LAHDC, Leh convenes an introductory meeting with BDCs of Leh district
BDC chairmen of Leh district can participate in GCM of LAHDC, Leh : CEC Gyalson

Leh (Ladakh), January 16 (Scoop News)-An introductory meeting of BDCs of all the 16 blocks of Leh district with the Chairman/ Chief Executive Councilor, LAHDC, Leh Advocate Tashi Gyalson who is also the Chairman of Zila Parishad, Leh in presence of Executive Councillor for Rural Dev. Dept. Tashi Namgyal Yakzee and Director RDD UT Ladakh Tahir Hussain was held at DC Conference hall Leh today evening.
ACD Leh Sonam Norboo, District Panchayat Officer, Leh Zakir Hussain, BDC chairman of all the blocks and BDOs attended the meeting.
Chairman of Zila Parishad, Leh /CEC Gyalson welcoming the BDC chairman of different blocks of Leh district in the first introductory meeting said that the present Hill Council is committed to strengthen and empower grassroots democracy at Panchyant level in Leh district and to ensure close coordination between Panchyat institution and LAHDC, Leh, constructive deliberations are in progress. Regarding amendment in Council Act for making BDC chairmen as ex officio members in the General Council Meeting of LAHDC, Leh, CEC Gyalson said that Council is in full support of this genuine demand and said that Council will not wait for amendment and announced that BDC Chairmen of Leh district can participate in the GCM of LAHDC, Leh whenever convened.
CEC said that the involvement of Panchyat in the formulation of all the plans including Capex budget and SDP is very important to project the real demands and issues of rural villages. He said besides number of challenges there are a lot of opportunities with no shortage of funds in new setup of UT Ladakh adding with close coordination and proper planning, Hill Council and Panchyat can give very effective service to the people of Leh district.
Executive Councillor for Rural Dev. Dept. Tashi Namgyal Yakzee addressing the meeting stressed on strong coordination and understating between LAHDC, Leh, and Panchyat members in achieving major targets and said that panchyat can play a crucial role in fullest utilization of allocated funds and in close coordination with LAHDC, Leh.
Director RDD UT Ladakh Tahir Hussain said that with the formation of BDC, the three-tier democratic setup is completed in Leh and made it clear that as per the 2018 Amendment Act of LAHDC, Leh, the Hill Council Leh is the ZillaParishad of Leh district and all elected BDC chairman are ex officio members of the Zilla Parishad. The plan formulated at the block level will be approved by Chairman ZillaParishad in the General Council Meeting. Added Director Tahir and urged BDCs and BDOs to strictly follow the direction and decisions of Council saying that there is no option to undermine Council or bypass Council decisions.
Director RDD UT Ladakh Tahir Hussain said that proper planning is very important to achieve fruitful results and smooth execution of works and stressed on plan bank model at panchyat level saying that unlike advanced countries we lack proper planning which adversely affect execution. He urged upon the BDCs to make the best use of MG NREGA with convergence in creating useful assets in all the villages and said that as per the performance of expenditure funds will be increased for panchyats.
BDC Chairman Leh Dr. Skalzang Dorjey on behalf of BDCs projected demands like making BDCs as Ex officio member in GCM of LAHDC, Leh, release of funds for work done liabilities, changes in the ratio of wages and material components in MG NREGA as per the hilly region, quota system for panchyat in implementing schemes, accommodation and vehicle facilities for BDCs keeping in mind the dispersed villages of Ladakh, increase in the honorarium of Sarpanch and Panches etc.
