JK CM holds meeting with DCs, HoDs of Kashmir Valley
Mufti directs release of State share to access funding under CSSs

Srinagar, November 24 (Scoop News)-Asking Deputy Commissioners not to lose focus on the kitty of funds allocated under Centrally-Sponsored Schemes (CSSs), Chief Minister, Mufti Mohammad Sayeed, Tuesday issued instructions to ensure release of State share to the districts, enabling the Deputy Commissioners to access the Central share of funding for achieving both physical and financial targets fixed during the District Development Board (DDB) meetings.
Since 50 per cent of the Rs.6000 crore kitty under CSSs has been earmarked for education sector alone, he also passed instructions for approaching MHRD to convene its meeting of the Project Approval Board (PAB) so that funds under Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and Sarva Shiksha Abhiyan (SSA) are sanctioned at the earliest.
The Chief Minister issued these directions while chairing a high-level meeting to review implementation of decisions taken in the DDB meetings, stock position of essential supplies and commodities, solid waste management plans and flood protection measures.
Minister for Finance & Culture, Dr. Haseeb A. Drabu, Divisional Commissioner, Kashmir, Asgar Hassan Samoon, Director General, Information & PR, Zaffar Ahmad, Development Commissioner Power, Gul Ayaz, besides DCs and HoDs of Kashmir valley attended the meeting.
The meeting began with Divisional Commissioner presenting a brief overview about the status of board decisions, snow preparedness, stock position of various essentialities with particular reference to Ladakh and far-flung areas.
The Chief Minister was informed that out of the 223 DDB decisions, 59 have been implemented while 163 are at various stages of implementation. It was given out that 112 snow-clearance machines have been deployed and buffer stocks of 1 lakh tonnes of food-grain and 1 lakh LPG cylinders are available to meet the demand in the peak winter season. “The LPG stock will be raised to 4 lakh cylinders to meet the requirement of consumers in winter,” he informed the meeting.
Referring to the colossal damage inflicted by the devastating floods of September 2014, the Chief Minister said that flood prevention measures have become imperatively necessary to avert loss of life and property in future. He referred to the component of funds earmarked for flood protection and management under the Prime Minister’s Development Package announced recently.
According top-most priority to the flood management initiative of the government, Mufti Sayeed instructed I&FC Department to firm up a ‘Comprehensive Flood Management Plan’ which factors in all the elements required to not only substantially increase the carrying capacity of the rivers and spill-over channels but also takes care of the fortification of river banks. “The Plan should be prioritized so that it is placed before the Cabinet for consideration at the earliest,” he said, while emphasizing that the allocation of resources for achieving this objective would not be a constraint.
While taking district-wise review of the progress made in implementation of various CSSs, Mufti Sayeed was informed about the non-release of Central share under SSA and RMSA by Ministry of Human Resource Development (MHRD) because of the delay in holding of PAB meeting.
The Chief Minister directed Education Department to take immediate measures for expediting the release of Central share under RMSA and SSA so that funds earmarked could be optimally utilized.
Mufti Sayeed noted with satisfaction the progress achieved in implementation of MNREGA, particularly after convergence by linking it with other sectors. However, he also registered his concern on low levels of expenditure, keeping in view the limited working season in Kashmir Division as only one quarter is left in the current financial year.
While taking review of the health and education sectors, Mufti Sayeed stated that given the paucity of resources, a portion of under-construction sub-district hospitals could be made functional to provide the required healthcare services. He also asked DC Ganderbal to expedite the transfer of land with Animal Husbandry Department to the Central University in lieu of the land to be provided by the university.
While expressing concern over complaints of non-adherence to curtailment schedule by Power Development Department (PDD), the Chief Minister directed Development Commissioner (DC) Power to strengthen its transmission system so that requirement of power in peak hours is ensured. “Curtailment schedule has to be strictly adhered to. The department should run a drive against misuse and pilferage of power so that it is judiciously used,” he said, while emphasizing upon strengthening the enforcement wing of the department.
Against demand of 1600 MW in winter to provide 24x7 power supply, PDD is able to deliver only 1200 MW given the transmission infrastructure with the department in the valley. Nearly 51 per cent the households in Kashmir Division are metered so far, the meeting was informed.
It was decided in the meeting that PDD must strictly implement the notified schedule of load shedding by an eight-hour cut in non-metered areas and a three-hour cut in metered areas so that people do not face any hardship in the event of unscheduled power cuts.
Following up on the Cabinet decision which sanctioned Rs.29.50 crore for realignment of houseboats in the Dal Lake, the Chief Minister was informed by VC LAWDA that 380 houseboats will be shifted and aligned at Doldum with 76 adjusted in each of the five bays by undertaking land and shoreline development as well as providing sewer connectivity.
On the issue of slow progress of work on development of Rakh-e-Arth Housing Colony for Dal dwellers, the Chief Minister suggested a policy revisit with regard to providing housing accommodation to the dislocated families to ensure construction of uniform structures and development of colony by providing all basic amenities, besides addressing their livelihood issues.
VC LAWDA informed the meeting that out of the Rs.416 crore earmarked on the rehabilitation of Dal dwellers under State sector, only Rs. 9.25 crore have been released so far, which has severely hampered the progress of development ofRakh-e-Arth Colony. The rehabilitation of Dal dwellers is not part of the National Lake Conservation Plan (NLCP) sanctioned for Dal lake at a cost of Rs. 298 crore.
VC LAWDA also brought to the notice of the Chief Minister the issue of procuring new master harvesters for flushing the lake from the scourge of lily pack, which has infested the lake after the devastating floods of 2014.
Taking firsthand appraisal of the some of the important directions given during various DDB meetings, the Chief Minister directed the Finance & Planning Departments to immediately release corpus fund of Rs. 1 crore to SKIMS Soura for treatment / management of cancer. He also issued directions for release of an additionality of Rs. 20 crore under Srinagar District Plan.
While briefing the Chief Minister about the drainage project being executed by National Building Construction Corporation (NBCC), Deputy Commissioner Srinagar said against approved allocation of Rs.130 crore, only Rs. 90 crore have been released so far.
The Chief Minister was assured that the remaining part of the allocation under drainage sector for Srinagar city will be released shortly under Atal Mission for Rejuvenation & Urban Transformation (AMRUT).
Highlighting the need for creating enough multi-tier parking slots in the summer capital, the Chief Minister stated that the KMD Parking slot has not been conceived appropriately as it has a provision of accommodating only 298 vehicles. Responding to this observation, the Divisional Commissioner informed the Chief Minister that a plan is being worked out to shift the office of Government Press in the proximity of the KMD Parking site so that the capacity of the multi-tier parking is expanded to at least 1000 vehicles.
The Director School Education, Kashmir, informed the meeting that there are 10500 schools spread across Kashmir Division, with most of these having toilet and potable water facilities. However, he said that in schools located in difficult terrain and remote and inaccessible areas, water storage tanks have been made available.
The Chief Minister also directed Chief Engineer R&B to take up the macadamization of Lassipora-Pulwama Road, in respect of which widening has been completed, on a fast-track basis. He also instructed DC Power to make the project for augmentation of the Lassipora Grid Station so that the requirement of power to entrepreneurs within the Industrial Growth Centre (IGC) Lassipora is ensured.

Australian High Commissioner meets Governor

Mehbooba greets people on Gurpurab

Katra Chopper Crash: Dy CM, Sukhnandan attend funeral of Chib couple
JAMMU, NOVEMBER 24: The Deputy Chief Minister, Dr Nirmal Singh alongwith Choudhary Sukhnandan Kumar, Minister for PHE, Irrigation & Flood Control attended the funeral ceremony of Arjun Chib and his wife Vandana who died in the chopper crash near Katra here on Monday.
MPs Shamser Singh Manhas and Jugal Kishore Sharma, MLA Katra, Ajay Nanda, Vice–Chairman Kissan Advisory Board, Mr D S Chib and several other political leaders were also present at the funeral of Chib couple performed at the native village of the deceased at Gho Manhasan in Jammu.
The Deputy Chief Minister also interacted with the family members of the deceased family and expressed sympathies with them. He prayed for the eternal peace to the departed soul and said the government would provide every possible support to them.
Dr Singh while interacting with the media persons on the sidelines of the funeral said that Director General Civil Aviation (DGCA) has already initiated a probe in the matter and on its recommendations necessary measures would be put in place to avoid recurrence of such tragic incidents in future.

Bali inaugurates Climate Change workshop at JU
Govt to launch massive plantation drive to rejuvenate degraded forests
‘Media, educational institutions have key role in creating awareness about hazards on environmental degradation’
JAMMU, NOVEMBER 24: Minister for Forests, Ecology & Environment, Bali Bhagat inaugurated one-day workshop on “Climate Change Concerns Adaptation & Mitigation” organized by the Department of Ecology, Environment & Remote Sensing in collaboration with University of Jammu (JU) here today.
The objective of the workshop is to discuss the issues related to the growing menace of environmental degradation, climate change, their impact on earth and living beings and to address these growing concerns.
The event also provided an opportunity to the research scholars, scientists, experts, officers to exchange their views on the subject in length and they suggested several measures to deal with this sensitive subject effectively.
Vice Chancellor University of Jammu, Prof R D Sharma, Principal Secretary Forests, R K Gupta, Principal Chief Conservator of Forests, A K Singh, Director Environment, Ecology & Remote Sensing, Dr O P Sharma, HoD Environmental Science, JU, Dr. A.K. Raina, all HoDs of Forest Departments, large number of research scholars and Faculty Members of JU, former HoDs of Forest Department participated in the workshop.
Speaking on the occasion, the Minister said that environment and climate change are among the biggest challenges concerning the world and efforts are being made by individual countries to deal effectively with this hazard. He said it is not an issue to be handled by one country, but the entire world community has to make collective resolve to address it by putting an effective mechanism in place. He said only deliberations and holding of seminars will not work, but it is the time to act and requires hard decisions on ground. He called upon the experts and scholars to come out with concrete suggestions which can help in rejuvenating the environment and reverse the effects of climate change.
Maintaining that the Government has chalked out a comprehensive plan to rejuvenate the degraded forests across the State and shortly a massive plantation drive will be launched with the active support of local people and several other stakeholders under Public Private Partnership. He said the Department of Forest has developed over 150 nurseries across the State which have over one crore plants that will be planted in the degraded areas. The plantation drive will be a regular feature and department has already identified the worst affected areas.
Stressing the need for dovetailing the efforts by the concerned departments for achieving the common goal, the Minister directed the officers to chalk out a strategy to undertake affective awareness campaigns throughout the State to educate the masses about the hazards of environmental degradation. He also highlighted the role of the media and educational institutions in creating awareness in the society and said these two must focus on this paramount cause to the planet from further destruction. He expressed happiness that University of Jammu has been doing excellent job in the field and hoped that the activities will be further accelerated in the rural areas.
The Vice Chancellor in his address said that seminar is a better platform for the scholars and faculty members to interact in depth which could be useful in seeking solutions to deal with the issue. He said Jammu University is equally concerned about the environment related issues and is making constant efforts to educate the masses by organizing awareness camps at different places. He suggested some valuable measures to deal with the issue. He also appreciated the efforts of Mr O P Sharma, Director Environment for his personal involvement in the activities and maintaining close coordination with the University to organize such useful events. He also extended his gratitude to the Minster for gracing the occasion.
Several speakers including Prof A K Raina and Mr O P Sharma also addressed the gathering and highlighted the adverse affects of environment degradation and climate change in day-to-day life.
Later, the Minister inaugurated the additional office accommodation of Directorate of Soil Conservation at Bahu Narwal, constructed at a cost of Rs 25 lakh. The new accommodation will be exclusively utilized by the Direction office by housing all its offices.
Principal Secretary Forests, Rakesh Kumar Gupta, Principal Chief Conservator of Forests, A.K. Singh, Director Soil Conservation, Ravi Kesar and HoDs of other wings of the Forest Department were present on the occasion.

Speaker reviews ongoing works of JMC
Stresses for judicious utilization of funds
JAMMU, NOVEMBER 24: Speaker, Jammu and Kashmir Legislative Assembly, Kavinder Gupta today convened a meeting to review the developmental works being executed by the Jammu Municipal Corporation.
Minister of State for Education, Information and Culture, Ms Priya Sethi, besides legislators, Satpaul Sharma, Rajesh Gupta, Ashok Khajuria and Charanjit Singh Khalsa were also present in the meeting.
Threadbare discussions were held on different issues especially status of ongoing works, ward-wise funds distribution, plan status, installation and repair of street lights, demolishing of illegal constructions, shortage of safai Karamcharis and approval of work contracts.
Speaker directed the Municipal authorities to complete all ongoing developmental works in a stipulated time frame strictly adhering to the quality norms . He also directed the concerned for judicious utilization of funds besides allotment of works on merit.
Commissioner, Jammu Municipal Corporation, Ms Mandeep Kour, apprised the meeting about the functioning of the Corporation and status of ongoing projects.
Joint Commissioner (Works), R S Jamwal, Joint Commissioner (Adm), Kushal Chand and other senior officers of Corporation were also present in the meeting.

Kohli reviews status of Rs 178 Cr road projects of Kalakote
Stresses on time bound completion of works
JAMMU, NOVEMBER 24: The Minister for Transport, Abdul Gani Kholi reviewed the progress of road projects coming up under PMGSY in Kalakote constituency costing Rs 178 crore, here at an officer meeting.
Chief Engineer, PMGSY Abdul Hamid Sheikh, Superintending Engineer, Jammu Sita Ram Dogra, Executive Engineer Budhal Zubair Ahmad and Executive Engineer Rajouri Shabir Ahmad and other officers were present in the meeting.
The meeting was informed that projects once completed will provide road connectivity to 37 habitations while 21 roads and one bridge is part of these projects. 17 road projects costing Rs 58 crore stands already completed provided road connectivity to about 25 habitations of the constituency, the meeting was told. The meeting was told that all left over habitations coming under core network have also been covered under network programme.
The Minister directed the officers to gear up their men and machinery to ensure time bound completion of the ongoing works adding that strict monitoring should be kept to maintain quality of works and make judicious use of funds.”Government’s priority is to connect the rural areas with urban areas for their speedy social-economic development and concerted efforts are afoot to create durable assets for the people of the State”, Kholi stressed.
Kohli directed the concerned departments to work in synergy to remove the bottlenecks impeding the execution of the projects so that the timelines fixed are strictly adhered to. The Minister also took a comprehensive review of the works on Koticharwal and Narala roads being executed under PMGSY. The concerned officers apprised the Minister that Dangri-Argi, Reda-Kag, Jangral-Pradu,Pattira-Goma, Chingus-Ranibatura and Potha-Androola roads will be completed during this fiscal. The Minister also instructed the concerned for early completion of Badhal-Gondi road which was damaged due to rains and landslides.
