Though there has been lot of change over the years in the governance and administrative set up but many issues like that of unity of the state the tradition of the two capitals still seems to be a necessity, he added and stressed for making this movement purposeful and less expensive.

In this regard, he suggested the appointment of an expert committee to review the ongoing tradition with a view to reducing the mounting expenditure and make the matters meaningful especially with regard to the disposal of the files and expediting the working in the offices.

Prof. Gupta said there is a dire need to attend to the feelings of discrimination against Jammu and Ladakh regions as the major objective of taking Darbar from one place Jammu to Srinagar and visa versa , is lacking on many accounts especially in the political representation, administrative set up and developmental activities. This needed immediate attention.
