Good-governance,work culture should be visible: Omar | | Srinagar, May 6 (Scoop News) – Chief Minister, Omar Abdullah Monday reiterated his instructions to the administration for being quick to public needs and ensuring good-governance, transparency and work culture at all levels. “Good governance, transparency and work culture should be visible while you deliver on public demands and implement development programmes”, he said in a joint meeting of the Council of Ministers and Administrative Secretaries he chaired here on the opening day of ‘Darbar Move’ of moving government offices in the Summer Capital here today. The Chief Minister said that people have greater expectations with the government and want administrations to be pro–active and prompt on issues of urgent public importance. He asked the administrations to rededicate to achieve the development agenda put forth by the coalition government in 2009 for comprehensive progress in the state. He said that current year has witnessed ups and downs but the general trend is positive and government through its collective political and administrative responses has overcome the difficulties. He asked the administration to be quick in resolving public difficulties particularly in the sectors of power supply, supply of essential commodities and food-grains especially in far–flung and rural areas and carrying forward development process on accelerated pace. Omar Abdullah directed for early completion of assessment report regarding the damage caused due to earth quake in erstwhile Doda District and parts of South Kashmir so that affected people are provided necessary assistance. He said reports in this regard should be finalised on fast track so that the State government takes up the issue of assistance with the Union Government. The Chief Minister emphasised the need of being tough by the Ministers and Administrative Secretaries on the issue of corruptions and asked them to lead in this regard by example. “Any complaint you receive should be taken very seriously and verified thoroughly. If found true, the case should be immediately handed over to the correct authority for prompt action under rules” he told them and directed for prompt dealing with complaints regarding corruption. Omar Abdullah asked the administrative secretaries to ensure adherence to roaster by all departments while giving promotions so that no injustice is done to any category of employees. He also called for looking into genuine demands of Patwaries and taking necessary measures to address the grievances. He also directed for ensuring availability of ration at all CAPD distribution centres and said that steps need to be taken in this regard despite the impediment that Jammu and Kashmir State instead of receiving ration quota from the centre government on 2011 census basis, gets it as per 2001 census. The Chief Minister directed for moving ahead on expansion programme particularly in the sectors of education, health, animal husbandry, social welfare etc to accommodate public demands while implementing consolidation strategy. He also underlined the need to re-examine the order regarding financial benefits to the employees serving in far-flung and difficult areas and directed for making it more beneficial and lucrative for the employees who work in remote and far-flung places. The Chief Minister asked the administrative secretaries to gear up for plan discussion scheduled to be on 28th of this month in New Delhi and said that the efforts of the State Government should be to get maximum plan allocation even though there are some financial constraints at the Union Government level. All the members of Council of Ministers, Chief Secretary, all Principal Secretaries, Commissioner Secretaries and Secretaries to the government were present in the meeting. The Chief Minister also chaired a separate meeting of Council of Ministers and discussed various matters relating to the development of the State. The Chief Minister inaugurated newly constructed two additional blocks for Information and Technology Ministry and Ministry for Industries and Commerce. The In-Charge Ministers of these ministries alongwith Commissioner Secretaries, staff and all necessary paraphernalia will operate from these blocks in the Civil Secretariat premises. Omar Abdullah also inaugurated upgraded and computerized three new clerical halls of Housing and Urban Development Department, Social Welfare Department and Medical Education Department besides Cabinet Section and ARI offices. He interacted with officials and enquired their welfare. Earlier, the Chief Minister was received by the members of his Council of Ministers, top brass bureaucrats including Chief Secretary, Director General Police, Director General Prisons, various Principal Secretaries, Commissioner Secretaries, Divisional Commissioners, Administrative Secretaries and office bearers of Non-Gazetted Civil Secretariat Employees Union and Lower Grade Civil Secretariat Employees Union. The Jammu and Kashmir Police contingent presented the Chief Minister an impressive guard of honour and welcomed him on arriving at Civil Secretariat.
