh Congress Committee (JKPCC) Working President Raman Bhalla has urged Lieutenant Governor Manoj Sinha to ensure that the highest standards of decency, dignity and mutual respect are maintained within the administrative machinery, particularly in the conduct of IAS officers towards their JKAS counterparts and in the bureaucracy's dealings with the general public.
Bhalla stressed that civil servants occupy positions of public trust and are expected to uphold the principles of fairness, humility, accountability and professional courtesy while discharging their official responsibilities. He said that mutual respect between officers belonging to different services was essential for maintaining administrative harmony, strengthening institutional coordination and ensuring the smooth functioning of governance.
Emphasising the importance of a respectful working environment, Bhalla said that differences in cadre, seniority or administrative position should never become a reason for discourteous behaviour or undermine the dignity of any officer. He maintained that IAS and JKAS officers are integral parts of the same administrative framework and share the responsibility of serving the people of Jammu and Kashmir. Their professional relationship, he said, should be guided by cooperation, mutual trust and respect for one another's experience and contribution.Bhalla urged the Lieutenant Governor to ensure that appropriate standards of professional conduct are followed across the administrative hierarchy and that every officer is treated with dignity, irrespective of cadre or position.
The JKPCC Working President also underscored that the need for decency and courtesy extends beyond interactions among government officers to the bureaucracy's dealings with ordinary citizens. He said that people approaching government offices for the resolution of their grievances deserve patient hearing, respectful treatment and timely responses. Public servants must recognise that their authority comes with a responsibility to serve citizens with sensitivity and impartiality. According to Bhalla, discourteous behaviour, avoidable delays and an indifferent attitude towards public grievances can weaken people's confidence in administrative institutions. He stressed that professionalism should be reflected not only in official decisions but also in the manner in which officers communicate and interact with colleagues and citizens. Bhalla called upon Lieutenant Governor Manoj Sinha to reinforce a culture of accountability, discipline and mutual respect throughout the bureaucracy. He said that clear emphasis on professional ethics and dignified conduct would help promote a healthier working environment, improve coordination among officers and make public administration more responsive to people's needs. He further emphasised that administrative efficiency and courteous behaviour must go hand in hand, adding that a respectful approach towards colleagues and the public is fundamental to good governance. Bhalla maintained that the administrative machinery would function more effectively when every officer, regardless of rank or cadre, works in an atmosphere of mutual respect and shared responsibility. He urged the Lieutenant Governor to ensure that the dignity of government employees is respected within the system and that citizens receive the courteous, transparent and accountable service they rightfully expect from the administration. |
