Mehbooba call Omar regime synonymous with Crime, Corruption | | Jammu,March 27 (Scoop News) - Dubbing Omar Abdullah led regime as synonymous with "Crime and Corruption", Peoples Democratic Party (PDP) chief Mehbooba Mufti today said that the young Chief Minister and his government has failed to come up to the expectations of all sections of the society. PDP president said that National Conference government has renegade all its promises which the party has made with the people from time to time. She mentioned that government had promised to withdraw FIR against 5000 youth but nothing has been done so far. She warned to come on streets if cases are not withdrawn against the youth.
Initiating debate in the Assembly on departments under the purview of Chief Minister, Mehbooba Mufti sarcastically said that people had high hopes from this "young" and "dynamic" Chief Minister but he has proved as "dynamite" for the people because he has dashed hopes of the every sections of the society. "Central government has given you unflinching support at every crucial moment be it in the case of the mysterious killing of Haji Yousuf, killing of 120 innocent youth or scam in Jammu and Kashmir Cricket Association (JKCA) but unfortunately you have failed to utilize this support for the well being of the people of Jammu and Kashmir", she told the Chief Minister, adding, " the constant support you are getting from the Centre can be utilized for the betterment of the people but you brazenly mis-used this support and failed to address basic problems of the masses". Taking a dig at present regime for turning Jammu and Kashmir into a police state, she satirically said, "when police has been monitoring functioning of all departments I don't think there is any need of demanding grants for other departments". "All democratic institutions be it Assembly, District Development Boards (DDBs), Panchayats or Urban Local Bodies have been undermined during the last three years", she observed and flayed the government for its failure to empower Pancahayats in the State. With one or other excuse the government has been delaying holding of Urban Local Bodies elections in the State which speaks about dictatorial mindsets of the ruling elites.
She lamented that institutions like State Accountability Commission (SAC) have been weaken by the government itself by approaching the Court of Law against various actions taken by the SAC. "Even Chief Minister Omar Abdullah has himself approached the Court of Law against directions passed by the SAC which is really a very bad and serious development", she observed.
PDP Legislature Party leader said that youth of the State was the worst victim of the policies being propagated by this government and the policies of the government were fueling alienation among younger generation. "Although backdoor appointments have been going on in all the departments, Housing and Urban Development Department has crossed all limits", she said and added that thousands of youth have been appointed in the Housing and Urban Development Department through backdoors. "We have documented proofs how the Minister concerned and the then Director has appointed youth through backdoors in the department and obliged many influential persons", she said and regretted that the young Chief Minister has failed to streamline recruitment process in the State. She regretted that on the one hand lower grade employees like Safai Karamcharies in the Urban Development Department were agitating for their demands of regularization or regular wages, the government has appointed thousands of youth in this department through backdoor and blocked opening for deserving people. "Government has no money to accept demands of Safari Karamcharies but on the other hand thousands of youth have been appointed through backdoors in urban bodies", she maintained.
PDP leader further said that instead of providing employment opportunities to the people, this regime has been snatching jobs from the youth. She mentioned that local channels which were providing jobs to the local youth have been banned by the government. "Only faults of these local channels were that they had showed what was going in the Valley during 2010 summer unrest", she said.
"You are a young Chief Minister and people were expecting that you should maintain sanctity of the institutions but unfortunately you have eroded the sanctity", she regretted and observed that government was postponing civic bodies only to continue with the backdoor appointments.
PDP chief further pointed out that daily wagers, contractual and casual employees are struggling to get wages. "The Government has been giving excuse of financial crunch for not addressing problems of these poor employees but on the other more than 150 senior officers including some tainted bureaucrats have given extension during the last three years", she observed and added that such policy of the government was denying recruitment to deserving youth as extension of senior officers has been putting huge financial burden on the state.
Ridiculing National Conference leadership for demanding autonomy for the State, she said that those demanding autonomy for the state have singed NCTC despite the fact that many states of the country have opposed this proposal. "As this regime has nothing to show as its performance so National Conference leadership has been bartering away interests of the people of Jammu and Kashmir to remain in power", she said and raised question over the intension of the State Government in its demand of revocation of Armed Forces Special Power Act (AFSPA). She said that besides natural resources of the state, the present regime has also surrendered Jammu and Kashmir Bank. "With much publicity the Chief Minister has announced constitution of Truth and Reconciliation but nothing has been done so far. Similarly government's policy to rehabilitate youth who have crossed over to other side of the Kashmir is still also in pipeline", she said.
Quoting media reports said that Central government has been claiming that recommendations of various Working Groups constituted by the Prime Minister have been implemented but nothing visible on ground. "I want reply from the government", she said. On failure of the government to withdraw cases against 5000 youth, she said that her party would agitate on this issue. "National Conference is welcome to go to Delhi to complain that PDP is with stone pelters", she said. Pointing towards rampant corruption in the State, she said that Anna Hazare has started a war against crime and corruption in the country but in Jammu and Kashmir corruption has been legalized. She mentioned towards mysterious killing of Haji Yousuf and scam in the JKCA. According to an estimate Haji Yousuf had collected Rs 5 crore from different persons but nothing concrete has been done to probe where the money has gone.
She expressed surprise that FIR in JKCA scam has been registered but no further action has been taken because Union Minister and National Conference president Dr Farooq Abdullah was involved in this scam worth crores. In an obvious reference to Chief Minister Omar Abdullah and Union Minister Dr Farooq Abdullah, she said that from top to bottom every one was facing charges of corruption. She also pointed towards recent purchase of "illegal" land at Mumbai by one of the director of the Jammu and Kashmir Bank Nehal Garbari. She mentioned that crime graph in Jammu region was on rise due to nexus between politicians and criminals. "You have taken action against some criminals but we have information that actions were taken only to grab business of these arrested persons by some persons closed to you", she told the Chief Minister. In her 45 minutes speech Mehbooba Mufti, amidst thumping of benches by party members, exposed all claims of the State Government ... |
