Mufti flays present regime for undermining democratic institutions in JK
Youth worst victims of government’s wrong policies: Mehbooba
Jammu, August 12 (Scoop News) – Reiterating his resolve to change fate of the people of Jammu and Kashmir, patron of the Peoples Democratic Party (PDP) Mufti Mohammad Sayeed today said that his party has a visionary agenda to solve political, economic and developmental problems of the State. He said that PDP has formulated its visionary agenda by incorporating wishes and aspirations of all sections of the society.
Addressing an impressive function at Dushera Ground, which was organised in connections with the 13th foundation day of party here today, Mr Sayeed said that on the one hand PDP has bigger agenda to solve internal and external dimensions of Kashmir problem while on the hand party has programmes and policies to provide basic amenities to the people Jammu, Kashmir and Ladakh. He reminded the mammoth gathering the previous PDP-Congress government had implemented its pro-people agenda and set an example of good governance.
“I don’t indulge in self praising but the people have themselves realized that the previous PDP-Congress government had taken radical steps to solve day today problems of the common masses and to bring transparency and accountability in the governance”, he said and reminded that it was all due to its sincere efforts that the previous government had earned credibility of the people.
“Our government had carved out a path of balanced and equitable development in the State”, he said and added that it was first time in the history of Jammu and Kashmir that equal treatment was given to all the regions and sub-regions of the State be it in sanctioning developmental funds or delegating decision-making powers. He further added that sincere efforts were taken by the PDP-Congress regime to bring transparency in the governance and to curb the menace of corruption.
“We have revived peoples’ faith in the democracy and in democratic institutions through our policies and programmes”, he said but hastened to add that the present regime has failed to come up to the expectations of the people. “The people have no faith on the present government and this regime does not has even a single achievement to highlight during its three and half year tenure”, he mentioned and regretted that the National Conference led government has failed to carry forward the agenda of peace and development which was initiated by the previous PDP-Congress regime.
PDP patron reminded the gathering that the all-party delegation, which had visited Jammu and Kashmir after the 2010 summer unrest, had mentioned that there was governance as well as trust deficit in the state. “In our short span of government we had earned trust as well as faith of the people”, he said and added it was one of the biggest achievements of the previous PDP-Congress regime.
Taking a dig at present government for undermining democratic institutions, Mr Sayeed said that failure to constitute Block Samittees and District Committees reflects that the present regime was not interested in strengthening Panchayati Raj Institutions in the State. “I don’t know why there is any delay in constituting these committees?’, he asked and observed that government was deliberately trying to weaken these institutions. He further mentioned that Central government has blocked a grant of Rs 600 crore becasuse the state government has failed to conduct local bodies elections, which were scheduled to be held in the month of February 2010.
Terming the present government has total failure, he said that all the central sponsored schemes were defunct in the state. He said that Centre has taken back a whopping grant of Rs 500 crore under Sarv Siksha Abhiyan (SSA) because the state government has failed to utilize the same amount.
PDP patron also condemned killing of innocent people at USA, Myanmar and Assam and said that there was no justification of the killing of innocent people.
Speaking on the occasion, president of PDP Mehbooba Mufti said that democracy was never allowed to flourish in Jammu and Kashmir because there was no alternative to the National Conference. She said that elections in the state were brazenly rigged and people were never allowed to elect government of their own choice. She especially mentioned that infamous 1987 rigged assembly elections had badly shattered peoples’ faith in the democracy and it ultimately led to bloodshed and destruction in the State. “Ever sections of the society bore brunt of the bloodshed and destruction which was result of the rigging in 1987 assembly elections’, she said and added that formation of PDP was turning point in the political history of Jammu and Kashmir because this party has challenged hegemony of National Conference.
Pointing towards rampant corruption in the State, she said that ever sections of society were bearing brunt of the wrong policies of the present regime but youth were the worst victims. She pointed out that backdoor appointments have been going on and the deserving educated unemployed youth were not getting employment. “Government has no funds to give wages to the poor daily wagers but a large number of senior officers, who have been getting whopping salaries, have been given extension without any reason”, she said and regretted that deserving youth were facing hardship due to wrong policies of the present regime.
Calling upon the people to compare 36 years long mis-governance of successive National Conference regimes with 36 months short tenure of Mufti Mohammad Sayeed, she said that PDP-Congress had mitigated woes of the common masses through its pro-people policies. She mentioned during that period supply of basic amenities like power, water and ration were streamlined and sincere steps were taken to solve day today problems of the people. She said that during PDP led regime neither Baglihar nor Dulhasti hydroelectric projects were commissioned but uninterrupted power was supplied to the people.
She reminded the gathering that Mufti Mohammad Sayeed as Chief Minister of the State, has set a standard of governance. “PDP through its agenda wants to restore dignity and honour of the people of Jammu and Kashmir and to make Jammu and Kashmir economically self-reliant”, she said, adding, “in our Self-Rule proposal we demand rights on our water resources so that we can utilize these resources properly to make our State economically self-reliant”.
Demanding opening of all traditional routes to make Jammu and Kashmir as gateway of Central Asia, he said that before 1947 Jammu and Kashmir was connected through different routes, with Central and South Asia but all the routes were closed after partition. She further said that self-rule aimed at opening all traditional routes to make Jammu and Kashmir as a business and trade centre of this region.
