Jammu, January 18, (Scoop News)- Minister for Public Works and Parliamentary Affairs Abdul Rehman Veeri today informed the Legislative Assembly that the Government would soon take up comprehensive survey to ascertain feasibility of Tral-Pahalgam road.
“Development of Tral area is priority of the Government and steps are being taken to provide all facilities to the people,” the Minister said in reply to a Question by MLA Mushtaq Ahmed Shah.
The Minister said the proposed road has a total length of Rs 26.50 KMs, of which 12.00 Km stretch (Tral to Bathnoor) already exists and needs to be upgraded. He said 14.50 KM remaining stretch passes through thick forests and needs clearance from the Forest Department. He said about 202 kanal forest land is involved in upgradation of this stretch.
The Minister also said that construction of Pastoona, Tral to Wahab Sahab Shar Khrew road has been started from Tral side. He said indent has been placed with DFO concerned for issuance of forest clearance due to involvement of 108 kanals of forest land.
Regarding Tral-Awantipora via Nowdal road, Mr Veeri said 3 Km stretch on this road has been widened to intermediate lane. “The road has now been sanctioned under NABARD RIDF-XXII at a cost of Rs 719.03 lakh,” he added.
The Minister also informed the house that Tral-Awantipora via Dadasara road has been sanctioned under CRF at a cost of Rs 14.30 crore.
"During current financial year Rs 5.90 crore has been released. 5km road length has been upgraded. Further improvement and upgradation is in progress," he informed.
Mr Veeri further informed the house that during current financial year, an aggregate length of 3Km has been improved / upgraded by way of water Bound Macadam (WBM) G-II.
He also said that DPR for 2 KM Batagund-Gong road is under formulation.
Funding under PMDP proposed for completion of SDH Sopore: Bali Bhagat
Minister for Health & Medical Education Bali Bhagat today said the state government has proposed additional funding under Prime Ministers Development Package (PMDP) to speed up completion of additional block of Sub-district hospital Sopore. "However the approval is yet to be received from GoI," he informed the house.
The Minister was replying to a question by MLA Haji Abdul Rashid.
Giving details about the physical progress of SDH Sopore, the Minister said OPD building and IPD block (Ist Phase) has been completed and made functional. "IPD 2nd phase has been completed upto roof level and construction work is going on. BMO's quarter is complete, while quarters for paramedic staff have been constructed up to 2nd storey," he said. He also said that the work on operation theatre block/kitchen block roofing is also complete, while slab has been laid on upto 2nd floor of nursing hostel.
Mr Bhagat also said that project is likely to be completed during the current financial year, subject to release of balance amount in full by the central govt.
BADP funds being utilized for creating assets in border areas: Abdul Haq
Minister for Rural Development and Panchayati Raj, Abdul Haq today told the Legislative Assembly that funds provided under Border Area Development Programme (BADP) are being utilized for creating vital assets to facilitate the socio-economic development of the people living in the border areas.
Replying to a Question by Er Abdul Rashid, the Minister said the funds are mainly spent on allied works under Agriculture, Power, Rural Development, Youth Services & Sports, Forest, R&B, Health, Education, and CAPD. He also furnished the details of works undertaken under BADP in the border areas falling in Karnah, Kupwara, Handwara and Gurez constituencies during the financial years 2014-15 and 2015-16. He said the works are taken up as per the guidelines and available resources.
Awaiting formal sanction from GoI for establishing Medical College Doda: Bali
Minister for Health & Medical Education, Bali Bhagat today informed the Legislative Assembly that the formal sanction and grant-in-aid for establishment of new medical college in Doda is awaited from the Government of India and work on the project will start as and when the same is received.
In reply to a Question by Mr Shakti Raj Parihar, the Minister said the process of fulfilling formalities for establishment of Medical College Doda on the part of State Government has already begun. The revenue papers duly mutated in favor of the Health & Medical Education Department for the land measuring 160 kanals at village Arnora Ghat in Doda for establishing the College have already been submitted to the Government of India asking it to convey the formal approval.
Regarding the operationalizing the newly sanctioned GNM School at Doda, the Minister said that under Centrally Sponsored Scheme, a GNM School has been sanctioned by the Government of India for the Doda district to strengthen the nursing services for which funds to the tune of Rs 3.37 crore have been released to the executing agency.
As regards establishment of Nursing College in the district, the Minister said that presently there is no such proposal before the Government.
On the issue of creation of staff for Trauma Hospital Khellani and New Type PHCs in Doda constituency, the Minister said some posts for the NTPHCs have been referred to the recruiting agencies, besides a proposal for creation of posts for Accidental Hospital Khellani is under the consideration of the government.
7 crops notified under PMFBY: Hanjura
Minister for Agriculture, Ghulam Nabi Lone Hanjura today said the Government has notified seven crops/geographical areas to be covered under Prime Minister Fasal Bhima Yojana (PMFBY) in the state.
Replying to a question of MLA Choudhary Sukhnandan, the Minister said that seven crops included under PMFBY are Paddy, Maize, wheat, oilseeds, mango, saffron and apple spread over 20 districts/287 blocks of the state. Only 2% premium is to be paid by the farmers for all Kharif crops and 1.5% for all Rabi crops, he added.
"In case of commercial and horticulture crops, the premium is 5% only of the sum insured. The rest will be equally shared by GOI and state Govt," he added.
Regarding the progress achieved in implementation of the scheme, the Minister said that there was some issue with the National Insurance Company (NIC) - the service provider - with regard to notification date.
He said the matter has been taken up with the government of India for early resolution enabling the state government to let farmers go in for insurance during the current Rabi season.
"There is no response and possibly no change in the stand taken by National Insurance Company. The department is also simultaneously taking steps for re-bidding, in case the current attempt to rope in NIC fails," the Minister informed the house.
The Minster also informed the House that 32,593.26 quintals of wheat has been produced in SM Farm Chakroi and SM Farm Chinore during the past two years.
He however said that most of the sown area was damaged due to water logging caused by heavy rains during flowering season and damage by unseasonal rains during Rabi 2014-15.
He also said that due to firing on borders and prolonged dry spell, the crop remained under draught conditions during 2015-16.
He further informed that Rs 2401.274 lakh expenditure has been incurred in five years for works taken for upgradation of the seed multiplication farm for Jammu Basmati.
4.64 lakh mandays generated under MGNREGA in Kokernag constituency: Abdul Haq
Minister for Rural Development and Panchayati Raj, Abdul Haq Khan today informed the Legislative Assembly that as many as 4.64 lakh mandays have been generated and 709 works executed under MGNREGA in Kokernag constituency during the last two financial years.
Replying to a question raised by Abdul Raheem Rather in the Lower House, the Minister informed that in Larnoo 128, Breng 220, Achabal 93, Sagam 179 works were executed during 2015-16 while as in 2016-17 in Larnoo 02, Breng 08, Achabal 33 and in Sagam 46 works were executed. He further said that as many as 382361 man-days were generated in 2015-16 and 81744 in 2016-17 in Kokernag constituency. Besides, an amount of Rs. 21.14 lakh has been incurred on the cost of labor and material components for executing various works during 2016-17.
On the implementation of Swachh Bharat Mission (SBM) in the said blocks, the Minister informed the house that an amount of Rs 85.20 lakh and Rs. 3.43 lakh were spent during 2015-16 and 2016-17 respectively.
Under Indira Awas Yojana (IAY) and Pradhan Mantri Awas Yojana (PMAY), an amount of Rs 87 lakh has been disbursed among 305 beneficiaries during 2014-15, 2015-16 and 2016-17, the Minister informed.
