Question Hour in LC : Filling of vacancies in Revenue Deptt to be fast-tracked: Basharat Bukhari
Jammu, January 18, (Scoop News)- Minister for Revenue, Relief and Rehabilitation Syed Basharat Bukhari today informed the Legislative Council that the government will expedite the process of filling up the vacant posts in the Revenue Department.
Replying to a question by Master Noor Hussain, Minister said the department has posted all the newly recruited Patwaris against the vacant posts. He said concerned recruitment agencies would be asked to expedite the process for filling up the remaining vacant posts.
The Minister informed that out of the 1836 sanctioned posts of Patwaries, 1565 Patwaries are in position while as 239 posts are lying vacant in the department. He said the department has already referred the available vacancies under various categories to the recruiting agencies. "As and when recruitment process is completed, the vacant posts will be filled up," he assured and informed that the un-referred vacancies are also being referred in due course for recruitment.
Legislators Saif-ud-Din Bhat and Naresh Kumar Gupta raised supplementary questions.
4388 new Fair Price Shops to be opened in JK: Zulfkar
Minister for Food, Civil Supplies and Consumer Affairs Chaudhary Zulfkar Ali today informed the house that the government has sanctioned 4388 new Fair Price Shops (FPS) which will be opened on commission basis in the state.
Replying to a question by Dr Shehnaz Ganaie in the upper house, the Minister said at present 5970 sale depots and FPSs are existing across the state adding that no Sale Depot/FPS have been opened during the current financial year so far. He however, said that 4388 FPSs have been sanctioned by the government to be opened on commission basis. He said the criterion set by the government would be strictly followed while setting up these new FPSs.
Giving details about the procurement and sale of Rice, Wheat and Atta from FCI, the Minister said that under NFSA, government is procuring rice at the rate of Rs 3 per Kg and Wheat at Rs 2 per Kg for priority category including AAY and PHH and the same is provided to the consumers at the same price, while for NPHH category Rice and Wheat is sold at Rs 15 and Rs 12 per Kg respectively, while Atta is sold at Rs 13 per Kg.
He said under tied-over, the government is procuring rice at Rs 8.30 per kg and Wheat at Rs 6.10 per Kg from FCI.
The Minister further stated that 2.56 lakh families have been covered under AAY, 10.93 under PHH and 8.23 under NPHH taking the total number of souls provided ration under these categories to over 1.19 crore.
Chaudhary Zulfkar Ali said that under Mufti Mohammad Sayeed Food Entitlement Scheme (MMSFES) rice is procured from FCI at the rate of Rs 24 per kg and sold to the consumers at Rs 15 per kg, while Wheat is procured at Rs 16 to Rs 24 per Kg and sold at Rs 12 per Kg. He said similarly Atta is also procured at Rs 16 to Rs 24 and sold at the rate of Rs 13 per Kg.
Academic curriculum being prepared after exhaustive consultation: Naeem Akhtar
Minister for Education Naeem Akhtar today informed the house that the academic curriculum is prepared by conducting workshops to decide the content.
Replying to a question by Ajatshatru Singh, the Minister said subject experts from DIETs/SIEs/Secondary and Higher Secondary Schools, experts from Universities, Cultural Academy and academic officers of different subjects are associated in the process of curriculum development.
He said after preparation of textual material/contents, the same are placed before the Academic Committee of the JKBOSE for approval. He said the implementation/ introduction of curriculum is made at the beginning of academic session.
The Minister said the government would consider inclusion of more information in school books about the steps taken during Dogra rule for welfare and overall development of the State.
The Minister said the updation of curriculum is a continuous process and the Education Department will recommend introduction of chapters in history books about the steps taken by the Dogra rulers which include making education compulsory and steps taken for the development of Horticulture, floriculture and augmentation of Irrigation network.
The Minister said that JKBOSE syllabus includes chapter/references on Dogra rule in the history books as also in Dogri textbooks of different classes.
Legislators Ramesh Arora and Vikramaditya Singh asked supplementary questions on the main question.
‘Beti Bachao Beti Padhao’ not a benefit-oriented scheme: Asiea Naqash
Minister of State for Social Welfare Asiea Naqash today informed the house that the Beti Bachao Beti Padhao is a centrally sponsored scheme to generate awareness through mass campaign across the country about the declining trend in sex ratio and is not a benefit oriented scheme.
Replying to a question by Showkat Hussain Ganaie in the upper house, the Minister said the objective of the scheme is to celebrate the girl child and encourage and promote her education. She said the objective of the scheme is to prevent gender biased sex-selective elimination, to ensure survival and protection of the girl child besides ensuring education and participation of girl child.
Legislators Sajjad Ahmad Kichloo and Surinder Mohan Ambardar, Dr Shehnaz Ganaie and Zafar Iqbal Manhas raised supplementary queries to the main question.
84 road projects sanctioned for Doda, Ramban this year: Veeri
Minister for R&B and Parliamentary Affairs Abdul Rehman Veeri informed the house that 84 road projects have been sanctioned in Doda and Ramban districts during the current fiscal which include 49 projects under PMGSY Phase -10 , eight under NABARD and 27 under district plan.
Replying to a question by Sham Lal Bhagat in the upper house, the Minister said that construction of road from Damtop to Kundichill Bagla Phase-1 upto Kund was taken up under NABARD RIDF XII for a length of 6 KM at an estimated cost of Rs 3.45 crore.
The Minister said the requisite amount stands fully released/utilized on the construction of the road. He said 1 KM of the said road has been metalled, 2KM shingled and 2.50 KM developed up to fair-weather status. He said the road was damaged due to floods beyond Km-3rd RD-500 which has been temporarily restored. He further informed that a road stretch from KM-4 RD 700 to Km-5 RD 500 has been washed away due to rising of water level of Baglihar Hydroelectric Project. He said a DPR for construction/re-alignment of Dumptop to Kundi road at an estimated cost of Rs 2.97 crore has been recommended during current financial year for funding under NABARD.
The minister said regarding connectivity to Kurwas/Topneel, the same would be considered under PMGSY subject to guidelines.
He said the habitation Shamthi stands connected through road from BB Rajgarh to Shamthi, under PMGSY. He further said that the road from block boundary Bhagwah to Barsi has been included in the revised Core Network for left-out habitations.
The R&B Minister said that there are 1171 habitations in the state including 176 habitations in Chenab valley which have been inadvertently missing/left-out in the original/core network. He said matter has already been taken up with the Union Ministry of Rural Development for incorporation of these habitations in the core network of PMGSY.
Legislators Firdous Ahmad Tak and Vibodh Gupta raised supplementary questions and urged for up-radation of road network in Chenab valley.
Poonch Master Plan to be revisited: Priya Sethi
Minister of State for Tourism Priya Sethi today said the Draft Master Plan for Poonch Town will be reviewed after fresh survey of the area by the Feedback agency.
Replying to a question by Yashpal Sharma in the upper house, the Minister said due to flashfloods of September 2014, the major chunk of land which was incorporated in the Master Plan got eroded and it became necessary to resurvey the area.
The minister said as soon as the survey is completed and final Draft Master Plan is approved, the process would be started for its implementation.
Rs 12.21 cr provided to 3117 beneficiaries under MAS: Asiea Naqash
Minister of State for Social Welfare Asiea Naqash informed the house that Rs 12.21 crore have been provided under Marriage Assistance Scheme (MAS) to 3117 beneficiaries of various districts of the state.
Replying to a question by Surinder Kumar Chaudhary in the upper house today, the Minister said that Marriage Assistance Scheme has been implemented in all the 22 districts of the state.
The Minister said it is a fact that a number of girls have been left out from the survey conducted by the Deputy Commissioners of concerned districts during 2012-13. She said as per the present scheme/directions of J&K High Court, the benefit is being given to only those girls who are included in the survey.
She, however, said the High Court in its latest decision has directed the Social Welfare Department to conduct fresh survey to identify the girls who are living Below Poverty Line (BPL) and not included in the survey conducted earlier. The Minister assured the house that the fresh survey would be conducted shortly.
