Question Hour in Assembly- Rs. 2806 cr relief package for Agri growers
orchardists submitted to Centre: Veeri
Jammu, March 30 (Scoop News)-Minister for Horticulture, Abdul Rehman Veeri informed the House that loss assessment of September 2014 floods has been done adding that due to rains and floods the crop/fruit area of about 6.48 lakh hectare got affected in varying degrees in the State, causing loss to the tune of Rs. 5611.65 crore.
Replying to a question by Syed Farooq Ahmed Indrabi in LA here today, the Minister informed that Government has recommended sanctioning of ex-gratia relief of Rs. 2806 crore to the Centre in favour of Agriculture growers/ orchardists, which is 50% of the actual loss these growers have suffered.
The Minister added that Finance Minister in Budget 2015-16 has proposed to waive off 50% of the KCC loans for the smallest and most vulnerable farmers who have an outstanding balance of less than Rs. One lakh adding that for the purpose, Rs. 150 crore have been earmarked.
The Minister further informed that 90% paddy crops / fruit and vegetables got adversely damaged in Dooru constituency due to the floods in September 2014.




Staff creation, infra Dev of new AUs under examination: Javaid Mir
Minister for Revenue, Javaid Mustafa Mir informed the house that new Administrative Units (AUs) including 9 Sub-Divisions, 50 Tehsils and 99 Niabats stand created across the State.
Replying to a question by Devender Rana in LA here today, the Minister informed that no specific date can be given regarding operationalization of these Administrative Units, as it will be subject to the creation of necessary staff, infrastructure and availability of sufficient funds. He said the process of creation of staff and provision for infrastructure is presently under examination, in consultation with Finance and Planning and Development Departments.
In reply to another related question by Rajeev Sharma, the Minister said that by and large, all the new Administrative Units created by the Government vide order No Rev-(S) 169 in Akhnoor constituency have been made functional by way of internal arrangement either in the existing government buildings or in rental buildings, pending creation of permanent infrastructure.
The Minister said that an amount of Rs. 46.04 lakh has been provided to the respective drawing and disbursing officers for defraying expenditure on account of salary, electricity charges, stationery, furnishing, rentals etc. He said infrastructure in the shape of computers and furniture also stands provided in these units for making them functional.
Legislators, Mohammad Yousuf Bhat, Er. Abdul Rashid, Mushtaq Ahmed Shah and Nazir Ahmed Gurezi raised supplementaries to the main question and demanded early functionalization of new Administrative Units in their constituencies.






99 road projects in Doda sanctioned under PMGSY: Sunil Sharma
30 under NABARD in Gool-Arnas, Gulabgarh
Minister of State for R&B, Sunil Sharma informed the House that 99 road projects costing Rs. 48372.33 lakh having total length of 884.12 km have been sanctioned for Doda district under PMGSY.
Replying to a question by Shakti Raj Parihar in LA here today, the Minister said that work on some projects has been slow due to forest clearance / land compensation issues and Court cases. He said department is making all out effort to expedite forest clearances and land compensation award and shall also follow up court cases vigorously so that the scheme gets completed at the earliest.
In reply to another question by Haji Mumtaz Ahmed, the Minister informed that 30 road projects have been taken up in Gool-Arnas and Gool-Gulabgarh constituency under NABARD, at the total estimated cost of Rs. 9975.65 lakh. He said Rs. 7853.85 lakh has been expended on the execution of these road projects upto last financial year, whileas an amount of Rs. 806.04 lakh is being spent during current financial year on these projects.
The Minister further informed that construction of 27 road projects involving total cost of Rs. 7972.34 lakh was taken up in Arnas and Gulabgarh constituencies under state sector, against which Rs. 2126.76 lakh stand utilized on these projects upto last financial year, whileas an amount of Rs. 161 lakh is being expended during current financial year on the execution of these road projects.



CEA requested to expedite appraisal process of 1856 MW Sawalkote HEP: Dy CM

Deputy Chief Minister, Dr. Nirmal Singh informed the House that Detailed Project Report (DPR) of 1856 MW Sawalkote Hydro Electric Project (HEP) is under appraisal of Central Electricity Authority (CEA) adding that CEA has been requested to expedite the appraisal process so that follow up steps for implementation are taken.
Replying to a question by Neelam Langeh in LA here today, the Minister informed that no power project is under construction at Dessa.
Deputy Chief Minister further informed the House that in case of a natural calamity causing damage to the power infrastructure, the restoration work is taken up on war footing using all the material available in Divisional stores procured for other on-going works. He said the material is also issued from Central stores on deferred payment basis to meet the exigency without waiting for the funds to be released under any Disaster Plan.
Dr. Nirmal Singh said that the department strives to bring back on rails the damaged network and preference is given to restoration of essential services like PHE, Hospitals, Telephone Exchange etc.
The Deputy Chief Minister said that Constituency is not a unit for development of power sector. He said Phase-II of the Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) has been sanctioned for Ramban district. He said the scheme covers un-electrified areas.
He said the endeavour of the department is to supply electricity to the consumers round the year despite limitations of high load vis-a-vis agreemented load on receiving stations, revenue realization, systemic load / transmission constraints etc. He said in Ramban district which does not have 100% metered areas regulated curtailment is enforced. He said curtailment is also done due to technical / distress reasons connected with Northern Region Load Despatch Centre / State Load Despatch Centre. He said power supply also gets affected due to natural / weather conditions.


33 Community Halls, Sheds taken up in Chenani Constituency: Haq Khan
Minister for Rural Development and Panchayati Raj, Abdul Haq Khan informed the House that construction of 33 Community Halls / sheds have been taken up in Chenani constituency during the last three years. He said an amount of Rs. 63.71 lakh and 78.43 Cft Timber has been utilized so far on these Community Halls.
Replying to a question by Dina Nath Bhagat in LA here today, the Minister said that for timely execution of the works some timber has been purchased from private firms namely Ashok Enterprises and JP Traders Udhampur. He said timber has been purchased due to non-availability in Forest Division Udhampur of the timber required as per the specifications for the purpose.
