Congress demands fresh delimitation of Panchayats,
takes review of political situation and current issues of state



Jammu, February 22, (Scoop News)-A meeting of Congress party leaders was held on Wednesday in Jammu to take stock and review political situation of the state and current issues.



The meeting chaired by JKPCC chief G.A. Mir and attended by CLP leader N. Rigzin Jora, senior vice president Sham Lal Sharma, Dy. CLP leader Aijaz Ahmed Khan, vice presidents Raman Bhalla, G.M. Saroori, Mula Ram, Kanta Bhan, chief spokesperson Ravinder Sharma, co-treasurer Rajnish Sharma, general secretaries Thakur Balwan Singh, Majid Wani, Dr. Manohar Lal Sharma, Shabir Ahmed Khan, Manjeet Singh, Vikram Mlahotra, Shah Nawaj Choudhary, Faqir Chand, Yogesh Swahney, Shah Mohd Choudhary(Adv) and others.



The meeting reviewed the prevailing political scenario and besides discussing the exercise being undertaken for the delimitation of Panchayats, despite objection from Congress and all political parties with regard to illegal and partial manner by Rural Development Department, as the Govt. has failed to hold fair and transparent to conduct the delimitation of wards.


The meeting blamed the Govt. of deliberately weakening the Panchayat Raj Institutions by bringing undemocratic and retrograde amendments by direct election of Sarpanchs and move by not constituting the independent agency provided in Panchayat Raj Act with a view to indulge in political favoritism and manipulation in the delimitation process which is key to the fairness of the entire exercise of entire election to Panchayats.



Meeting said that it is unprecedented that the provision of 73rd amendment which was incorporated in the Act by virtue of Legislation after due deliberation in both Houses has been undone through mode of ordinance which is against the basic principle of democracy.



The meeting has already apprised the Election Authority (CEO) about the said objections based on law and factual grounds in put both in writing and in the all party meetings and it was expected the views of majority of the political parties and it was expected that based on overwhelming objections with regard to partial and arbitrary exercise of delimitation of wards the appropriate authorities would take the proper & equal remedial measures in this regard.



Meeting also demanded that fresh delimitation of Panchayats and wards should be conducted taking in account the new administrative units created by previous coalition government and considering the topography & terrain apart from population and contiguity etc. and the criteria should have been notified properly.



Meeting also reminded the Govt. by the last time before the delimitation was conducted through a independent committee headed by a senior retired officer and a detailed transparent exercise was conducted, in the year 2006-7, when most of provisions of 73rd amendment has not been yet incorporated in the Act.


But the mode and hush hush manner been undertaken by the present coalition government has exposed their double standard with regard to empowerment of PRIs while in opposition and now in power....
