JK BJP resolves to fight corruption in State

Jammu,September 4 (Scoop News) - Pledging its resolve to carry on the fight against rampant corruption and scams involving senior ministers and bureaucrats in state government, BJP today released to the press the resolutions passed by the party’s state executive at its just concluded 2-day meet.

At a session presided by State President Shamsher Singh Manhas, State General Secretary (Org.) Ashok Koul, Seh-Prabhari J&K R.P. Singh, Former State President Daya Krishan Kotwal and Legislature party leader Jugal Kishore Sharma, the first resolution titled the Political Resolution was presented before the House by party’s National Executive Member & Chief Spokeperson Dr. Jitendra Singh. It was seconded by State Vice-president Pawan Gupta. The second resolution dealing with problems of Border areas and people living there was presented by BJP State Executive Member Sanjiv Sharma and seconded by Jugal Kishore Sharma. Dr. Dava, the BJP leader from Ladakh also proposed a resolution demanding Union Territory Status for Ladakh. A resolution boycotting the J&K tour by Ex-Interlocutors had already been passed by the state executive earlier on the first day of the meet.

The operative part of the “Political Resolution” resolved to (a) continue and accelerate the struggle to root out corruption from high offices and expose the persons who have embezzled public money in the Congress-led UPA government and NC-Congress coalition government at state, carry its agenda to resolve the problems of refugees of all categories including PoK, West Pakistan, Displaced Kashmiri Pandit and Migrants from terrorism affected areas, Oppose the state government’s rehabilitation policy for surrendered militants in its present form. Fulfil its nationalist obligation of upholding the finality of J&K state’s accession to India and fight against the designs of separatists, their patrons in the government and their masters across the borders.

The resolution on border people and their problems demanded (a) the formation of Border Area Development Authority to look after the problems faced by the people of border as regards health, education, roads etc. To encourage employment, Central as well as State Govt. should give some concessions in the Govt. jobs to these deserving people. There should be uniform criteria for recruitment in armed forces for the border people irrespective of living near LoC or International border. Co-operative movement should be encouraged to enhance the earnings of the people and to use the resources.


There should be a permanent and respectful compensation and rehabilitation policy for the physically disabled victims of the firing across the border. The party also demanded Border Defence Committees (BDCs) on the pattern of Vilage Defence Committees (VDCs) for better co-ordination between the people of border and BSF.

POLITICAL RESOLUTION

New developments have taken place since the last meeting of party’s State Working Committee, reconfirming the long held view of the BJP that Congress-led UPA government at centre and NC-Congress coalition in the state are on one hand continuing with their past policy of appeasing and accommodating the separatist and anti-national forces and on the other hand promoting corruption, which is scaling new heights and thereby demoralizing and discouraging the nationalist populace which constitutes overwhelming majority in the state.

Wide positive publicity given to the report of the Interlocutors by the Central government is a glaring example of this approach. The report has since been rejected in a resolution adopted by BJP National Executive meeting in Mumbai on May 24.


Both state as well as central government are continuing with their policy of accommodating and rehabilitating anti-national elements and people are bearing the brunt of the same. The recent arrest of a police constable, rehabilitated former militant in Srinagar, who has since admitted having committed 13 acts of terrorism while working in police, is indicative of militant- police nexus. In this context, BJP suggests screening of all the police recruits. This coupled with discovery of a long, well provisioned underground tunnel at the border are instances which indicate the futility of the policy of rehabilitation and helping financially the anti-national forces and being accommodative and soft towards Pakistan. About the number of terrorists masquerading as reformed and rehabilitated police personnel and waiting to strike terror on instructions across the border, the same could be in thousands. These instances are tip of an ice-berg of an extensive and comprehensive reach and operation of the anti-national forces with active encouragement, expert advice, support and cooperation from across the border by Pakistan. The chance discovery of underground tunnel at border requires a paradigm shift of our perception and assessment of the threat posed by the anti-national forces, in symbiotic partnership with Inter Services Intelligence (ISI) and Pakistan army, and warrants a new and more strict response.

The State BJP is of the considered opinion that the recent spate of LoC firing by Pak security forces is direct outcome of discovery of underground tunnel at the border meant to provide alternate means of pushing terrorists into Indian territory.

Oblivious of these dangerous portents, the Congress-led UPA government is revelling in scams of inestimable proportions. These scams of astronomical proportions are getting revealed with a regularity. The track record of NC-Congress coalition in the state is no different. More than half a dozen ministers of this government are facing investigation by State Accountability Commission ( SAC).

Huge tracks of state land has been illegally grabbed by politicians and bureaucrats with impunity. The scam related to funds in Jammu-Kashmir Cricket Association (JKCA) is not being bonafidely inquired into.

No effective and meaningful steps are taken to check price rise which has broken the back of the common man. The prices of all commodities have sky-rocketed due to the massive corruption indulged in by the ruling politicians.

The government is only interested in putting the hurdles in and curtailment of Amarnath Yatra period to please fundamentalist forces who are ill at ease with religious pluralism. The Supreme Court direction in this regard should be implemented without delay.

The government is single mindedly avoiding empowering panchayats by not extending 73rd & 74th amendments on the pattern of rest of the country, which would have created a social bulwark against anti-national elements in the entire state.

The party also favours strengthening of State Women Commission at district levels and more job opportunities for unemployed youth.

In areas where terrorists are active, the state government is deliberately avoiding encouraging the VDCs by not extending proper incentives and paying a reasonably remunerative honorarium to them. A large number among them are not being paid anything at all, though funds for them are received from the Central government by the state and these funds are expended elsewhere which add pelf to the ruling politicians and bureaucrats.

Political reservation in favour of SCs is not being extended as per the constitution which is of utmost importance for empowering historically discriminated segments of the society.

The only agenda of the government is to encourage and help the anti-national elements, land grabbers, black marketers, corrupt, indulge in nepotism and painting the security forces negatively. The party has continuously brought up these issues in public and made people aware about the same.

Meanwhile, the party’s stand against regional discrimination and in favour of abrogation of article 370 and delimitation of assembly constituencies remains consistent.

RESOLUTION ON BORDER PEOPLE

In the state of Jammu and Kashmir, out of 142 Administrative blocks, 44 blocks are directly sharing the border along with Pakistan and China. The people of State along with the border are not only affected by arms smuggling and infiltration by anti-national elements but also have to deal with special problems arising out of their distinct geo-physical situation and socio-economic conditions. People are facing hardships because of inadequate or lack of basic infrastructure facilities. Also due to adverse climatic conditions, the working seasons/hours remains very short in the State, resulting in low levels of development.

The people of these areas are deprived of good education as there is hardly any standard education institution in these areas near border. Medical facilities are of only primitive standards. These areas/villages are supposed to be linked with major towns or national highways for fast movement of both public as well as security forces. But most of the villages of the border area are deprived of this urgently required basic facility.

As there is no big industry near the border nor are other employment avenues available, there is a huge unemployment in villages/towns of the border.

Govt. has done the fencing on the border leaving almost 500 meters to 1km of Indian land towards zero line resulting a practical problem for the farmers to cultivate their land left behind the fencing. No compensation has been paid to the farmers on this score.

Border Area Development Project (BADP) is meant for the people residing on the border but the State Govt. has extended the benefits to the whole of the block touching the border, thereby diluting the effects and benefits of the program for the people of Border.

Moreover, there is an atmosphere of terror in these areas because of unexpected firing from Pakistan side. A number of people have become permanently disabled because of firing and blast of mines on the border.

Jammu and Kashmir State unit of Bharatiya Janata party through this resolution demands that the formation of Border Area Development Authority to look after the problems faced by the people of border as regards health, education, roads etc. To encourage employment, Central as well as State Govt. should give some concessions in the Govt. jobs to these deserving people.
