Rather for plugging gaps to remove dev. deficit in Kargil district
Lays foundation stone of Rs. 45 cr world class Ice Hockey Ring

Kargil, May 26 (Scoop News) –Minister for Finance and Ladakh Affairs, Abdul Rehim Rather laid foundation stone of Rs. 45 crore world class Indoor Ice Hockey Stadium at Kargil. Various games like Ice Hockey, Snow Skiing and other sports will be played in the stadium round the year.
Earlier, the Minister reviewed the pace of physical and financial achievements registered during the last fiscal in the district.
The review meeting was attended by Chief Executive Councillor, Ladakh Autonomous Hill Development Council (LAHDC) Kargil, Kachoo Ahmad Ali, Executive Councillor for Works and Power, Gh. Rasool Nagoo, Executive Councillor for Agriculture and Revenue, Haji Ghulam Ameer, Executive Councillor for Rural Development, Syed Qazim Sabri, Additional Deputy Commissioner, Kargil, Hassan Khan, Superintendent of Police Kargil, Javed Iqbal Mattoo, Superintendent Engineer, PWD, Abdul Wahid and concerned officers of the district Administration.
Speaking on the occasion, Rather enjoined upon the officers and engineers of the district to work with added zeal and commitment for removing hardships of the people of this topographically disadvantageous backward and hilly district. He said people of the district have pinned high hope on the present dispensation and onus lies on the concerned officers and engineers at the helm of affairs to come up to their expectations. He said though the overall plan performance in the district during the last fiscal has remained almost satisfactory but there are still some gaps which needed to be plugged for removing development deficit in the district. He said the present government is well abreast with the problems and hardships of the people of Ladakh region in view of which, special funds have been earmarked by both Centre and State Governments.
Kachoo Ahmed Ali while presenting the physical and financial achievements registered in Kargil district during previous fiscal said that out of the total plan outlay of Rs. 76 crore, an amount of about Rs. 68.86 have been incurred on various sector. Making 90.66% of the total expenditure. He said construction of Boys Hostel at Channi Ramma has been completed at an estimated cost of Rs. 7 crore which will provide accommodation facilities to about 200 students of the district. He said 27 new hand pumps were installed and 10 defunct hand pumps re-activated during the last fiscal.
About recommendation of the Special Task Force constituted by the Centre for development of Ladakh region, Kachoo said against an availability of Rs. 99 crore an amount of Rs. 75.29 crore have been booked upto ending March 2013. Under the Special Task Force about 52 various short term project amount to Rs. 226.50 crore have been recommended for immediate implementation in Kargil district. The works/ projects completed during last fiscal under this special developmental initiative include construction of Buddhist Study Centre at Mulbekh, two Dak Bunglows at Garkkone and Chikthan and 5 Block Veterinary Offices(BVO). It is expected that 13 bridges and most of the on-going schemes/ projects under Special Task Force recommendations will be completed during the current fiscal (2013-14).
The meeting also reviewed progress achieved under various Centrally sponsored schemes including Border Area Development Programme, PMGSY, AIBP, MGNREGA, IAYRHS, National Rural Drinking Water Programme (NRDWP),NRHM, RMSA,SSA and Mid-Day Meal Schemes.
The Chairman and members of the LADHC Kargil demanded to provide additional funds for construction of Council Infrastructure under PMRP. It was also strongly pleaded to provide emergency financial assistance to the tune of Rs. 3.98 crore to combat prevailing drought like situation in the Kargil district.
The Minister assured that every possible support will be provided to the people of this backward district to ameliorate their lot and overcome various hardships on account of its advantageous location.
